To investigate the criminal conduct of all institutions, organizations, and individuals involved in the persecution of Falun Gong; to bring such investigations, no matter how long it takes, no matter how far and deep we have to search, to full closure; to exercise fundamental principles of humanity; and to restore and uphold justice in society.
WOIPFG's Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners by Peng Longkai, Director of the Organ Transplant Department of Urological Surgery at the Xiangya Second Hospital of Central South University
Feb 20, 2025

Summary:
Peng Longkai, male, born in 1965, and chief surgeon, is the Deputy Director of the Organ Transplant Center and Director of the Organ Transplant Department of Urological Surgery at the Xiangya Second Hospital. He began leading kidney transplant work in 2002, and within six months, the number of kidney transplants performed exceeded the total number completed in previous years. He has performed over 2,000 kidney transplants in total. In September 2001, the hospital established the Organ Transplant Center, and in July 2005, it founded the General Surgery Organ Transplant Department, which has its own independent ward. In 2007, it became a national liver transplant center. The hospital claims to lead the province in liver transplants and liver and other organ combined transplants. In the first half of 2016, it ranked among the top five in China for the number of liver and kidney transplants performed. In the first half of 2018, it ranked fourth nationwide for liver transplants. In 2019, it was approved by the Chinese government as one of the first ten liver transplant doctors training bases in China. Investigative phone calls by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG) revealed short waiting times, all fresh donors, large numbers of liver and kidney transplants, abundant liver sources, and emergency transplants.

In view of the broader background of the Chinese Communist Party's state crime of organ harvesting from living Falun Gong practitioners, since the Xiangya Second Hospital of Central South University is allegedly involved in the crime, Peng Longkai, the director of the hospital's Organ Transplant Department of Urological Surgery, is a major suspect.

In 1993, he was admitted to Hunan Medical University as a graduate student and obtained his medical doctorate in 1997. Then he worked in the Department of Urology of the Second Hospital Affiliated to Hunan Medical University. Started in March 2005, he became Deputy Director of the Organ Transplant Center and Director of the Organ Transplant Department of Urology at the Xiangya Second Hospital and was promoted to be a chief surgeon of Urology in September 2007. In May 2009, he became a doctoral supervisor.

In 2002 he was put in charge of kidney transplant work. Within six months of that year, the number of kidney transplants in the hospital exceeded the total number of kidney transplants in the hospital over the years, completing more than 2,000 kidney transplant surgeries in total.

The Organ Transplant Center of this hospital was founded in September 2001, and the Organ Transplant Department of General Surgery was founded in July 2005 with an independent ward. In 2007, it became a state-level liver transplant center. The center has carried out liver transplants, pediatric liver transplants, reduced-size liver transplants, combined liver-kidney transplants, combined pancreas-kidney transplants, combined liver-pancreas transplants, etc. The hospital claims that both its liver transplantation and combined liver-other organs transplantation are at the leading level in the province.

The number of liver transplants and kidney transplants completed in the first half of 2016 ranked among the top five in the country, and the number of liver transplants completed in the first half of 2018 ranked among the top four in the country.

Since 2015, the number and quality of liver transplants in this hospital have grown by leaps and bounds. The hospital announced that it completed 155 liver transplants in 2016, ranking fourth in the country, and the number of DCD liver transplants ranks third in the country. It claims to have completed more than 200 liver transplants annually, ranking steadily among the top ten in the country. In 2017, the hospital obtained the qualifications for small intestine and pancreas transplantation. The Organ Transplant Department has completed more than 1,000 liver transplants in total. In 2019, it was approved as one of the first ten training bases for liver transplantation surgeons nationwide.

According to the official website of the hospital: In the first half of 2016, the number of organ transplants in major domestic hospitals was ranked, and the number of liver transplants and kidney transplants in the Xiangya Second Hospital ranked among the top 5 in the country, the first in the province and leading in the central and southern regions.

According to the official website of the hospital: the number of liver transplants in the Xiangya Second Hospital has been increasing rapidly year by year, ranking first in Hunan Province and in the forefront of the country for many years in a row. In the first half of 2018, it ranked in the top four in the country. In the first ten months of 2018, the Xiangya Second Hospital completed 200 cases of liver transplants .
The number of kidney transplants has repeatedly hit new highs, and the number of single-day transplants is large, ranking among the top in the country.

The Kidney Transplant Department of the Organ Transplant Center has developed at a rapid pace. "The organ donor network has gradually expanded to the whole country, and the hospital has set up organ resource sharing relationships with more than ten transplant centers in China."

Those surgeons, led by Director Peng Longkai, often work all night long without sleep to carry out surgeries.

According to a report on Hunan Online’s official website on October 21, 2005: Transplant surgeons often work for more than twenty hours continuously during the surgery. After resting for three to four hours, they’ll perform another round of surgeries. The scrub nurses have changed several shifts, but the surgeons are still working on surgeries. It's common for them to complete more than ten surgeries in two to three days. Once, they performed nine kidney transplant surgeries within one day.
