Li Zhaoyang
Summary: Li Zhaoyang, Associate Chief Surgeon and Director of the Organ Transplant Center at the PLA Rocket Force General Hospital (Formerly the Second Artillery General Hospital of Chinese People's Liberation Army). In 2003, he participated in the establishment of the liver transplant department at Qianfoshan Hospital in Shandong Province. In 2005, he started working at the Liver Transplantation Research Institute of the Armed Police General Hospital, studying under Shen Zhongyang, the director of Tianjin First Central Hospital. By 2016, he had participated in and led over 400 liver transplant surgeries. In July 2004, the PLA Rocket Force General Hospital (Formerly the Second Artillery General Hospital of Chinese People's Liberation Army) officially established a liver transplant center, claiming rapid development in the field. Telephone investigations by the World Organization to Investigate the Persecution of Falun Gong indicated that the hospital used Falun Gong practitioners as organ donors. Medical papers showed that the hospital reported zero warm ischemia time, suggesting organ harvesting from living individuals. First-hand evidence showed that Li Zhaoyang could find qigong practitioners, with a waiting time of less than two weeks, having performed five to six hundred liver transplants, sometimes using four to six livers per surgery.
In view of the broader background of the Chinese Communist Party's state crime of organ harvesting from living Falun Gong practitioners, since the PLA Rocket Force General Hospital (Formerly the Second Artillery General Hospital of Chinese People's Liberation Army) has been involved in the crime, Li Zhaoyang, the director of the hospital's Organ Transplant Center, is a major suspect.
Li Chaoyang, head of Organ Transplantation Center of the Rocket Force General Hospital, Associate Chief Surgeon, Doctor of Surgery, Postdoctoral Fellow of Liver Transplantation, Visiting Professor of Liver Transplantation in many hospitals in China.
Participated in the creation of the Liver Transplantation Division of Qianfoshan Hospital, Shandong Province in 2003. Started working at the Liver Transplantation Institute of the General Hospital of the Armed Police in 2005, under the supervision of Shen Zhongyang, the President of Tianjin First Central Hospital. Participated in and performed more than 400 liver transplants. Performed over one hundred liver transplants at multiple tertiary level-A hospitals in five provinces in China. [1]
In July 2004, the PLA Rocket Force General Hospital (Formerly the Second Artillery General Hospital of Chinese People's Liberation Army) officially established a liver transplant center, claiming rapid development in the field, as reported by multiple medias such as CCTV, Beijing TV, Beijing Times, etc. [2]
Published medical papers claimed that the transplantation performed in the hospital had warm ischemia time of 0-5 min, a suspicion that organs are harvested from living donors.
From 2004 to 2007, the hospital performed 103 cases of liver transplantation donor excision, all of donors were healthy young people. They used the rapid donor liver excision technique with a warm ischemia time of 0 to 5 min[3]. If these donors were already cadavers at the time of liver resection, how could it be possible the warm ischemia time was less than 5 minutes? The hospital must have been taking organs from living, healthy young people.
Telephone Investigations indicated the hospital used Falun Gong practitioners as Donors.

Summary
1. Quite a lot of cases were done last year.
2. Many hospitals are doing liver transplantation, but the one that does much better is Huaxi (hospital).
3. (liver sources) are all from President Zhou Dinghua, and then used for surgery. They have a special team for liver transplantation.
4. The person in charge now is Professor Li Chaoyang, who is the Director.
5. The transplant center is managed by President Zhou Dinghua, but he is in charge of the administrative duties. The general operational work may still be managed by Director Chaoyang.
