WOIPFG's Investigative Report on Alleged Organ Harvesting of Living Falun Gong Practitioners by Dou Kefeng, Director of Department of Hepatobiliary and Pancreas Surgery of Xijing Hospital Affiliated to CCP’s Air Force Medical University.

Summary: Dou Kefeng, male, born in February 1956, from Qian County, Shaanxi Province, is the chief surgeon and a first-level professor in the Department of Hepatobiliary Surgery at Xijing Hospital, affiliated with the Chinese Air Force Medical University (formerly the Fourth Military Medical University), and a technical professional at major general level. He is also the Director of the PLA’s Organ Transplantation Research Institute.

The Department of Hepatobiliary, Pancreatic, and Spleen Surgery at Xijing Hospital, affiliated with the Chinese Air Force Medical University, is a key discipline fostered by the CCP government. In 2005, it became the PLA’s Organ Transplantation Center, conducting liver transplants and multi-organ combined transplants. From December 26, 2019, to January 15, 2020, World Organization to Investigate the Persecution of Falun Gong (WOIPFG) conducted a follow-up investigation on Dr. Li Guowei, a kidney transplant doctor at Xijing Hospital. The first four phone investigations were done by an investigator posed as a patient’s family member looking for organs, while the fifth was a formal investigation conducted by a WOIPFG investigator to verify the case. Through multiple angles and in-depth investigation, five audio recordings were obtained as evidence of the Chinese Communist Party's (CCP) crime of organ harvesting from living Falun Gong practitioners. This confirmed that the crime is real, has never stopped, and is still ongoing. Additionally, according to a phone investigation recording of Bai Shuzhong, former Minister of Health of the General Logistics Department of the Chinese military, Xijing Hospital is one of the military and police hospitals implicated in the crime of organ harvesting from living Falun Gong practitioners.

In view of the broader background of the Chinese Communist Party's state crime of organ harvesting from living Falun Gong practitioners, since Xijing Hospital Affiliated to the CCP’s Air Force Medical University (formerly the Fourth Military Medical University) has been involved in the crime, Dou Kefeng, the director of the Military Organ Transplantation Research Institute, is held accountable.

Personal Profile: Chief surgeon, first-level professor and a technical professional at major general level in the Department of Hepatobiliary Surgery at the Chinese Air Force Medical University (formerly the Fourth Military Medical University), He is also the Director of the PLA’s Organ Transplantation Research Institute. Deputy director level member of the General Surgery and Organ Transplant Committee of the PLA[2].

From 1988 to 2001, he received a master's degree and a doctorate degree in surgery from the Fourth Military Medical University.

From 1991 to 1992, he went to the Queen Mary Hospital of the University of Hong Kong for advanced training in surgery. He was a visiting scholar at Ribeiro University in Japan. [3] Mainly engaged in liver transplantation.

The Liver, Gallbladder, Pancreas and Spleen Surgery of Xijing Hospital affiliated to the Air Force Medical University of the Communist Party of China is a key state sponsored discipline. In 2005, it became the center of organ transplantation of the whole military, doing liver transplants and multi-organ joint transplants.[4] Among them, in 1999, the first domestic small intestinal transplantation was implemented. In 2003, the pancreatic kidney combined transplantation was completed. In 2005, a liver-kidney-pancreas joint transplantation was started. In 2006, the first face-changing surgery in China (the second in the world) was carried out, and in 2008, the first heart-liver-kidney joint transplantation was done in Asia. [5]

The Liver, Gallbladder, Pancreas and Spleen Surgery has three wards and 150 beds, including a low-temperature laminar flow ward at the transplant center. [6]

The Chinese military and police hospitals have been the main force in the genocide campaign of organ harvesting from living Falun Gong practitioners, with the affiliated hospitals of military medical universities being the key implementing parties. On September 30, 2014, a phone investigation by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG) of Bai Shuzhong, former Minister of Health of the General Logistics Department of the Chinese military, confirmed this[7]. Xijing Hospital, affiliated with the Chinese Air Force Medical University, is one of the military and police hospitals implicated in the crime of organ harvesting from living Falun Gong practitioners.

WOIPFG's Phone Investigation of Xijing Hospital Engaging in Forced Organ Harvesting[8]

From Dec 26, 2019 to Jan 15, 2020, World Organization to Investigate the Persecution of Falun Gong (WOIPFG) conducted an investigation on Li Guowei, a kidney transplant surgeon at Xijing Hospital Affiliated to the CCP’s Air Force Medical University (formerly the Fourth Military Medical University). In the first four telephone inquiries, the investigator posed as the patient’s family member looking for donated organs, and in the fifth call, in the capacity of WOIPFG investigator in an official verification of the case. Five phone recordings about the CCP’s forced organ harvesting have been obtained through the step-by-step investigation from multiple angles. The investigation results confirmed once again that the CCP’s organ harvesting from living Falun Gong practitioners actually exists, and this heinous crime has not stopped and is still ongoing.

The phone investigation of January 13, 2020 in particular exposed several deeply hidden secrets of the CCP’s organ harvesting of living Falun Gong practitioners, as well as the CCP’s long-standing lies of sourcing transplant organs from executed prisoners and voluntary donors through the Red Cross Society of China. The respondent in the investigation acknowledged straightforwardly, “The organs come from Falun Gong practitioners”, while in the CCP authorities’ public statements, they have been described as young donors with high-quality and primary illness-free organs. He even claimed, “As long as you are daring enough, then at that time (i.e., when a Falun Gong practitioner donor becomes available) ...as long as you dare to take a look, I can take you to the bedside and let you have a look, that is, to let you see with your own eyes that this person is in his 20s.”
