To investigate the criminal conduct of all institutions, organizations, and individuals involved in the persecution of Falun Gong; to bring such investigations, no matter how long it takes, no matter how far and deep we have to search, to full closure; to exercise fundamental principles of humanity; and to restore and uphold justice in society.
WOIPFG's Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners by Zhang Keqin, Director of the Urology and Nephrology Center at the Second Affiliated Hospital of Chongqing Medical University
Apr 9, 2025

Summary: Zhang Keqin, male, director of the Urology and Nephrology Center of the Second Affiliated Hospital of Chongqing Medical University, chief surgeon. He worked in the Urology Department of Daping Hospital Affiliated to the Third Military Medical University and the Nephrology Department of Southwest Hospital of the Third Military Medical University and served as the director of the department. He became one of the first doctors with kidney transplant qualifications recognized by the Chongqing Health Commission, and his clinical work focused on kidney transplantation.

According to the testimony of Bai Shuzhong, former Minister of Health of the General Logistics Department of the People's Liberation Army, the Special Medical Center of the CCP’s Army (formerly the Daping Hospital Affiliated to the Third Military Medical University) and the Southwest Hospital are the main hospitals for the military to harvest organs from living Falun Gong practitioners. The Military Multi-Organ Transplant Center of Daping Hospital has obvious advantages and characteristics in kidney transplantation, and the hospital's organ transplantation income has also increased unusually. The hospital's annual medical income on paper increased from 36 million yuan when organ transplantation began in the late 1990s to more than 900 million yuan in 2009, an increase of about 25 times. Doctors at Daping Hospital cooperated with Wang Lijun to manufacture the primary brainstem injury impact machine for brain death, and engaged in human body experiments, suspected of killing people.

In view of the broader background of the Chinese Communist Party's state crime of organ harvesting from living Falun Gong practitioners, since Second Affiliated Hospital of Chongqing Medical University and Army Medical Center of PLA (formerly Daping Hospital Affiliated with Third Military Medical University), and Southwest Hospital of the Third Military Medical University have been involved in the crime, Zhang Keqin, the director of the hospital's Urology and Kidney Disease Center, is a major suspect.

Zhang Keqin, male, director of the Urology and Nephrology Center of the Second Affiliated Hospital of Chongqing Medical University, chief surgeon, associate professor, doctor of medicine. Kidney transplantation is his main focus[1]. He has been engaged in clinical, scientific research and teaching work in urology and kidney transplantation for 30 years, with an average of more than 100 surgeries per year. He has been engaged in clinical work in the field of kidney disease since 1989. Since then, he has successively obtained a master's degree in nephrology and a doctorate in urology from the Third Military Medical University, and completed postdoctoral research in immunology in Canada. He has worked in the Urology Department of Daping Hospital Affiliated to the Third Military Medical University and the Nephrology Department of Southwest Hospital and served as the director of the department. He became one of the first surgeons with kidney transplant qualifications recognized by the Chongqing Health Commission, and his clinical work focuses on kidney transplantation.[2]

Bai Shuzhong, who served as the Minister of Health of the PLA General Logistics Department from 1998 to 2004, once admitted to a WOIPFG investigator that during his tenure, Jiang Zemin personally ordered the forced organ harvesting of living Falun Gong practitioners, and that the military medical university-affiliated hospitals were the main hospitals in the Chinese military system to implement Jiang Zemin's order (audio transcript and audio download link).[3] "It was Chairman Jiang at the time," "There was an instruction, and one of the instructions said," "carry out these things, which is organ transplantation," and said, "Our military medical universities can handle it, and several military medical universities directly under the General Logistics Department have repeatedly requested it, because Jiang paid close attention to this issue at that time and attached great importance to it."

Under the CCP system, especially the military system, when Jiang Zemin issued the killing order, military hospitals were an important link in the entire forced organ harvesting chain, which has been confirmed by multiple evidences (see WOIPFG’s investigation reports for details[4]). The CCP’s Army Special Medical Center (formerly the Daping Hospital affiliated to the Third Military Medical University) is also a key criminal institution suspected of forced organ harvesting as a military hospital.

Military multi-organ transplant center has obvious advantages and characteristics in kidney transplantation, and the surge in the hospital's organ transplant revenue is also unusual.

The website of the CCP’s Army Special Medical Center (formerly Daping Hospital Affiliated to the Third Military Medical University) claims to be "Being the first to carry out large organ transplants such as heart, liver, lung, and kidney in China. The hospital's pediatric heart transplantation fills the gap in China, and the survival time of lung transplantation ranks second in China[5]. Urology has obvious advantages and characteristics in kidney transplantation, and the overall technical strength of the discipline is at an advanced level in the country."[6]

In addition, the hospital's annual book medical income increased from 36 million yuan when organ transplantation began in the late 1990s to more than 900 million yuan in 2009, an increase of about 25 times[7].

The hospital cooperated with Wang Lijun in creating a primary brainstem injury impact machine for brain death

Yin Zhiyong, Zhao Hui and Wang Zhengguo from the Field Surgery Research Institute of Daping Hospital Affiliated to the Third Military Medical University are the main members of the development of this brainstem impact machine. After Wang Lijun became the director of the Public Security Bureau in Chongqing, in addition to establishing the On-site Psychological Research Center of Southwest University of Chongqing Public Security Bureau, he also participated in some other human experiments, including the invention of the brainstem impact machine. In December 2011, Wang Lijun was the leading inventor (the inventors are Wang Lijun, Yin Zhiyong, Zhao Hui, and Wang Zhengguo) applied for a patent "Primary Brain Stem Injury Impact Machine" and obtained this patent the following year. Yin Zhiyong, Zhao Hui and Wang Zhengguo are from the Field Surgery Research Institute of Daping Hospital.

The hospital engaged in human body experiments and was suspected of killing people.

The co-inventors of the patent, Yin Zhiyong, Zhao Hui, and Wang Zhengguo from Daping Hospital of the Third Military Medical University, published an article titled "Finite-element Simulation Analysis of Brain Injury from Temporal Impact in Quasi-static and its Clinical Significance" in the 2nd issue of Journal of Trauma Surgery in 2008[8]. The paper states that this patent is used for human brainstem death research: "As of October 2007, 12 fresh cadaver heads were used for impact experiments. The donors were all males aged 26 to 38, with an average age of 31.”

This description actually explains the research process of the impactor, which is the research process of using the impactor to impact the human brainstem to create brain injury. It is the process of killing. Because if you hit the head of the cadaver, you cannot study the extent of the brainstem damage. Therefore, the fresh corpses here is suspected to refer to living people.
