WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at The Second Affiliated Hospital of Hainan Medical College and Its Staff Members Suspected of Participation

Foreword
The Second Affiliated Hospital of Hainan Medical College (formerly the Hospital of the General Bureau of Agricultural Reclamation of Hainan Province) was officially transferred to Hainan Medical College for management in February 2016 and became the affiliated hospital directly under the management of Hainan Medical College. After Hainan was established as a province in 2008, the hospital became the affiliated unit of the chairman of the Hainan Provincial Organ Transplant Professional Committee, and an independent kidney transplant team was established in the Department of Urology that year. In 2010, the hospital obtained the national qualification for kidney transplantation. In 2017, Hainan Medical College established the "Hainan Medical College Transplant Medicine Research Institute" in the hospital, which is divided into basic department and clinical department. For this reason, Huang Jiefu, Guo Yanhong, Zheng Shusen and other high-ranking officials in the transplant field of the Chinese Communist Party were all present at the scene to support the hospital to comprehensively carry out large organ transplantation and build it into a training base for national transplant medical talents under Belt and Road Initiative.[1] After the official establishment of the Organ Transplant Department on July 31, 2018, the number of liver and kidney transplants in the hospital has increased significantly, and patients waiting for donors, “who are ready for surgery on the same day when donors become available, can receive transplant in about four or five days." In view of the general context of the CCP’s state crime of living-donor organ harvesting, the hospital is suspected of participating in the crime of organ harvesting from living Falun Gong practitioners as well as members of other groups.
Hospital overview
The Second Affiliated Hospital of Hainan Medical College (referred to as the "Second Hospital of Hainan Medical College") was founded in 1952.[2] It is a large-scale comprehensive tertiary level-A hospital integrating medical treatment, teaching, scientific research, rehabilitation and preventive health care. It has the national qualification for organ transplantation and is a designated hospital for "test-tube babies" in Hainan Province. The General Hospital has 2,100 beds and 2,673 employees, including 2,212 professionals, 298 associate senior and above titles, and 276 postgraduates with doctoral or master’s degrees. There are 7 experts with the State Council’s special allowance and provincial privileges.[3]
The hospital has 47 clinical departments and 25 medical technology departments. The department of organ transplantation has carried out and will soon carry out organ transplants such as kidney, liver, heart, lung and pancreas, and is a training base for transplant surgeons in countries along the Belt and Road.[4]
I. The hospital established the Hainan Medical College Institute of Transplant Medicine
In May 1982, The Hospital of Hainan Agricultural Reclamation (the predecessor of the Second Affiliated Hospital of Hainan Medical College) carried out the first allogeneic kidney transplant on the island. From 1996 to 2005, Han Qiguang served as the director of kidney transplantation. In May 2008, the Organ Transplant Professional Committee of Hainan Medical Association was established, and the hospital became the affiliated unit of the chairman of the Hainan Provincial Organ Transplant Professional Committee. In 2008, an independent kidney transplantation team was established in the Department of Urology. In January 2011, Zhang Guoqing served as the director of the Kidney Transplantation Professional Group in the Department of Urology. In 2010, the hospital obtained the National Kidney Transplant Qualification and became one of the first 163 institutions in China approved to perform human organ transplants. In 2017, Hainan Medical College established the Hainan Medical College Transplant Medicine Research Institute, which is divided into a basic department and a clinical department.[5]
II. Huang Jiefu and Zheng Shusen came to the hospital to guide and carry out large organ transplantation, and to build a training base for transplant talents in Belt and Road countries.
On April 25, 2018, Huang Jiefu, the former vice minister of the Ministry of Health and chairman of the China Human Organ Donation and Transplantation Committee, Guo Yanhong, deputy director of the National Health and Medical Administration Bureau, and Zheng Shusen, the president of Shulan Hospital, came to the hospital to guide the organ transplant work. They proposed that the Second Hospital of Hainan Medical College should carry out heart, lung, liver, pancreas, kidney and other large organ transplants, and build it into a training base for transplant talents in Belt and Road countries.[6]
Professor Wang Yi, Chairman of the 4th Hainan Provincial Organ Transplant Professional Committee and President of the Second Affiliated Hospital of Hainan Medical College, said that he will strive to build Hainan into a training base for organ transplant doctors in the Belt and Road countries and an international research center for transplantation.[7]
The Department of Organ Transplantation was established on July 31, 2018, with 34 beds (including 8 transplant ICU beds); 8 transplant specialists, 4 anesthesiologists, 2 intensive care specialists, and 4 specially-appointed cardiopulmonary transplant specialists. There are 4 organ transplantation operating rooms; 2 DD organ harvesting operating rooms; there are 2 ECMO sets, HLA tissue matching, CDC, PRA, DSA testing and FK506 and CsA drug concentration testing and other equipment. The Ethics Committee for Clinical Use of Organ Transplantation Technology and the Human Organ Procurement Organization (OPO) operate independently. There are special tools such as potential donors and human organ transfer helicopters and special vehicles for on-site organ harvesting operations.[8]
III. Establish the Department of Organ Transplantation and hire Zeng Fanjun as the director
In May 2011, Xiao Jinzhu became the director-level member of the Organ Transplantation Professional Committee of the Hainan Provincial Medical Association. In May 2016, the hospital selected and sent a group of 18 doctors, nurses, anesthetists, and intensive care doctors to be trained at the Liver Transplant Department of the First Affiliated Hospital of Zhejiang University under the supervision of Zheng Shusen. In October 2016, Chief Surgeon He Shumin served as the Director of the Second Division of Urology and the Director of the Kidney Transplantation Professional Group. In March 2018, Professor Wang Yi served as a member of the National Organ Transplantation Professional Committee. In June 2018, Zeng Fanjun joined the organ transplant team to prepare for the establishment of an independent organ transplant department. On July 31, 2018, the Department of Organ Transplantation was formally established with Zeng Fanjun appointed as its director.[9]
On May 15, 2021, a reporter learned from the 2021 annual meeting of the Organ Transplantation Professional Committee of the Hainan Medical Association that in 2020, member units of the Fourth Hainan Organ Transplantation Professional Committee completed a total of 138 organ transplant operations, of which 29 were liver transplant operations. 99 cases of kidney transplantation, 3 cases of pancreas-kidney transplantation, 1 case of heart transplantation, and 6 cases of lung transplantation.[10]
From the opening of the department on July 31, 2018 to March 2022, the liver transplant team of the Second Hospital of Hainan Medical College has performed a total of 106 liver transplant operations.[11] From the beginning of 2022 to September, 154 organ failure patients received transplants.[12]
IV. Telephone investigation
Highlight: The waiting time for transplantation is short, and the number of transplants is large, far exceeding the number of donations

Highlights:
1. Our hospital used to be a designated hospital.
2. Director Zhou does not attend outpatient clinics, Director Jiang works on Mondays, and President Wang works on Wednesdays.
3. For pneumonia examination, the patient has to pay a clinic fee. CT may cost around a few hundred yuan.
4. During the pandemic, there were relatively fewer transplant patients, but it was still being done. As long as there were donors, we would do it.
5. Last year we roughly did more than one hundred, maybe two hundred.
6. Question: Are there any Falun Gong donors?
Answer: I don’t know. We nurses are not in charge of the donor, and we don’t know the basic information about the donor, so if you want to know about the donor, you need to talk to doctors.

Highlights: The Kidney Transplantation Department of the Second Affiliated Hospital of Hainan Medical College has been doing it for more than ten years, only this year it has just been raised to the level of a medical department. Dozens of cases have been done in the past two months. Now President Xiao (Xiao Jinzhu), President Wang, and Director Sun who has joined us, are all doing it, and they are all specialized in transplantation.

V. The hospital has a huge amount of transplants in a single day. The director of the transplant center said that multiple organ transplants a day has long been the norm in the hospital.
In April 2022, the Second Affiliated Hospital of Hainan Medical College completed the first combined heart and lung transplant in Hainan Province. On the same day, within 17 hours, the hospital also completed two liver transplants and five kidney transplants.[22]
In September 2022, nearly 200 medical staff at Department of Liver Transplantation, Department of Kidney Transplantation, Department of Lung Transplantation, Department of Cardiovascular Surgery, Department of Critical Care Medicine, Department of Anesthesiology, Operating Room, Department of Ultrasound Medicine, Department of Laboratory, Department of Blood Transfusion, Department of Pathology, Department of Pharmacy, Nursing and other disciplines at the Second Affiliated Hospital of Hainan Medical College, worked together to complete a heart transplant, two lung transplants, a liver transplant, a kidney transplant and a combined pancreas-kidney transplant for a total of six major surgeries within 18 hours.[23]
Professor Wang Yi said that organ transplantation is a key discipline of the Second Hospital of Hainan Medical College, and multiple organ transplant operations a day like this one have long been the norm in the hospital.[24]

In 2002, he was admitted to Tongji Medical College of Huazhong University of Science and Technology to study for a doctorate. After graduating in July 2005, he went to Hokkaido University, Japan to study Urology. In July 2009, he went to study at Cleveland Medical Center in the United States. Specializes in kidney transplantation.

Personal Profile: In 1990, he studied urology in Tongji Hospital of Tongji Medical University for one year. From February to June 1992, he studied microwave therapy technology in Changhai Hospital Affiliated to Shanghai Second Military Medical University. From July to December 1992, he was enrolled in the English training class for overseas personnel in Hainan Province and completed the course. In 1994, he studied kidney transplantation at the Institute of Organ Transplantation of Tongji Medical University. In September 2002, he was admitted to Central South University as a postgraduate in surgery. On December 5, 2004, he graduated with a master's degree in surgery and is now studying for a doctorate.
From November 1996 to November 1997, he studied in the Department of Urology, National University Hospital, National University of Singapore. Organ transplantation is an important indicator of a hospital's medical technology level, and it is also the direction of the development of surgical diagnosis and treatment technology. In 1994, in order to carry out organ transplantation, the authorities sent him to lead six medical staff including Liang Peiyu to the Organ Transplantation Institute of Tongji Medical University to study kidney transplantation.
