Huang Chibing

Summary: Huang Chibing, male, born in March 1963, is the Chief Surgeon, Professor, and Director of the Second Department of Urology at the Second Affiliated Hospital of the PLA Army Medical University (formerly Xinqiao Hospital of the Third Military Medical University). During the CCP's persecution of Falun Gong, the hospital's organ transplantation also saw significant development. In 2000, the Urology Department of Xinqiao Hospital was approved by the General Logistics Department of the Chinese military to become the Military Kidney Disease Center. The hospital's website claims that the number and variety of kidney transplants rank among the top in the country, making it the largest organ transplant center in the Southwest region. The hospital's single-day transplant volume is astonishing, with a maximum of 24 kidney transplant surgeries in one day. According to phone investigation recording by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG) of Bai Shuzhong, former Minister of Health of the General Logistics Department of the Chinese military, the Second Affiliated Hospital of the PLA Army Medical University (formerly Xinqiao Hospital of the Third Military Medical University) is one of the main hospitals executing this genocidal crime. So Huang Chibing, as the director of the Second Division of Urology, is a suspect in the case.

Personal profile: Chief Surgeon, Professor, and Director of the Second Department of Urology of the Second Affiliated Hospital of the PLA Army Medical University (formerly Xinqiao Hospital Affiliated to the Third Military Medical University). Member of the Organ Transplant Branch of the Chinese Medical Association, member of the Chongqing Society of Organ Transplantation. Member of the Academic Committee of Chongqing Municipal Key Laboratory of Disease Proteomics.

September 1980 -July 1985, Department of Medicine, First Military Medical University, received a bachelor's degree.

September 1988 -July 1991, Department of Urology, Third Military Medical University, received a master's degree.

September 1998 -July 2001, Ph.D. candidate in Urology, Third Military Medical University, received a Ph.D.

As of 2017, he had completed more than 700 cases of kidney transplantation[1].

In September 2014, WOIPFG conducted a telephone investigation of Bai Shuzhong, who served as the Minister of Health of the PLA’s General Logistics Department of the Chinese Communist Party from 1998 to 2004. In the telephone investigation, Bai Shuzhong revealed that during his tenure, Jiang Zemin, then CCP chief, personally ordered the organ harvesting of living Falun Gong practitioners. The affiliated hospitals of various military medical universities are the main hospitals in the CCP military system that carried out Jiang Zemin’s order[2]. The Second Affiliated Hospital to PLA Army Medical University (formerly Xinqiao Hospital Affiliated to Third Military Medical University) is one of the main hospitals carrying out this crime of genocide. While the CCP persecuted Falun Gong, the hospital's organ transplantation has also experienced tremendous development.

According to public information available on website, Xinqiao Hospital of the Third Military Medical University had two Urology Departments. In 2000, it was approved by the Ministry of Health of General Logistics as the military nephropathy center[3] The hospital claimed in its website that “it had accumulated rich experience in the field of organ transplantation with unique clinical research in the field of renal transplantation”.[4] And “The kidney transplant quantity and types ranked among the highest level in China. "[5], "it is the largest organ transplant center in Southwest China." The hospital has a shocking number of transplants in a single day, once up to 24 kidney transplants within a day.  The hospital's paper document, "A Brief History of the Army's Nephrology and Urology Department," page 157 shows: "Twenty-four kidney transplants were performed in one day." [6]
The hospital made efforts to promote kidney transplantation technology to other medical institutes across the country

According to the hospital’s document "A Brief History of the Army’s Nephrology and Urology Department", page 157, it described: "Many domestic medical institutes such as General Hospital of Kunming Military Region, Bethune International Peace Hospital, No. 181 Hospital of Guilin, General Hospital of Shenzhen Armed Police, Chengdu Air Force Hospital, former Chongqing Air Force hospital, Zhengzhou Air Force hospital, the General hospital of Tibet Military Region, General hospital of Xinjiang Military Region, General hospital of Jinan Military Region, Nanchong regional hospital, No. 161 Hospital of Wuhan,  No. 44 hospital of Guizhou, have sent out medical staff to the center to learn the organ transplantation technology. Meanwhile, the center also sent specialists to Guangzhou Southern hospital, Zhengzhou Air Force hospital, No. 44 hospital of Guiyang, Chengdu Air Force hospital, Daping hospital and other institutes for organ transplants promotion.”[7]
