Lu Qian, the Executive Director of the Hepatobiliary Pancreatic Center of Beijing Tsinghua Changgeng Hospital Affiliated to Tsinghua University, Director of Organ Transplantation Center, Assistant to President, Chief Surgeon. Member of the Organ Transplant Branch of the Chinese Medical Association and Secretary -General of the Youth Committee, member of the organ transplant branch of the Chinese Medical Doctors Association, and standing member and Secretary-General of the Organ Transplant Branch of the Cross -Strait Medical and Health Exchange Association.

Educational background: 1994.9-2001.7: Third Army Medical University -Bachelor/Master; 2005.9-2009.7: Third Army Medical University -Doctor.

Work experience: 2001.7-2016.11: hepatobiliary surgeon and attending surgeon of the First Affiliated Hospital of the Third Military Medical University.

Lu Qian, under the tutelage of Dong Jiahong, joined Hepatobiliary Surgery of the Southwest Hospital in 1999, when China saw its second wave of organ transplantation, during which the Third Army Medical University conducted liver transplant surgery. In addition to surgery, the intensive care and treatment of patients after surgery is also an important part. The department put her in charge of postoperative recovery of liver transplant patients. In 2005 she became the main surgeon, while serving as the general resident surgeon of the whole ward, and she has done liver transplants.[1]

In a WOIPFG telephone investigation, Bai Shuzhong, then minister of Health Division of the General Logistics Department of the People's Liberation Army of the CCP, directly admitted that during his tenure, Jiang Zemin personally ordered the organ harvesting of living Falun Gong practitioners. The hospitals affiliated to the Military Medical Universities are the main hospitals in the military system that carried out this order from Jiang Zemin. [2] Therefore, the Southwest Hospital Affiliated to the Third Military University is one of the major hospitals that committed the crime of genocide of harvesting organs from living Falun Gong practitioners. The Southwest Hospital started its clinical liver transplant in May 1999 [3] with its Hepatological Surgery Program as one of the largest in China and overseas. In 2000, it was named the People's Liberation Army Liver Transplant Center. [4] In 2001, it was established as the Key Laboratory of Liver Transplant of the Chinese People’s Liberation Army. [5] In 2004, the institute joined forces with the world's largest organ transplant center, the Organ Transplantation Institute of the University of Pittsburgh Medical Center, to establish the International Collaborative Liver Transplantation Center. [6]

By 2004 the hospital's Hepatological Surgery Program had grown to have 168 beds, 10 professors, and 6 associate professors. Main personnel with intermediate titles and above have all been with doctorate. It integrates medical treatment, teaching and research as one of the country's largest hepatopancreatobiliary Surgery and liver transplant center in China. [7] And later the number of its beds grew to be 200.[8] The current capacity of the institute is sufficient to ensure that six liver transplants can be performed simultaneously within one day. [9]

From December 2016 to present, she was an attending surgeon at deputy director level at Hepatobiliary and Pancreatic Center, Beijing Tsinghua Chang Gung Hospital. From November 2018 to May 2022, she was Executive Director of Hepatobiliary and Pancreatic Surgery, Hepatobiliary and Pancreatic Center, Beijing Tsinghua Chang Gung Hospital. From November 2019 to February 2021, Deputy Director of Organ Transplant Center, Beijing Tsinghua Chang Gung Hospital. From February 2021 to present, she was an Assistant to the President of Beijing Tsinghua Chang Gung Hospital. From May 2022 to present, she is Executive Director of Hepatobiliary and Pancreatic Center, Beijing Tsinghua Chang Gung Hospital.[10]

The Organ Transplant Center of Beijing Tsinghua Chang Gung Hospital affiliated to Tsinghua University, which she leads, is a full-organ integrated transplant center that integrates liver transplantation, pancreas transplantation, kidney transplantation, small intestine transplantation, heart transplantation and lung transplantation. The liver transplantation team routinely performs various types of liver transplantation operations.[11] Since 2018, Beijing Tsinghua Chang Gung Hospital has successively obtained all six types of solid organ transplantation qualifications, and has built a high-level organ transplantation center led by liver transplantation, with high-quality and rapid development of liver and kidney transplantation, and characteristic and comprehensive development of heart, lung and small intestine transplantation. In 2021, the hospital was approved as a director member level unit of the Beijing Human Organ Procurement and Transplantation Quality Control Center. In 2022, the hospital was rated as the first batch of Beijing Human Liver Transplantation and Kidney Transplantation Surgeons Training Base,[12] training Chinese liver and kidney transplant doctors[13], and participating in live organ harvesting. The Organ Transplant Center of Beijing Tsinghua Chang Gung Hospital performs an average of about four to five hundred surgeries per year, which were completed by Lu Qian's team.[14]

Summary:
1. I have been transferred to the PLA General Hospital. I am in the PLA No. 301 (Hospital), but now I am also doing (organ transplants) at Southwest Hospital, but there are also very few donors there.
2. Beijing Tsinghua Changgung Hospital in Beijing is doing more (organ transplants than other hospitals).
3. Academician Dong Jiahong and Director Lu Qian, who perform organ transplantation at Changgung Hospital, used to work at Southwest Hospital too.
4. It may not need to wait for a month. I think, cases like this one, three or four weeks would do.
5. Changgung Hospital should be able to do 200 cases of surgery a year now, it should.

In the larger context of the CCP’s state crime of harvesting organs from living Falun Gong practitioners, Lu Qian is a major suspect involved in the genocidal crime of harvesting organs from living Falun Gong practitioners.
