Huo Feng
Summary: Huo Feng, male, is the Chief Specialist of the Liver Transplant Center of the PLA General Hospital of the Southern Battle Region (Formerly the General Hospital of Guangzhou Military Region of the PLA), he is also a Chief Surgeon, Professor, and Health Specialist of the Central Military Commission. The Liver Transplant Center in the Hepatobiliary Surgery Department has become one of the hospital's most powerful and comprehensive organ transplant centers. In 2011, the hospital established the country's first organ procurement organization (OPO). That same year, the hospital's OPO was involved in organ trafficking. Phone investigations revealed that the hospital uses Falun Gong practitioner donors, can perform emergency transplants, has short waiting times for transplants, and conducts a large number of liver transplants. In view of the broader background of the Chinese Communist Party's state crime of organ harvesting from living Falun Gong practitioners, since the PLA General Hospital of the Southern Battle Region (Formerly the General Hospital of Guangzhou Military Region of the PLA) has been involved in the crime, Huo Feng, as the chief specialist of the hospital’s Hepatobiliary Surgery Department’s Liver Transplant Center, is a suspect in the case.

Chief specialist, chief surgeon, professor of the Liver Transplantation Center of the General Hospital of the Southern Battle Region of the Chinese People's Liberation Army (formerly the Guangzhou General Hospital of the Guangzhou Military Region). Currently serves as a member of the Chinese Human Organ Donation and Transplantation Committee, a member of the Expert Committee of the National Human Organ Donation Procurement Quality Control Center, a director of the China Organ Transplantation Development Foundation (COTDF), director of the Management Committee of the COTDF Transplantation Health Management Special Fund, deputy director level member of the PLA Hepatobiliary Surgery Professional Committee, standing member of the Organ Transplantation Surgeon Branch of the Chinese Medical Doctor Association, deputy director of the Guangdong Provincial Organ Donation and Transplantation Quality Control Center, and a health care specialist of the Central Military Commission[1]. Mainly engaged in liver transplantation surgery for end-stage liver disease[2].
Hepatobiliary Surgery Liver Transplant Center has become one of the hospital’s most technically strong and comprehensive organ transplant centers[3]. In 2011, the hospital established the first organ procurement organization (OPO) in China[4].
In the same year, the OPO was involved in organ trafficking.
On July 11, 2011, China's earliest organ procurement organization (OPO), the Southern Battle Region General Hospital (formerly the Guangzhou General Hospital of the Guangzhou Military Region), was established[5]. Huang Jiefu, then Vice Minister of Health, and Wang Haibo, Director of the National Organ Donation and Transplantation Center, attended the event. It was reported that the hospital "has produced or participated in more than 30 organ donation cases over the years. It has carried out the first organ allocation using the organ allocation and sharing system in China and the first allocation and sharing of organs after cardiac death using the system." Experts from the Ministry of Health of the Communist Party of China said, "These first cases in the country are of epoch-making significance to China's organ transplant cause, marking that China has officially launched a fair, just and open national organ allocation and sharing system."
However, an investigation by WOIPFG revealed that doctors at the hospital claimed that there were organs from Falun Gong practitioners and, according to an investigation by the Chinese police, the hospital was involved in a major organ trafficking case in the same year it was listed as an OPO, with 21 organs coming from a kidney trafficking ring, but the hospital claimed that they were "voluntary donations.” On August 10, 2014, the Beijing News report, "Gang Removed kidneys from 23 Donors for trafficking, Kidneys Air Transported in Name of Seafood,[6]" stated that a police investigation found that General Hospital of Guangzhou Military Region of PLA was involved in a mega case of donor captive and organ trafficking, and that "between October 2011 and February 2012, a kidney trafficking gang led by Chen Feng had procured kidneys from 23 captives. Among the 23 removed kidneys, 21 arrived at General Hospital of Guangzhou Military Region of PLA for transplant." It is worth noting that not only was Zhu Yunsong, then deputy director of the kidney transplant department, dismissed as a "separate case", but also when the Beijing News reporter called the person in charge of the organ transplant department to ask about the formal procedures that the hospital should follow to perform organ transplant, the person in charge refused to be interviewed. The reporter’s call was based on the statement that "according to the law, before organ transplant, the Clinical Academic and Ethics Committee has to review the legality of the source of the organ."
