WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at the Second Xiangya Hospital of Central South University and Its Staff Members Suspected of Participation

May 24,2023

Address: No.139, Renmin Road Central, Changsha City, Hunan Province

Preface

The Second Xiangya Hospital of Central South University has a state-level liver transplant center. Since 2002, the number of liver and kidney transplants has soared, and the actual number of transplants is enormous. The OPO human organ donation coordination team is in name only. The donation amount is small, but the sources of organs are abundant, and the wait time of patients is short. There have been many emergency liver transplants every year. The unusual development of the organ transplant business in this hospital coincides with the brutal persecution of Falun Gong by the CCP across the country. Given the background of the CCP's national crime of live organ harvesting, this hospital is suspected of participating in the crime of live organ harvesting from Falun Gong practitioners and other groups.

Hospital Overview: The Second Xiangya Hospital of Central South University is a Grade-A Tertiary Hospital founded in 1958. It is currently the largest hospital in Changsha. It now has 3,500 ward beds, forty clinical departments, nine medical laboratories, and 5,032 employees.[1]

Among the affiliated hospitals of Central South University, the Second Xiangya Hospital has the most complete organ transplant qualifications. Approved transplant programs include liver, kidney, heart and lung transplants.[2]

I. The hospital has a state-level liver transplant center, and the number of transplants ranks among the top in the country.

The Organ Transplant Center of this hospital was founded in September 2001 with Professor Qi Haizhi as the Director. The Organ Transplant Department of General Surgery was founded in July 2005 with an independent ward. In 2007, it passed the assessment of the Ministry of Health and became a state-level liver transplant center. The center has carried out liver transplants, pediatric liver transplants, reduced-size liver transplants, combined liver-kidney transplants, combined pancreas-kidney transplants, combined liver-pancreas transplants, etc. The hospital claims that both its liver transplantation and combined liver organ transplantation are at the leading level in the province.[3]

1. Large amount of transplantation

The number of liver transplants and kidney transplants completed in the first half of 2016 ranked among the top five in the country, and the number of liver transplants in the first half of 2018 ranked among the top four in the country.

Since 2015, the number and quality of liver transplants in this hospital have grown by leaps and bounds. The hospital announced that it completed 155 liver transplants in 2016, ranking fourth in the country, and the number of DCD liver transplants ranks third in the country. It claims to have completed more than 200 liver transplants annually, ranking steadily among the top ten in the country. In 2017, the hospital obtained the qualifications for small intestine and pancreas transplantation. The Organ Transplant Department has completed more than 1,000 liver transplants in total. In 2019, it was approved as one of the first ten training bases for liver transplantation surgeons nationwide. [4]

According to the official website of the hospital: In the first half of 2016, the number of organ transplants in major domestic hospitals was ranked, and the number of liver transplants and kidney transplants in the Second Xiangya Hospital ranked among the top 5 in the country, the first in the province and leading in the central and southern regions[5]

According to the official website of the hospital: the number of liver transplants in the Second Xiangya Hospital has been increasing rapidly year by year, ranking first in Hunan Province and in the forefront of the country for many years in a row. In the first half of 2018, it ranked in the top four in the country. In the first ten months of 2018, the Second Xiangya Hospital completed 200 cases of liver transplants[6].

A special attention needs to be drawn to is that the number of transplants mentioned above is only the reduced number officially announced by the CCP.

2. The number of kidney transplants has repeatedly hit new highs, and the number of single-day transplants is large, ranking among the top in the country.[7]

The Kidney Transplant Department of the Organ Transplant Center has developed at a rapid pace. "The organ donor network has gradually expanded to the whole country, and the hospital has set up organ resource sharing relationships with more than ten transplant centers in China."[8]

Those surgeons, led by Director Peng Longkai, often work all night long without sleep to carry out surgeries.[9]

According to a report on Hunan Online’s official website on October 21, 2005: Transplant surgeons often work for more than twenty hours continuously during the surgery. After resting for three to four hours, they’ll perform another round of surgeries. The scrub nurses have changed several shifts, but the surgeons are still working on surgeries. It's common for them to complete more than ten surgeries in two to three days. Once, they performed nine kidney transplant surgeries within one day.[10]

Figure 1 Snapshot of Hunan Online

On October 17, 2014, the transplant team of the Second Xiangya Hospital of Central South University carried out a heart-lung combined transplant, an orthotopic liver transplant, a kidney transplant and two corneal transplants within one day[11].

On July 23, 2020, the transplant team of the Second Xiangya Hospital of Central South University completed 2 liver transplants and 4 kidney transplants within one day[12].

II. Since 2002, the number of transplants has soared, and the actual number of transplants is enormous.

Since 2002, the hospital’s kidney transplant quantity has dramatically increased. Peng Longkai, Deputy Director of Organ Transplant Center of the Second Xiangya Hospital and Director of Organ Transplant Department of Urology, began to preside over kidney transplant work in 2002. Within six months of that year, the number of kidney transplants in the hospital exceeded the total number of kidney transplants in the hospital over the years, setting a historical record for the hospital.[13] Peng Longkai has fully presided over the clinical work and basic research of kidney transplants. He has personally performed more than 2,000 kidney transplant surgeries.[14]

III. The hospital has a strong team of liver and kidney transplant surgeons.

The Department has eleven licensed surgeons with the ability to clinically apply kidney transplant technology and one laboratory experimenter in the kidney transplant laboratory. Among them, there are two professors and five attending surgeons. There are nine people with doctoral degrees and two with master's degrees. There is one doctoral supervisor and one master student supervisor. So far, six doctoral students and more than ten master students specializing in kidney transplant have been trained, and several batches of organ transplant surgeons for advanced studies from other hospitals have been trained.[15]

The Organ Transplant Department of General Surgery has nineteen medical staff, including three professors, one associate professor, one doctoral supervisor, and two master student supervisors. The organ transplant ward of general surgery and transplant ICU are divided into liver transplant group, combined organs transplant group, transplant ICU group, and artificial liver support system.[16] The staff can form multiple liver and kidney transplant teams, which can perform multiple liver and kidney transplant surgeries simultaneously.

IV. The OPO human organ donation coordination team is in name only.

The hospital officially established the "Organ Procurement Organization (OPO) of the Second Xiangya Hospital of Central South University" in January 2014, with seven full-time human organ donation coordinators and one part-time human organ donation coordinator.[17]

  1. Q: Have you got many donated organs from the Red Cross?

A: The Red Cross? Which part are you referring to? … How to say this? … I also heard that (the Red Cross) donated very few.

A: Uh, organs from National Health and Family Planning Commission? … Oh, er, do you mean those allocated ones through the network? Well, just so so, just so so.

  1. Q: Were all these more than 300 kidney transplants witnessed by the Red Cross?

A: No, the hospitals notified us. If it was suitable, we just took it. Among these more than 300 cases, there were some living donors (donations from relatives). About 15%.
