WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at Third Affiliated Hospital to the PLA’s Navy Military Medical University of the People's Liberation Army and Its Staff Members Suspected of Participation

Foreword
Since March 9, 2006, when the first witness exposed to the international community the CCP's crime of harvesting organs from living Falun Gong practitioners, after more than 10 years of investigation and evidence collection, WOIPFG obtained a large amount of investigative audio evidence, collected and sorted out the data and documents on organ transplantation published by the CCP in the early stage, etc., confirmed that since the end of 1999, the CCP has harvested organs from living Falun Gong practitioners on a large scale, and that this crime of national genocide has spread throughout China’s provinces, municipalities, autonomous regions and central government directly controlled municipalities, involving organ transplant facilities of all military, armed police and local hospitals (medical centers). Even a considerable number of small and medium-sized hospitals and specialized hospitals that are not qualified for transplant surgery are suspected of being involved. It can be said that due to the CCP's persecution of Falun Gong, all organ transplant institutions in China today are involved in the evil of harvesting living Falun Gong practitioners' organs. In particular, the hospitals affiliated with the military medical universities are the main hospitals for the execution of this crime of genocide. [1]
The Third Affiliated Hospital to the PLA Navy Military Medical University (Oriental Hepatobiliary Surgery Hospital, Oriental Institute of Hepatobiliary Surgery) is no exception and in line with the CCP's persecution of Falun Gong, and there has been an explosive development. The hospital’s president, Wu Mengchao said,"The number of liver transplants we are doing now is the largest in the world".[2]
I. Hospital Overview
The Third Affiliated Hospital of the PLA Navy Military Medical University (Oriental Hepatobiliary Surgery Hospital, Oriental Institute of Hepatobiliary Surgery) is a tertiary level-A general hospital featuring hepatobiliary surgery, which is the center of scientific research, medicine and teaching of the CCP’s military. It cooperates closely with the organ transplantation center of Changzheng Hospital, the first organ transplantation institute of the CCP military, and is good at liver transplantation. The hospital’s building area is 200,000 square meters, and there are 1500 patient beds.[3]
II. It is one of the main hospitals for the CCP military to harvest organs from living Falun Gong practitioners.
According to a recording of a telephone investigation of Bai Shuzhong, health director of the General Logistics Department of the People's Liberation Army, the hospital is also one of the main hospitals for the CCP military to harvest organs from living Falun Gong practitioners.
Bai Shuzhong, who served as director of health in the General Logistics Department of the People's Liberation Army from 1998 to 2004, admitted in a WOIPFG telephone investigation that during his tenure, former CCP leader Jiang Zemin personally ordered the organ harvesting of living Falun Gong practitioners, and that hospitals affiliated to military medical universities were the main hospitals in the military system to implement Jiang Zemin's order. [4]

"It was Chairman Jiang at that time," "there was an instruction...there was an instruction that said," "To carry out these things, that is organ transplantation," and he said, "The few military medical universities that we have can handle it, and the military medical universities directly under our General Logistics Department have repeatedly requested (doing it), because at that time Jiang paid great attention to this issue and attached great importance to this issue."
Bai Shuzhong: From 1998 to 2004, he served as the head of the Health Department of the General Logistics Department of the CPC Army, which was the peak period for the CCP's persecution of Falun Gong and organ harvesting of living Falun Gong practitioners, with the army as the main body for such organ harvesting. As the highest medical administrative leader of the military health system, Bai should be one of the people who know the situation the best.
III. The hospital has a key laboratory of the whole army, which is the "top priority" construction discipline of the army
Shanghai Oriental Hepatobiliary Surgery Hospital stated in its introduction that the hospital is a national key discipline, a national continuing medical education base, a specialized center for hepatobiliary surgery in the whole army, a hepatobiliary surgery institute of the whole army, a key laboratory of the National Ministry of Education and the whole army, a "top priority" construction discipline of the army, a key discipline of leading medical specialties in Shanghai, and a top priority clinical medical center in Shanghai.[5]
The Oriental Institute of Hepatobiliary Surgery was officially put into operation in May 1993, as the first hepatobiliary surgery institute at home and abroad that integrates clinical treatment and basic research, with 250 beds. Jiang Zemin wrote the names for both the Oriental Institute of Hepatobiliary Surgery and the Oriental Hospital of Hepatobiliary Surgery. The Department of Hepatobiliary Surgery led by Wu Mengchao has always been the scientific research, medical treatment and teaching center of hepatobiliary surgery in China, and was approved as the first batch of academic venue for granting master's and doctoral degrees after the restoration of China's postgraduate system in 1979, was approved as a key discipline of China and an open laboratory of the army in 1989, and was approved as a key laboratory of the army and a postdoctoral mobile station of clinical medicine in 1991.[6]
IV. Hospital presiden Wu Mengchao said,"The number of liver transplants we are doing now is the largest in the world."
Wu Mengchao, president of Shanghai Oriental Hepatobiliary Surgery Hospital, was the chief consultant of the CCP's all-army organ transplantation conference, academician of the Chinese Academy of Sciences, and the "father of hepatobiliary surgery in China, as called by the CCP". He is the deputy head of the expert group of the General Logistics Department of the PLA and the member at vice chairman level of the Medical Science and Technology Committee of the PLA. [7] Jiang Zemin, former CCP leader, received Wu Mengchao five times [8] and personally signed an order that the CPC Central Military Commission held a special meeting to award him the title of "model medical expert" , the so-called first-class heroic model medal, and China's highest technology award for 2006.
On May 11, 2011, Wu Mengchao and his student Wang Hongyang said in an interview with Sina that the number of liver transplants was the largest in the world.
Host Yin Jun: "What is the current level of liver transplantation in our country?"
Wu Mengchao: "The number of liver transplants we are doing now is the largest in the world, and the quality and results are also good, and we have caught up with the international level.[9]"

V. The rapidly growing number of beds and busyness show the scale of the transplant number
The Oriental Hepatobiliary Surgery hospital stated in its introduction that the hospital has 742 beds.[10] According to the department navigation on the website, at least 7 in 11 surgeries are mainly engaged in liver transplantation, and they are Special Needs Treatment Department I,[11] Liver Transplantation Department[12], Liver Surgery I[13], Biliary Tracts I[14], Liver Surgery III[15], Liver Surgery V[16], Biliary Tract II[17].
Due to busy business, the hospital opened a new site at the end of 2015, with 1,500 beds[18] doubling its number of beds. From the perspective of the number of hospital beds and busyness, the real transplant volume of this hospital is no less than that of Tianjin First Central Hospital. The transplant building of Tianjin First Central Hospital has 500 beds[19].

VI. The team of liver transplant doctors is strong
According to the hospital's introduction, Shanghai Oriental Hepatobiliary Surgery Hospital has 1 academician of the Chinese Academy of Sciences, 1 academician of the Chinese Academy of Engineering, 33 doctoral supervisors, 80 master's supervisors, and 90 senior professionals[20]. There are 8 chief surgeons, 7 deputy chief surgeons, 2 attending surgeons, and 32 others for a total of 49 members engaged in liver transplantation.
At present, the media information in China on the number of cases of Wu Mengchao's liver transplantation has been completely deleted. According to Minghui.com, by 2010, Wu Mengchao himself had completed more than 4,000 liver transplants. In addition, it is reported that Wu Mengchao used a scalpel to "save" the lives of more than 14,000 patients[21].
As of 2010, Wu Mengchao alone has done more than 4,000 liver transplants, and there are 49 transplant doctors in Shanghai Oriental Hepatobiliary Surgery Hospital. Just imagine how large the volume of organ transplantation would be in that hospital.
VII. Prepare for the establishment of Mengchao Hepatobiliary Hospital of Fujian Medical University and carry out liver transplantation
In 2011, Fujian Medical University and the Second Military Medical University (Changzheng Hospital) began to cooperate in the establishment of Mengchao Hepatobiliary Hospital of Fujian Medical University. In 2012, Liu Jingfeng became the president of Mengchao Hepatobiliary Hospital[22]. The hospital claimed that the Department of Hepatobiliary and Pancreatoscopic Surgery of Mengchao Hepatobiliary Hospital of Fujian Medical University is a local unit in the province approved by the Ministry of Health to carry out liver transplantation. At present, the department has 2 wards and 86 open beds. At present, there are 8 doctors with doctoral degrees and 8 with master's degrees, 3 chief surgeons(including 1 professor and 2 associate professors), 4 deputy chief surgeons, and 3 master's supervisors[23].
VIII. Principal Responsible Persons
HJJYDXD3FYY001 Wu Mengchao
Job title: Director of the Oriental Hepatobiliary Surgery Institute, academician of the Chinese Academy of Sciences.
Personal Profile: Deputy leader of the expert team of the PLA General Logistics Department, deputy director of the Medical Science and Technology Committee of the General Logistics Department, member of the Evaluation Committee of the Science and Technology Progress Award of the General Logistics Department, vice president of the Chinese Medical Association, vice chairman level member of the Surgical Association of the Chinese Medical Association, director of the Organ Transplantation Society of the Chinese Medical Association, and consultant of the Ethics Society of the Chinese Medical Association. Deputy to the Shanghai People's Congress, member of the All-China Federation of Returned Overseas Chinese, vice president of the Shanghai Red Cross Society, deputy editor of Huang Jiasi's Surgery (Sixth Edition), editor-in-chief, deputy editor and editorial board member of more than 20 journals such as Chinese Medicine (English Edition), Chinese Surgery, Chinese Organ Transplantation, PLA Medicine, Shanghai Medicine, and Journal of the Second Military Medical University.
In 1943, he was admitted to the Medical School of Tongji University and graduated with a bachelor's degree in medicine in July 1949. In August of the same year, he started working at Shanghai Second Military Medical University, and successively served as teaching assistant, resident surgeon, lecturer, attending surgeon, associate professor, professor, chief surgeon, director of general surgery, director of the Department of Surgery, director of hepatobiliary surgery, etc., and served as vice president of the Second Military Medical University in 1986. He is currently the director of the Oriental Hepatobiliary Surgery Institute of the Second Military Medical University. In 1991, he was elected as an academician of the Chinese Academy of Sciences.[24]

From 1996 to 1999, he was responsible for performing piggyback allograft for 5 patients with advanced liver disease.[36]
He is good at the diagnosis and treatment of various diseases in hepatobiliary surgery and liver transplantation.

In 1997, he began to cooperate with the Centenary Institute of the University of Sydney to conduct research on transplant immune tolerance, and more than 10 papers were published in international important journals such as Journal of Immunology, Immunology and Transplantation.
