Investigation Notice on Escalated Transnational Repression by the Chinese Communist Regime

In an effort to revitalize its persecution of Falun Gong, the Chinese regime has launched a new round of attacks targeting the faith’s practitioners outside China, the WOIPFG has learned.

Concurrently, we have seen a rise in assaults in U.S. media, social media, and courts against Falun Gong practitioners and their entities.

During the four months between August and November, the New York Times published six hit pieces on Shen Yun Performing Arts, a Chinese classical dance and music company that strives to show China before the influence of communism. 

In addition, social media influencers have also been spreading misinformation about the spiritual practice. Finally, several entities founded by Falun Gong practitioners, including Shen Yun, were sued in the United States. 

Our investigation shows that these incursions resulted from concerted strikes led by the Chinese Communist Ministries of State Security and Public Security.

In May and June, high-ranking officials in these intelligence and law enforcement agencies hosted planning meetings—both virtual and attended by field offices nationwide—and provided specific guidance and action plans.

Meeting discussions centered on strengthening domestic stability and “eliminating all unstable factors.” The emphasis was on persecuting overseas Falun Gong as a major “anti-China force.”

 

May 2024 Meeting

The Political and Legal Affairs Commission (PLAC), a first-level functional agency under the Central Military Commission, called the meeting on May 18, 2024. Chen Wenqing, Secretary of the PLAC, attended the session.

The specific guidance conveyed at the meeting included:

1.Closely monitor overseas Falun Gong’s plan to raise public awareness of the persecution in China, especially on days important to them, such as May 13 (Falun Dafa Day), June 4 (the anniversary of the Tiananmen Massacre, when pro-democratic students were killed on the Tiananmen Square), and July 20 (the anniversary when the persecution of Falun Gong began).

Public security agencies at all levels should make plans to counter Falun Gong’s activities or efforts.

2.Obtain the internal development plans of Falun Gong entities, especially those related to culture, finances, and talent. Determine their priorities and measures. Arrange special agents to continue infiltrating high-ranking members in Falun Gong organizations.

3.Follow the collaboration between Falun Gong organizations and the West. What kind of support do the two major U.S. political parties provide to Falun Gong? What new policies are the parties planning on? Monitor Falun Gong’s positions and actions regarding the U.S. presidential election.

4.Pay special attention to the partnership plan between Falun Gong and Western politicians on sanctioning our (the CCP) high-ranking leaders. Must stop such actions at all costs.

5.Focus on the core members of the China Democracy Party. Use special agents to grasp their troublemaking or anti-propaganda trends in China. Collect the evil deeds of such people abroad and feed the information to our overseas propaganda. 

Destroy the cooperation between Falun Gong and various democratic movement organizations. Split and disintegrate anti-China organizations and drive wedges among them so they will be busy with their infighting and will have no time to interfere with our internal affairs.

June 2024 Meeting

Chen Siyuan, Deputy Minister of Public Security, hosted the meeting on June 17, 2024, focusing on implementing PLAC’s guidance.

Two action plans were related to Falun Gong:

1.Every province should allocate resources to fully support the influencers’ attacks on Shen Yun and Falun Gong. The public security system is to provide intelligence to these YouTubers. Public security can activate its special agents inside Falun Gong organizations to create and escalate internal conflicts if necessary.

Facilitate the increase in strength, depth, and scope of the two Chinese-speaking YouTubers’ fights with Falun Gong. The goal is to create sustained public awareness in U.S. society to urge the U.S. government to uproot Falun Gong forces.

2.All levels of public security should maintain their local “stability” and avoid new conflicts. They should strive to cut off information channels between Falun Gong inside and outside China.

No more persecution information, especially forced organ harvesting, should leave China for the overseas Falun Gong to win sympathy. Each level should plan out detailed countermeasures, break the information flow, and stop feeding information to Falun Gong outside China.

All should work on creating internal conflicts inside Falun Gong to drive policies worldwide to eliminate them. This will remove any hidden risks (to the Party) and lay a foundation for our country’s significant decision.

 

Targeting Media Organizations and Dismantling Overseas Falun Gong

According to our sources in China’s Ministry of Public Security, the Party’s end game was to eliminate Falun Gong outside China. In doing so, they believe they would also uproot the “hidden security danger” domestically.

The communists perceive bringing down The Epoch Times, a newspaper founded by Falun Gong practitioners, and Shen Yun to be on the path to the end goal. Hence, the regime’s overseas special task force is targeting some critical Falun Gong practitioners in The Epoch Times.

The task force has also been spreading misinformation, such as “the U.S. government has been bought by the CCP and will ban Falun Gong” .

 

Restructuring to Intensify Persecution

The Party has restructured its security organs to align with the new persecution approaches.

In March 2021, it named a new head of the North America Bureau of the Anti-Falun Gong Office. The position also moved from a division to a bureau level, which meant upgrading status and compensation between three and eight grades, depending on specific arrangements.

The anti-Falun Gong office is essentially the overseas version of the “610 Office.” [2] The security agency dedicated to persecuting Falun Gong practitioners in China got its name because it was established on June 10, 1999.

The anti-Falun Gong offices share business locations with Chinese embassies and consulates. They work through the United Front or influence operation system, which includes Party-controlled student and Chinese community organizations.

After this year’s “third plenum,” a conference the Party holds every five years to set social and economic directions, many agencies will further change structures to facilitate the implementation of renewed persecution.

China’s domestic security agencies, including the “610 Office,” National Security Division, and Anti-Cult Bureau, will merge into the newly established Domestic Security Bureau, consolidating authority to intensify control over Falun Gong.

The Party has been waiting for a “natural die-down” of Falun Gong due to few young practitioners as older ones pass away. Simultaneously, the regime also invested in infiltration in hopes of disintegrating Falun Gong from within.

However, as the situation evolved, the communists have repivoted their approach.

Since 1999, the CCP has carried out brutal persecution against over 100 million Falun Gong practitioners. This includes forced renunciation through brainwashing, illegal detention, torture, and forced organ harvesting. These crimes constitute genocide and crimes against humanity.

The WOIPFG calls upon the international community to act immediately to:

1.    Collect evidence of individuals and organizations involved in the persecution.
2.    Document CCP crimes, including forced organ harvesting and transnational repression, and collect names of perpetrators.
3.    Report these PLAC crimes and individuals working in the PLAC and the “610 Office” to WOIPFG.
4.    Key Targets for Investigation:
       a.    Wu Xiuhua [1], Director of the North American Anti-Falun Gong Office, appointed in March 2021;
       b.    Officials involved in forced organ harvesting and transnational repression.

We warn those involved in the persecution of Falun Gong: the CCP is disintegrating, and a comprehensive reckoning is imminent. Persecuting Falun Gong constitutes genocide and crimes against humanity! Following orders is no excuse for immunity; all participants will be held personally accountable. Confessing, exposing the truth, and striving to atone for your crimes is your only way out! 

Our principle is: Those who commit the crime bear the responsibility; individuals bear collective or organizational crimes; incitement to persecute is as culpable as direct persecution. Under this principle, all crimes committed under the name of any organization, unit, or system will ultimately fall upon the individuals responsible. All those accountable for persecuting Falun Gong will be thoroughly investigated and brought to justice. 

WOIPFG remains steadfast in its mission to investigate all crimes against Falun Gong, including related institutions, organizations, and individuals, regardless of their location or the time elapsed. Justice will be served, and righteousness will be upheld. This is our commitment to the international community, and we will never relent.
