WOIPFG's Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners by Liu Zhizhong, Director of the Kidney Transplant Center of Inner Mongolia Autonomous Region

Summary: Liu Zhizhong, serves as Chief Surgeon and Director of the Urology and Kidney Medical Department at Inner Mongolia Baotou Steel Hospital, and Director of Kidney Transplant Center of the Inner Mongolia Autonomous Region. He is currently a member of the Organ Transplantation Branch of the Chinese Medical Association and member of the Organ Transplantation Branch of the Chinese Medical Doctors Association. Inner Mongolia Baotou Steel Hospital is the only hospital in the autonomous region authorized for liver, kidney, pancreas, and small intestine transplants, it is also the clinical center for liver and kidney transplants in Inner Mongolia.

In December 2023, the Baotou Organ Transplant Center was officially established. According to incomplete data from the hospital's reports, as of December 2023, they had completed 710 kidney transplants and 81 liver transplants. Doctors from the hospital told investigators from WOIPFG that organ transplants could be performed, but there are very few organ donations. The liver availability depends on if there’s any money for it. In view of the broader background of the Chinese Communist Party's state crime of organ harvesting from living Falun Gong practitioners, because of Inner Mongolia Baotou Steel Hospital 's shady source of organs and since it’s involvement in the crime is suspected, Liu Zhizhong, as the director of the Kidney Transplant Center, is a suspect in the case.

Liu Zhizhong, Chief Surgeon at Inner Mongolia Baotou Steel Hospital, is also a professor at Inner Mongolia Medical University and leads the subspecialty of kidney transplantation and minimally invasive urology. He serves as Director of the Inner Mongolia Autonomous Region Kidney Transplant Center.[1] Additionally, he is a member of the Organ Transplantation Branch of the Chinese Medical Association and member of the Organ Transplantation Branch of the Chinese Medical Doctors Association. [2]

Inner Mongolia Baotou Steel Hospital is the only hospital in the autonomous region certified for liver, kidney, pancreas, and small intestine transplants, it is also the clinical center for liver and kidney transplants in Inner Mongolia. In 2013, the hospital obtained qualifications for pancreas and small intestine transplants in Inner Mongolia. In August 2017, it was approved by the Inner Mongolia Health Commission to become the Quality Management and Control Center for Human Organ Transplantation in Inner Mongolia.

In September 2023, Inner Mongolia Baotou Steel Hospital established the Baotou Organ Transplant Center, which was officially inaugurated in December of the same year. Liu Zhizhong, as Director of the Organ Transplant Center at Baogang Hospital, stated that as of December 2023, the hospital had completed 710 kidney transplants, 81 liver transplants, 1 combined pancreas-kidney transplant, and received 89 organ donations. He has expressed intentions to vigorously develop organ transplant related specialties, aiming to establish a top-tier organ transplant center domestically. [3]

I never count the number [of kidney transplants we did]. Anyway, there was a sharp increase last year. There are currently people specialized in procuring kidney sources. So they procured a lot last year, and we did relatively more [kidney transplants] last year. The number will definitely increase because the regulations changed only last year.

A doctor at the Doctors’ Office of Hepatobiliary Ward of the Inner Mongolia Baotou Steel Hospital: Liver transplants could be done, but there are no liver sources. Prisoners’ livers were used before, the quality was good; there are donations, but very few! Nobody’s donating, who’s willing to donate these days? There are no channels for liver supplies. It depends on whether or not you have money!
