Yuan Xiaopeng
Summary: Yuan Xiaopeng, male, is an Associate Professor in the Organ Transplant Department at the First Hospital Affiliated to Sun Yat-sen University. He has participated in over 3,000 kidney transplant surgeries, serving as the lead surgeon in more than 500 cases. Vice President He Xiaoshun and several other doctors have admitted to using organs from Falun Gong practitioners. The hospital also has a "brain death center." As early as 2010, the number of transplants performed at the hospital numbered in the tens of thousands, with individual doctors performing thousands of transplants. The hospital's single-day transplant volume is astonishing, with up to 19 kidney transplants in a single day. There is an ample supply of donors and very short waiting times. Huang Jiefu, a key figure in China's transplant system, was able to find three matching living donors within a few hours, with one being found at this hospital.
According to an investigation report released by the Taiwan Supervisory Council on March 7, 2019, from July 1, 2015 to September 19, 2018, a total of 368 people went abroad for organ transplants, of which 73 have no data on in which countries, hospitals, and by which doctors their transplants were done. And 281 of the remaining 295 people received organ transplants in China, and the First Hospital Affiliated to Sun Yat-sen University in Guangzhou had the most--78 people; and there were 66 kidney transplant recipients in this hospital, and the attending surgeons for them all was Yuan Xiaopeng.
In view of the broader background of the Chinese Communist Party's state crime of organ harvesting from living Falun Gong practitioners, since the First Hospital Affiliated to Sun Yat-sen University has been involved in the crime, Yuan Xiaopeng, as an Associate Professor of the hospital's Organ Transplant Department, is a major suspect in the case.
Yuan Xiaopeng, male
Personal Profile: Associate Professor of Organ Transplantation Department, The First Hospital Affiliated to Sun Yat-sen University
Graduated from the First Military Medical University in 1995. He began to engage in organ transplantation in 1998.

The Organ Transplantation Department of the First Hospital Affiliated to Sun Yat-sen University is suspected to be one of the main original places of forced organ harvesting for transplantation in China. Its vice president He Xiaoshun[2] and several doctors[3] have admitted to using Falun Gong practitioners’ organs in transplants. The hospital also has a “brain death center” [4]. As early as 2010, the hospital had performed tens of thousands of organ transplants, and its individual doctors’ transplant volumes had reached several thousand cases per person[5]. Its number of transplants in a single day was astonishing, up to 19 kidney transplants per day[6]. The hospital has ample donor sources, and the patients’ organ wait times have been extremely short. Huang Jiefu, a key figure in China's transplant system, was able to find three matching living donors within a few hours, [7] with one being found at this hospital. [8]
The investigation report pointed out that, Yuan Xiaopeng has performed kidney transplants for two patients in China on the same day eight times, and the rest of the transplant operations were also done quite close one to another. The most frequent one was between March 15 and 17 of 2016, when 5 were done. The least frequent one was just over 5 months apart, that is, after the operation on June 17, 2018, the Ministry of Health and Welfare decided on July 9 of the same year to ask the National Health Insurance Department to decide that for those who did not report completely, the National Health Insurance will not pay anti-rejection drugs. Thereafter, the operation record became available on November 23 of the same year.
Over 3 years after the amendment to the "Regulations on Human Organ Transplantation", there are still cases of overseas transplants that have not been fully reported. Among the 63 people who were followed up by the Affiliated Hospital to China Medical University, 57.14% had not completed the notification. And among the kidney patients who received Yuan Xiaopeng's transplant surgery, another 58 people (about 88%) were followed up by the Hospital Affiliated to Sun Yat-sen Medical University, all of which were inconsistent with the norm.
