WOIPFG's Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners by Yin Hao, Director of the Chinese Military's Organ Transplantation Research Institute at the Second Affiliated Hospital of the Naval Medical University

Summary: Yin Hao, Director of the Chinese Military's Organ Transplantation Research Institute, Director of the Organ Transplantation and Liver Surgery Department of the Changzheng Hospital Affiliated to the Naval Medical University, and Director of the Shanghai Pancreas Islet Transplantation Clinical Quality Control and Training Base. From 2016 to 2021, Yin Hao completed more than 100 Pancreas Islet transplants, ranking first in the country in terms of the number of surgeries. The Changzheng Hospital Organ Transplantation Center, where Yin Hao serves as director, is the first organ transplantation research institution in the Chinese Communist Army. It can perform a variety of transplants such as kidney, liver, heart, liver-kidney, and pancreas-kidney, and the number of transplants ranks among the top in China. According to the testimony of Bai Shuzhong, former Minister of Health of the General Logistics Department, the Second Affiliated Hospital (formerly the Changzheng Hospital Affiliated to the Second Military Medical University) is a criminal unit suspected of organ harvesting from living Falun Gong practitioners. Yin Hao, as Director of the Chinese Military's Organ Transplantation Research Institute, is suspected of being responsible in the case.

Yin Hao is the Director of the PLA’s Organ Transplantation Research Institute, the Director of Organ Transplantation and Liver Surgery at the Changzheng Hospital affiliated with the Naval Medical University, and the Director of the Shanghai Pancreas Islet Transplantation Clinical Quality Control and Training Base. He is a delegate to the 15th Shanghai Municipal People's Congress. Yin Hao also serves as the President-elect of the 4th Asian Pancreas and Islet Transplantation Association and the President of its China branch[1]. He completed his post-doctoral research at the University of Chicago in the United States and was a visiting scholar at Kyoto University in Japan. With over ten years of experience in organ transplantation, he has performed more than 3,000 hepatobiliary and pancreatic surgeries.

From 2011 to 2013, after completing post-doctoral research at the University of Chicago in the United States, Yin Hao was a visiting scholar at Illinois State University and Kyoto University in Japan. He has participated in Pancreas Islet transplantation surgeries in the United States and Japan many times. He claims to have pioneered several significant procedures in Asia, including the first Da Vinci robot-assisted total pancreatectomy with autologous Pancreas Islet transplantation, Shanghai's first pancreas islet transplantation, pancreas islet -kidney combined transplantation, and pediatric pancreas islet transplantation. Additionally, he has guided hospitals in Shandong, Anhui, Guangdong, and Zhejiang provinces to complete their first local pancreas islet transplantations[2]. Currently, he has performed the highest number of pancreas islet transplants in China. Yin Hao is a key participant and leader in the Chinese military's specialized islet transplantation project[3].

From 2016 to 2021, Yin Hao completed over 100 pancreas islet transplants, making him the leading surgeon in China for this procedure. In 2011, through arrangements made by his doctoral advisor, Professor Fu Zhiren, Director of the Transplant Department at Changzheng Hospital, Yin Hao was sent to the University of Chicago Medical Center as a visiting scholar to further his training in pediatric liver transplantation. In the following two years, he transitioned from pediatric hepatobiliary transplantation to studying pancreas islet cell transplantation. After mastering the core techniques of pancreas islet transplantation, he returned to China. Upon his return, Yin Hao formed a three-person team at Changzheng Hospital to initiate pancreas islet transplantation projects. [4] According to mainland China’s media reports, from 1978 to January 2022, Shanghai Changzheng Hospital has performed nearly 5,000 kidney transplant surgeries[5].

The Organ Transplant Center of Changzheng Hospital headed by Yin Hao is the first organ transplantation institute of PLA. It is capable of performing many kinds of transplantations, such as kidney, liver, heart, simultaneous liver-kidney transplantations, and simultaneous pancreas-kidney transplantations. The number of transplantation cases ranks among the top in China. The Organ Transplantation Research Institute made rapid advances particularly in adult liver transplantation, adult kidney transplantation, pediatric liver transplantation, pediatric kidney transplantation, living donor liver transplantation, living donor kidney transplantation, liver and kidney joint transplantation, pancreas and kidney joint transplantation.[6] The Organ Transplantation Center of the Second Military Medical University and the Shanghai Kidney Transplantation Quality Control Center were both located in the Changzheng Hospital. [7]

The Organ Transplant Center of Changzheng Hospital had 120 beds in 2014. It has a liver transplantation, kidney transplantation, liver and gallbladder surgery clinic, hospitalization ward, and an organ transplantation rehabilitation ward. It has 6 labs including tissue matching, medicine concentration monitoring, organs storage, animal testing, transplantation immunology and transplantation pathology.[8] This hospital is an affiliated hospital of the Military Medical University, it is a major suspect criminal unit involved in organ harvesting of living Falun Gong practitioners. On September 30, 2014, WOIPFG confirmed this fact through the telephone investigation of Major General Bai Shuzhong, the former head of the Health Department of the General Logistics Department of the CCP’s military[9].
