World Organization to Investigate the Persecution of Falun Gong (WOIPFG) received confidential information from the Chinese Communist Party’s (CCP) top leadership in Beijing:

I. More CCP spies and informants will be exposed

1. China has recently launched a large-scale arrest of Falun Gong practitioners. In Harbin alone, more than 100 people have been detained, with similar actions reported in various other cities simultaneously. Specifically, it is to implement Wang Xiaohong’s latest deployment in cooperation with Chen Yixin’s plan to eliminate Falun Gong, a strategy that has been approved by top CCP leadership. The CCP is likely to mobilize additional resources to attack Falun Gong in the next step.

The CCP’s top leadership is closely monitoring the latest activities of Falun Gong. The regime’s intelligence apparatus is particularly focused on whether the Falun Gong group has plans to collaborate with President-elect Trump or his team. The agents are required to investigate any potential communications between Falun Gong practitioners in the United States and their counterparts in China, as well as any recent “instructions” issued to practitioners within mainland China. The CCP is taking stringent measures to prevent any potential “unrest” that could threaten “social stability” in China.

2. Xi Jinping remains firmly in power. While he is indeed seriously ill, his position remains unshakable.

3. Currently, the top CCP leaders’ most urgent concern is to accurately learn about Trump’s true stance. They are uncertain about his intentions and do not know what actions he may take against the CCP, which is their greatest source of fear.

As a result, the CCP’s intelligence system is working intensively to address this issue. It is highly likely that more CCP spies and informants will be exposed, as the authorities are putting significant pressure on them. This urgency often leads to hasty decisions and implementations, thus creating vulnerabilities that can be exploited. This situation also presents a valuable opportunity for overseas counteractions. The CCP is particularly concerned that the FBI may collaborate with Falun Gong practitioners.

II. Xi Jinping’s strategic target is to attack the United States

The reason the top CCP leaders are targeting Falun Gong now differs from Jiang Zemin’s actions in 1999. Jiang’s crackdown on Falun Gong practitioners was driven by jealousy and concern that Mr. Li (Mr. Li Hongzhi, the founder of Falun Gong) might undermine his position. He didn’t want to see Falun Gong developing or expanding.

However, unlike Jiang Zemin, Xi Jinping’s strategic target is different. Since amending the Chinese constitution in 2018 to establish hereditary succession, Xi’s power has remained firmly entrenched. As a result, his strategic focus has shifted to the United States. Xi’s think tank has advised that China is now sufficiently powerful, and the CCP’s growing strength will soon be recognized by the international community. In other words, China can no longer afford to “hide its strength and bide its time” or “accumulate wealth quietly”. A clear strategic direction is now necessary.

Since then, all CCP departments have focused on targeting the United States. This is because the CCP aims to rise and realize its “Chinese dream”, but the United States is unlikely to tolerate its ascent, thus making a conflict between the two nations inevitable.

The CCP recruits public opinion agents, often referred to as “Wu Mao (50 cent army)”, who are familiar with Falun Gong, from around the world to support its agenda. These individuals consistently fabricate and amplify untrue accusations, falsely claiming that Falun Gong has violated U.S. laws and ignored the U.S. government. Through this manipulation of public opinion, the CCP aims to pressure the U.S. government into withdrawing its support for Falun Gong, ultimately seeking to achieve the goal of banning the spiritual movement in the United States.

The CCP’s primary objective is to do everything in its power to undermine the relationship between Falun Gong and the United States, both before and after Trump takes office the second time. Ideally, the CCP seeks to eradicate Falun Gong from the United States entirely. However, at the very least, it aims to sever the connection between Trump and Falun Gong.

In recent years, the top CCP leadership has placed increasing emphasis on this issue in its training of officials at all levels. Xi Jinping aims to make his subordinates understand that the “confrontation with the United States” is not a personal agenda, but an inevitable phase in China’s (the CCP’s) development. Since 2018, all of the CCP’s foreign policy efforts have been centered around the United States. At that time, Xi Jinping gained internal party support for his re-election due to his focus on reclaiming Taiwan, which led to a reversal in Sino-U.S. relations. The presence of Falun Gong’s founder in the United States, and the interactions between Falun Gong practitioners in the U.S. and those in mainland China, became a significant concern for Xi Jinping’s regime. This issue became even more critical after Trump takes office, as he will take a strong stance against the CCP. As a result, eliminating Falun Gong in the United States has become a consensus among the top CCP leaders.

For instance, when several Japanese spies were identified in a place in China, the report was largely dismissed. However, the top CCP leadership, especially Xi Jinping, places special emphasis on all matters related to the United States. In all directives, the focus is placed on gathering information about the U.S. This has become the norm for the top CCP leaders in recent years. The significant influence of The Epoch Times in the United States is the underlying reason why the media group and its key personnel have been targeted first.

Under these circumstances, all factions at the top of the CCP seek to take action in the United States in order to gain Xi Jinping’s favor. This also provides important context for Chen Yixin, the CCP’s Minister of State Security, to launch attacks on Falun Gong.

III. Behind the New York Times’ attack

Behind the New York Times’ attack on the Epoch Times, the founder of Falun Gong, and Shen Yun Performing Arts is the CCP, which has mobilized a large amount of resources. And this issue falls outside the scope of the CCP’s Ministry of State Security. It is instead orchestrated and managed by the special agent networks of the CCP’s United Front Work Department or the CCP’s Foreign Propaganda Department.

The CCP has several forces operating overseas, including the intelligence networks of various CCP departments, such as the military. Chen Yixin’s goal is to seize this opportunity to integrate these resources (the CCP’s spies and intelligence assets in the United States), but this task is highly challenging.

The CCP’s espionage network in the United States is generally divided into two main categories. Those who pose a direct threat to the CCP, such as Falun Gong and overseas democracy movements, fall under the jurisdiction of the Ministry of Public Security and the Ministry of State Security. These groups are considered openly anti-communist by the CCP. The second category includes individuals with influence and status who have not explicitly opposed the CCP, and they are targeted by the CCP’s United Front work.

In addition, the Ministry of Culture oversees “cultural exports”, the General Administration of Sports manages “sports exports”, and the External Propaganda Department is responsible for “overseas propaganda”. The “Wu Mao” (Internet commentators unknown as “the 50 cent army”) are managed by the CCP’s Ministry of Public Security, with most of them being recruited by the Ministry.

IV. The CCP will fabricate more serious incidents

Therefore, the New York Times has long been planning an attack on The Epoch Times and Falun Gong as part of the CCP’s broader strategy against the United States. That is, the CCP views Falun Gong and the United States as interconnected. Attacking the founder of Falun Gong, Shen Yun Performing Arts, and The Epoch Times is part of the CCP’s comprehensive confrontation with the U.S. The situation of the media groups operated by Falun Gong practitioners and their related projects in Taiwan or other overseas locations is likely to be much better.

Currently, everything is proceeding according to the plans set by the Ministry of Public Security and Chen Yixin (Ministry of State Security). The CCP will employ additional measures. If Falun Gong remains in a reactive position and constantly under attack, the CCP will undoubtedly fabricate more serious incidents in the United States. The CCP’s strategy is to persistently target Falun Gong, including the media outlets run by Falun Gong practitioners and various other projects and institutions in the U.S., which will result in an increasingly unfavorable situation.

V. The CCP is deeply concerned about the possibility of the U.S. government offering support to Falun Gong

The CCP’s top leaders assess that not everyone within the U.S. government supports Falun Gong. However, the CCP is highly concerned about the possibility of U.S. government intervention to support Falun Gong. The CCP recognizes that its campaign of slander and defamation against the founder of Falun Gong, The Epoch Times, and related individuals in the U.S. will not be easily suppressed in the near future unless the U.S. government intervenes. The CCP is currently working hard to prevent a situation where its conspiracy is completely exposed due to official U.S. intervention.

The CCP will not cease its attacks on Falun Gong. It plans to continue targeting Shen Yun, as well as Falun Gong’s founder Mr. Li and his family. The CCP will persist in fabricating rumors and spreading them through various channels, employing professional methods such as those used by spies. The goal is to undermine the goodwill and trust that the general public, as well as Falun Gong practitioners, have in the founder.

VI. Analysis by conscientious intelligence personnel

Analysis by conscientious intelligence personnel within the CCP’s top leadership: The current situation for Falun Gong is unlikely to improve significantly in the short term, as the CCP’s influence in the United States remains deeply entrenched. However, if these internal CCP strategies targeting the U.S. are brought to the attention of the Trump administration, it may have a substantial impact. Americans may be unaware of the true nature of the CCP’s actions—crimes that are foreign to the everyday experiences of people in American society.

VII. WOIPFG’s appeal

Since 1999, the CCP criminal regime has controlled the entire state apparatus to carry out genocidal persecution against hundreds of millions of Falun Gong practitioners. This has lasted for 25 years and is still continuing.

This persecution, on the one hand, involves forced brainwashing and transformation, forcing Falun Gong practitioners to give up their belief in Falun Dafa. Those who refuse to give up their belief are kidnapped, illegally sentenced, tortured, and even massacred by harvesting their organs while they are alive. The CCP has committed “unprecedented crimes on this planet”, which are a crime of genocide and a crime against humanity.

On the other hand, the CCP has sent a large number of spies to infiltrate many countries and carry out transnational persecution. Its real purpose is to destroy human moral conscience, traditional values and traditional culture of believing in the divine, and to use the evil spirit of communism to control the world and lead humanity to destruction.

We call on all righteous individuals worldwide to take immediate action by compiling a comprehensive list of the criminals involved and gathering evidence of the CCP’s persecution of Falun Gong. This information should be reported to World Organization to Investigate the Persecution of Falun Gong (WOIPFG), to support the forthcoming grand trial aimed at fully investigating and holding accountable those responsible for the CCP’s crimes against humanity. Time is of the essence! This is not only crucial because these crimes must be punished, but also to safeguard the last remnants of humanity's moral conscience!

Based on this information, WOIPFG will collaborate with government agencies, law enforcement departments, and human rights organizations at all levels in different countries to conduct thorough investigations. If necessary, we will work to bring the relevant individuals to justice and hold them criminally accountable. Depending on the circumstances, the families of these persecutors may face consequences such as asset confiscation, revocation of immigration status, and deportation. This serves not only as a punishment for those responsible but also as a strong warning to those currently engaged in such injustices.

We warn those who participated in the persecution of Falun Gong that the CCP is disintegrating and a comprehensive reckoning is coming. The persecution of Falun Gong is a crime of genocide and a crime against humanity! Any excuse of following orders cannot be used as a reason for exemption. All participants must bear personal responsibility. Turning yourself in, exposing the shady dealings, and striving to do the right thing to atone for your sins are the only way out.

Our principle is: whoever commits a crime shall bear the responsibility, collective organization shall bear the responsibility individually, and instigating persecution is as guilty as direct persecution. According to this principle, all crimes committed in the name of organizations, units, and systems will ultimately be borne by individuals. All those having participated in the persecution of Falun Gong will be thoroughly investigated and brought to justice.

WOIPFG will, as always, continue to thoroughly investigate all crimes of persecution of Falun Gong and the institutions, organizations, and individuals involved, no matter where in the world they are or how long it will take, to bring such investigations to full closure, restore fairness, and uphold justice in the world. This is our commitment to the international community, and we will never give up.
