WOIPFG's Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners by Liu Dong, Director of the Organ Transplant Department at Guangdong Province Second People’s Hospital

Summary: Liu Dong, male, Director of the Organ Transplant Department at the Guangdong Province Second People’s Hospital. According to incomplete data, in October 2015, the hospital's organ transplant department webpage showed: "Department director Liu Dong has personally participated in over 2,000 kidney and liver transplant surgeries," and "has completed over 800 cadaveric kidney transplants and over 20 cadaveric liver transplants." The organ transplant department was established in July 1999 and has 52 beds. In 2010, it ranked among the top ten in the national organ transplant registry system for kidney transplant data. In 2006, the deputy director of the organ transplant department, Wu Jiaqing, told an investigator that before August 3, there were more than 10 organ transplants daily, and on August 4, the hospital performed 6 organ transplants[1]. In August, patients from 8 or 9 countries, including Singapore, Cambodia, and France, came to the hospital for organ transplants. WOIPFG telephone investigation shows that the number of organ transplants was large, and there were multiple teams.

In view of the broader background of the Chinese Communist Party's state crime of organ harvesting from living Falun Gong practitioners, since the Guangdong Province Second People’s Hospital is allegedly involved in the crime, Liu Dong, the director of the hospital's Organ Transplant Department, is a major suspect.

Liu Dong, male, Director of the Organ Transplant Department at the Guangdong Province Second People’s Hospital. Deputy director level member of the Guangzhou Branch of the Chinese Society of Organ Transplantation[2]. He studied under Professor Zheng Keli[3], an organ transplant professor at Sun Yat-sen University of Medical Sciences, whose webpage states he has personally completed over 3,000 kidney transplants[4]. As of October 2015, the hospital's organ transplant department webpage indicated: "Department director Liu Dong has personally participated in over 2,000 kidney and liver transplant surgeries [5]" and "has performed over 800 cadaveric kidney transplants and over 20 cadaveric liver transplants. [6]"

Guangdong Province Second People’s Hospital, formerly the PLA No. 177 Central Hospital, is a comprehensive tertiary A-level hospital integrating medical care, emergency services, teaching and research, prevention, and rehabilitation. In 2004, it was designated as Guangdong Province's emergency hospital. The hospital has 1,500 beds and employs over 400 professionals with postdoctoral, doctoral, master's degrees, and senior titles[7].

The organ transplant department was established in July 1999 and ranked among the top ten in the national organ transplant registry system for kidney transplant data in 2010[8]. It currently has four professionals with senior titles, four with doctorate degree, and two with master’s degree.

In 2006, the deputy director of the organ transplant department, Wu Jiaqing, told an investigator that before August 3, there were more than 10 organ transplants daily, and on August 4, the hospital performed 6 organ transplants[9]. In August, patients from 8 or 9 countries, including Singapore, Cambodia, and France, came to the hospital for organ transplants.

The hospital’s organ transplant department was established in 1999, that includes the organ transplant ward, hemodialysis ward, and organ transplant laboratory. It conducts kidney transplants (hemodialysis, allogeneic cadaveric kidney transplantation, living donor kidney transplantation, and liver transplantation) as approved by the CCP’s Ministry of Health and the Health Department[10]. The department has 52 beds, including 2 laminar flow beds and 18 kidney transplant isolation beds.

Summary:

1. The Second Affiliated Hospital of Guangzhou Medical University almost has the most kidney sources in Guangdong Province. In fact, in Guangdong Province, the Second Affiliated Hospital of Guangzhou Medical University has even more kidney sources than that of Sun Yat-sen University-affiliated First Hospital, and over there, the hospital that does the most is theirs.

2. Question: The Second Affiliated Hospital of Guangzhou Medical University can do 500 to 600 cases a year. They do relatively more?

Answer: Right, right, their hospital does relatively more, right!

Question: Which organization is in charge of the organ allocation?

Answer: This...this...this cannot be found, and this is all done by our own hospital, oh, it’s within the department; each department...that is...the department doing transplants will do that on its own...

Question: The doctors go find the organ sources yourselves?

Answer: It’s not that they go find organs themselves. They have contact people, who will contact us  if there are people making donations.

Question: Ah, if there are people making donations, they will contact you, so there’s no need to go through the Red Cross Society, right?

Answer: No, it’s not like that. They will definitely get involved, we are all in this together, since there is a whole entity—it’s not just us, in the middle there is the Red Cross Society, and then there are us, the department, and the hospital. It’s a system, and we are all in it. It’s not like contacting one section will do. That is, when they inform us, we might coordinate among us on this matter, so all are in it, involved in it.

Answer: About that...about that...about that I am not quite sure. You can come and ask the doctors above us. Ah, because I never got involved in these things, I don’t have the authority to get involved in them, either, okay?   ...we, as subordinate doctors, just take care of the patients—yes, we deal with such things as the postoperative issues or preoperative check-ups— we only take care of these things for the patients. As for things like the tissue typing for a kidney transplant and how to coordinate the organ allocation, they’re not our business.
