Chinese Communist Youth League (CCYL) is a youth organization led by the Chinese Communist Party (CCP). It is CCP's assistant and backup and consists of 3 million base branches and more than 60 million members. Since July 1999 when Jiang Zemin regime started persecuting Falun Gong, the CCP has been indoctrinating lies and hatred into people's minds. The CCP incited young students who were unclear about the truth of Falun Gong to participate in the movement against Falun Gong.

The People's Republic of China Ministry of Justice is the regulatory body of the nation's judiciary and administration departments. However, the Ministry has been under the direct command of the regime's Political and Legislative Affairs Committee (PLAC) in carrying out the persecution of Falun Gong. The prisons and labor camps controlled by the PLAC are places where the most severe persecution took place by which Falun Gong practitioners were killed or disabled. This report focuses on disclosing the systematic aspect of the persecution.

Guangdong Province is among the Chinese provinces with the most severe persecution against Falun Gong practitioners. Up until January 17, 2004, it was verified that 23 Falun Gong practitioners were tortured to death, the eighth highest in the country. As the Party chief of Guangdong Province, Li Changchun is fully aware of the persecution situations in Guangdong and must be held accountable for all persecution happened in Guangdong.

On Jan. 23, 2001, a self-immolation incident involving 5 people happened on the Tiananmen Square in Bejing. Since the Chinese Communist regime began the repression of Falun Gong practitioners on July 20, 1999, it is believed that former police chief Wang Lijun had been actively involved in the persecution. In districts under his jurisdiction, there were large numbers of severe persecution cases, especially between May 2003 and June 2008, when Wang was the Chief of Police for Jinzhou City, as well as the director of the Public Security Bureau's On-Site Psychology Research Center (OSPRC). He is suspected to have played a major role in harvesting organs from live Falun Gong practitioners.

This investigative report aims to provide concerned governments and departments, NGOs and people in general with some insight into the scope and extent – as well as the harm – of the CCP's penetration overseas.
