To investigate the criminal conduct of all institutions, organizations, and individuals involved in the persecution of Falun Gong; to bring such investigations, no matter how long it takes, no matter how far and deep we have to search, to full closure; to exercise fundamental principles of humanity; and to restore and uphold justice in society.
WOIPFG's Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners by Wu Xiaotong, Director of the Shanxi Provincial Human Organ Procurement and Distribution Service Center and the Chief Expert of the Organ Transplant Center
Feb 7, 2025

Summary: Wu Xiaotong is the Director of the Shanxi Provincial Human Organ Procurement and Distribution Service Center, the Chief Expert (former Director) of the Organ Transplant Center at the Second People's Hospital of Shanxi Province, and Chief Surgeon. The Kidney Transplant Dialysis Center, established in October 1997, is currently the largest and most well-equipped specialized center in the province. It was one of the first hospitals approved by the Ministry of Health to carry out kidney transplant projects in 2007, ranking in the top 20 nationwide for five consecutive years and entering the "National Top Fifteen."

Wu Xiaotong once worked continuously for 12 hours to perform transplant surgeries, completing 11 kidney transplants in a single day on August 15, 2006. According to incomplete data, as of December 2023, the Kidney Transplant Dialysis Center, under Wu Xiaotong's leadership, has completed over 3,000 kidney transplants. In 2019, the center ranked 20th in China for the number of kidney transplants performed. Investigation recordings by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG) revealed a high volume of transplants.

In view of the broader background of the Chinese Communist Party's state crime of organ harvesting from living Falun Gong practitioners, since the Second People's Hospital of Shanxi Province is allegedly involved in the crime, Wu Xiaotong, the Director of the Shanxi Provincial Human Organ Procurement and Distribution Service Center and former Director of the Organ Transplant Center, is a major suspect.

Wu Xiaotong is the Director of the Shanxi Provincial Human Organ Procurement and Distribution Service Center, the Chief Expert (former Director) of the Organ Transplant Center at the Second People's Hospital of Shanxi Province[1], and Chief Surgeon. He is also the Honorary Director and Chief Expert of the Kidney Transplant Dialysis Center. Additionally, he holds several prestigious positions, including Standing Committee Member of the Organ Transplantation Branch of the Chinese Medical Association, Standing Committee Member of the Organ Transplant Professional Committee of the Chinese Medical Doctor Association, Director-level member of the Organ Transplant Professional Committee of the Shanxi Medical Association, and Member of the Kidney Transplant Group of the Urology Branch of the Chinese Medical Association[2].

From May 1992 to May 2005, Wu participated in completing 610 kidney transplant surgeries[3]. From January 2006 to December 2008, he was involved in completing 235 kidney transplants[4]. Between May 1992 and April 2000, he participated in performing 249 kidney transplants and donor procurements, using the rapid en bloc nephrectomy method, with donors aged 18 to 45 [5].

The Kidney Transplant Dialysis Center, established in October 1997, has become the largest, best-equipped, and most advanced specialized center in the province. It was one of the first hospitals approved by China’s Ministry of Health in 2007 to carry out kidney transplant projects. The center undertakes over 90% of the kidney transplant work in Shanxi Province and is one of the few specialized treatment centers in China that integrates kidney transplantation, blood purification, urology, and nephrology. The center is a "Key Medical Discipline and Provincial Clinical Key Specialty in Shanxi Province," ranking in the top 20 nationwide for five consecutive years and entering the "National Top Fifteen." [6]

The cost of a kidney transplant at the center is approximately 100,000 yuan, and in 2005, the center generated a revenue of 250 million yuan. In August 2006, the number of patients waiting for a transplant was over 100 daily, and on August 15 alone, 11 kidney transplants were performed[7]. The center's director, Wu Xiaotong, a Standing Committee Member of the Organ Transplantation Branch of the Chinese Medical Association and Chairman of the Shanxi Transplant Professional Committee, once worked 12 consecutive hours performing transplant surgeries, filling many gaps in Shanxi's kidney transplant capabilities[8].

The center has more than 180 medical staff, including 5 chief surgeons, 9 associate chief surgeons, 1 associate chief nurse, and 4 associate chief technicians. More than 60% of the surgeons hold a master's degree. The center has 90 open beds, including the kidney transplant ward, kidney transplant intensive care unit, nephrology ward, blood purification center, and laboratory. It has 12 independent transplant intensive care beds.

The center has developed advanced organ transplant technologies that are leading in China, such as pediatric kidney transplants, dual-donor kidney transplants for infants, pediatric donor kidney transplants, adult dual-donor kidney transplants, highly sensitized kidney transplants, ABO-incompatible transplants, and pancreas-kidney combined transplants. The number of kidney transplants performed has increased from an annual average of around 100 to over 150. In 2019, the center ranked 20th nationwide for the number of kidney transplants performed[9].

As of December 2023, under the leadership of Professor Wu Xiaotong, the Kidney Transplant Dialysis Center has completed over 3,000 kidney transplants[10].

Telephone investigation shows that the number of transplants is huge.
