WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at Peking Union Medical College Hospital and Its Staff Members Suspected of Participation

Foreword
Peking Union Medical College Hospital has a strong transplant team that can form multiple liver and kidney transplant groups. The operation volume should be large, and the source of organs is suspected to be abnormal. There is an emergency green channel for kidney transplantation. In 2013, Huang Jiefu disclosed in an interview with a reporter from Guangzhou Daily that in 2012, he performed more than 500 liver transplants, of which only one was done with voluntary donation.[1] Moreover, it was the first liver transplant operation with voluntarily donated organ by citizens. Strangely, there was no mention in the hospital's official website of the number of liver and kidney transplants. In view of the background of the CCP’s state crime of living-donor organ harvesting, the hospital is suspected of participating in the crime of harvesting organs from living Falun Gong practitioners and other groups.
Peking Union Medical College Hospital is a comprehensive tertiary level-A hospital integrating medical treatment, teaching, and scientific research. It is a National Health Commission designated national guidance center for diagnosis and treatment of difficult and severe diseases. At present, the hospital has four campuses, more than 4,000 employees, 3 academicians of the two academies, 57 clinical and medical technology departments, 20 national key disciplines, 29 national key clinical specialties, 22 doctoral programs, and 29 master programs, 6 national continuing medical education bases, and more than 2,000 inpatient beds.[2]
The Department of Surgery of Peking Union Medical College Hospital is one of the earliest hospitals in China to carry out liver resection. Later, it developed into the Liver Surgery Center on the basis of the Basic Surgery Liver Specialty Group of Peking Union Medical College Hospital, and now it has become an independent liver surgery department. Former Ministry of Health
Deputy Minister Huang Jiefu is the honorary director of the department.[3]
I. Huang Jiefu, Director of Liver Transplantation Department, completed 500 liver transplants in 2012
Peking Union Medical College Hospital only reported the first case of liver transplant.[4]

In 2013, Huang Jiefu disclosed in an interview with a reporter from Guangzhou Daily that in 2012, he performed more than 500 liver transplants, of which only one was done with voluntary donation[5]. Moreover, it was the first liver transplant operation with voluntarily donated organ by citizens. Huang Jiefu is the former vice minister of the Ministry of Health of the Communist Party of China[6], the director of the China Human Organ Transplant Technology Clinical Application Committee (OTC) (July 2006)[7], and director-level member of the China Organ Donation Committee (CODC) (2008).[8]

On March 20, 2020, Huang Jiefu said in an interview with a reporter from the Beijing News that now he is still doing clinical work in the Department of Surgery of Union Medical College Hospital every week. He was actually referring to conducting liver transplant operations[9].
II. The transplantation team is strong and can form multiple liver and kidney transplantation groups
Huang Jiefu was the former vice minister of the Ministry of Health of the Communist Party of China. He also held multiple positions concurrently. He was engaged in a lot of government and social functions, and he also made a lot of domestic and foreign visits and business trips every year. He cannot be the surgeon conducting most operations. He is just a liver transplant doctor at Union Hospital, the most famous hospital in the country. Huang Jiefu came to Union Medical College Hospital in 2001. The hospital has a strong staff with 2 doctoral supervisors, 3 master supervisors, 5 full professors and associate professors, 5 attending surgeons, and all members have doctorates. The Department of Liver Surgery of Peking Union Medical College Hospital routinely admits a certain number of doctors needing improvement every year for theoretical and practical training[10].
The hospital can form multiple liver transplant teams, and the operation volume should be huge, and yet there are no reports in that regard.
III. There is an emergency green channel for kidney transplantation
In 2002, the department set up a kidney transplant ward, meeting all the design requirements of a high standard organ transplant ward. The kidney transplant ward, hemodialysis center, and kidney transplant operating room are all arranged vertically. A kidney transplant specialist outpatient clinic has been set up, and a green emergency admission channel for kidney transplant patients has been opened at the same time[11].
IV. Kidney Transplant Center
The Department of Urology currently has two wards with more than 80 beds. Kidney transplantation has been carried out since the 1970s. It is one of the earliest urology doctor-granting centers authorized by the Academic Degrees Committee of the State Council. It currently has 3 doctoral supervisors and 8 master supervisors. In recent years, it has trained more than 30 doctoral and master students. Now it admits 6-8 doctoral and master's degree graduate students every year, and currently has 12 on-job graduate students[12].
V. Liver transplantation training base funded by China Medical Board in New York
In June 2006, the Department of Liver Surgery of Peking Union Medical College Hospital received an one million US dollars grant from the China Medical Board in New York (CMB). The project takes the Peking Union Medical College Hospital of the Chinese Academy of Medical Sciences as the main body, and is jointly undertaken by the First Affiliated Hospital of Sun Yat-sen University and Tianjin First Central Hospital. Professor Huang Jiefu, Vice Minister of Health, is the leader of the project[13].
VI. The hospital allegedly deleted data
The strange thing about Union Medical College Hospital is that all paper search websites in mainland China no longer have papers about liver transplantation done in this hospital, and the number of kidney transplants is very small. And the hospital's official website also deleted all pages related to the number of liver transplants. In addition, the kidney transplant data has not been updated for 10 years[14].
VII. List of Responsible Persons
BJXH001 Huang Jiefu, male. Date of birth: March 8, 1946. Background origin: Ji'an, Jiangxi. Actual place of birth: 5 Yuying Lane, Hongjiang Ancient Commercial City, Huaihua City, Hunan Province[15].
Personal profile: Former Vice Minister of Health. He is currently the director-level member of the China Human Organ Donation and Transplantation Committee, the dean of the Hospital Management Research Institute of Tsinghua University, and the chairman of the China Organ Transplantation Development Foundation. He is also Honorary Director of Surgery, Director of Liver Surgery, Peking Union Medical College Hospital, and Vice President of the Chinese Medical Association. He is currently the director-level member of the National Organ Transplantation Committee (OTC) and a life member of the American Society for Organ Transplantation (ASOT).
Professor Huang Jiefu graduated from the Medical Department of Zhongshan Medical College, and later received a master's degree in surgery.
From 1984 to 1987, he was a visiting scholar at the School of Medicine, University of Sydney, Australia, studying hepatobiliary surgery. He has been invited as the chairman and vice-chairman of international conferences for many times, and has been hired as a visiting professor in surgery by the Chinese University of Hong Kong, Southern Illinois University, Harvard University and Stanford University, and became a Chinese member of the International Medical Education Steering Committee and a Chinese member of the Asian Hepatobiliary and Pancreatic Surgery Association.
He organized a liver transplant team with young and middle-aged returnee scholars as the main body, and carried out a lot of liver transplant work[16]. At the end of 2012, when Huang Jiefu attended a conference in Guangzhou, he used the time between meetings to personally perform 3 cases of liver transplantation. When a reporter from Guangzhou Daily mentioned this matter, Huang Jiefu said: "I performed more than 500 liver transplants last year.”[17]
BJXH002 Shi Bingbing, male.

In 1985, he began to engage in clinical work in urology. After obtaining a doctorate degree in medicine in Japan in 1995, he conducted postdoctoral research for more than 2 years. He is on the list of practicing surgeons in Beijing who have the ability to clinically apply human organ transplantation technology[18].
BJXH003 Li Hanzhong, male. Month of Birth: November 1951. Han nationality[19].
Personal profile: Director of Urology, Executive Deputy Director of Department of Surgery. Chief Surgeon, Professor.
In the 1990s, he was a visiting scholar at the Presbyterian Medical Center of Columbia University in New York and the Department of Urology at Cornell University. In 1985, he began to carry out allogeneic kidney transplantation, and completed more than 500 cases of kidney transplantation[20].
BJXH004 Ji Zhigang, male.
Personal profile: Professor of Urology, Chief Surgeon, Deputy Director of Urology, Party Branch Secretary; Member of Beijing Transplantation Professional Committee of Chinese Medical Association; Editorial Board Member of Chinese Edition of Transplantation. Kidney transplantation: He has been in charge of the kidney transplantation work in this department for 12 years, and has completed more than 540 cases of kidney transplantation[21].

BJXH006 Mao Quanzong, male. CCP member.
Personal profile: Professor of Urology, Chief Surgeon. Graduated from the Department of Medicine, Shanghai First Medical College, and worked in the Urology Department of Peking Union Medical College Hospital. In 2005, he went to the United States to do postdoctoral research. He is put on the list of practicing doctors in Beijing who have the ability to clinically apply human organ transplantation technology[23].
BJXH007 Xie Yan, male.
Personal profile: Attending surgeon of urology. In 1997, he graduated from China Medical University, majoring in clinical medicine, and in 2003, he graduated from China Union Medical University, with a master's degree in medicine, and he’s now a PhD candidate. He has been working for 13 years and has served as a resident, chief resident and attending surgeon, with rich clinical experience. He is mainly engaged in the diagnosis and treatment of various diseases in urology and the management of kidney transplantation[24].
JXH008 Wen Jin, male.
Personal profile: Deputy Chief Surgeon of Urology. Graduated from Capital Medical University in 2004, received a doctorate in urology and was assigned to work in the Department of Urology of Peking Union Medical College Hospital. In 2006, he was promoted to attending surgeon. In 2009, he was qualified as deputy chief surgeon of the Ministry of Health. Good at the diagnosis and treatment of kidney transplantation[25].

From 1952 to 1954, he studied in the Department of Biology of Nankai University. In 1960, he graduated from the Medical Department of Kharkov Medical College in the former Soviet Union. After graduation, he worked in the Department of Surgery of Peking Union Medical College Hospital. He served as a surgical resident, attending surgeon, associate professor, and professor; In 1983, he served as the deputy director of basic surgery at Peking Union Medical College Hospital. In 1983, he served as the director of basic surgery and the deputy director of the department of surgery. He became a doctoral supervisor in 1993.
From June 1986 to October 1987, he studied surgery at Massachusetts General Hospital of Harvard University, Johns Hopkins University School of Medicine and Loma Linda School of Medicine. In 1997, he obtained a doctorate degree in surgery from Lund University in Sweden. From 1997 to 1999, he was a postdoctoral fellow at the Joslin Research Center of Harvard Medical School in the United States, and received clinical training in tumor surgery at Massachusetts General Hospital. Entered into the list of practicing surgeons in Beijing who have the ability to apply human organ transplantation technology clinically[29].
BJXH013 Sang Xinting, male.
Personal profile: chief surgeon of liver surgery, professor, deputy director of liver surgery. Graduated from Sun Yat-Sen Medical University in 1986 with a bachelor's degree in clinical medicine; in the same year, he worked in surgery at Union Medical College Hospital. In 2007, he received his doctorate in medicine from Xiangya School of Medicine, Central South University. From 1993 to 1995, he was a visiting scholar at Karolinska Institute in Sweden. He is put on the list of practicing doctors in Beijing with the ability to apply human organ transplantation technology in clinical practice[30].

Personal profile: Professor of ophthalmology, chief surgeon. Leader of the cornea, eye bank, ocular surface, excimer laser myopia surgery professional group of Peking Union Medical College Hospital. Specializes in corneal transplant surgery[31].
BJXH015 Wang Zhonghai, male.
Personal profile: Attending surgeon of Ophthalmology. In 1987, he was admitted to Guangzhou Sun Yat-Sen Medical University, a six-year clinical medicine major, and received a bachelor's degree in 1993. Since 1993, he has successively served as a resident surgeon, chief resident surgeon, and attending surgeon in the Department of Ophthalmology of Peking Union Medical College Hospital, and a lecturer at Peking Union Medical College Medical University.
For more than ten years, he has been mainly engaged in the diagnosis and treatment of common eye diseases and corneal diseases, corneal transplantation and related professional clinical medical treatment and scientific research work, and has been teaching ophthalmology in Peking Union Medical College Medical University[32].
