WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at the Fifth Medical Center of the PLA General Hospital (Formerly the PLA No. 302 Hospital) and Its Staff Members Suspected of Participation
The 302nd Hospital of the People's Liberation Army (PLA), is the only military and the largest tertiary level A infectious disease hospital in China. [1] In May 2007, the hospital was designated by the Ministry of Health to carry out liver transplants. [2] It assisted thirty-four hospitals in Beijing and seventeen provinces and cities nationwide to carry out liver transplants[3] and promoted the routine clinical development of liver transplants throughout China. I. Hospital Overview
The 302nd Hospital of the People's Liberation Army (PLA) is the only military and the largest tertiary level A infectious disease hospital in China. [4] On May 23, 2007, the hospital was designated by the Ministry of Health to carry out liver transplantation.[5]
II. The Liver Transplant Center has a large scale with hardware facilities to perform hundreds of transplants annually.
The Second Center of Hepatobiliary Surgery/Liver Transplantation Research Center of the 302nd Hospital of the PLA consists of two clinical departments of transplantation surgery and transplantation medicine, and one basic research laboratory, with the main focus on in situ liver transplantation for end-stage liver disease, adjuvant liver transplantation, living-donor liver transplantation, split liver transplantation, liver cell transplantation, pre- and post-transplantation medical treatment and follow-up, standardized treatment of patients with recurrent primary disease after transplantation, and the diagnosis, treatment and research on precision hepatectomy and minimally invasive radiofrequency for liver tumors. There are 50 beds in the transplantation surgery department and 45 beds in the transplantation medicine department, with specialist outpatient clinic, 29 consultation room surgery clinic, 27 consultation room internal medicine clinic, etc. [6]
Based on the number of ward beds, if there are 50 beds for liver transplants a year (the Transplant Surgery Department has 50 beds), and if the bed turnover rate is 100% (the average bed occupancy rate in the national Grade-A Tertiary Hospitals is as high as 103%[7]), and if the hospitalization time for liver transplant is 30 days, the hospital has the potential to perform more than 608 (50×365×100%/30=608) cases of liver transplants per year. (Calculation method: number of ward beds X number of days in a year X bed turnover rate/average hospitalization time for liver transplant = number of liver transplants performed per year)

III. The quantity and quality of the Liver Transplant Center rank among the top ten in the country, training other hospitals across the country to carry out liver transplants.
In 2005, the Liver Transplantation Center was established at the PLA No. 302 Hospital. For more than a decade, this center has played a significant role in the clinical and scientific research of liver transplantation throughout China, while for nearly six years, the Liver Transplantation Center of the PLA No. 302 Hospital has assisted in the development of liver transplantation in many hospitals in Beijing and in various provinces and cities throughout China.[8] In 2010, this transplantation center was ranked seventh in quality and ninth in quantity of data from liver transplantation centers in China.[9]
IV. The hospital has a strong team of liver transplant doctors
The Hepatobiliary Surgery II Center/Liver Transplantation Research Center of the PLA No. 302 Hospital has two chief surgeons, five associate chief surgeons, six attending surgeons[10],and 22 surgeons, 40% of whom have medical doctorates and 50% are medical masters.[11] Liu Zhenwen, director of the Hepatobiliary Surgery Department of the 302 Hospital, was reassigned here in 2005, and he has independently completed more than 1,000 liver transplants, assisting Beijing and thirty-four hospitals in seventeen provinces and cities across China in liver transplantation.[12]
V. Telephone investigation shows that the wait time for organs is short and the liver transplants volume is large.

In 2016, Ma Xiao, the organ coordinator of the Beijing 302 Hospital of the PLA, told investigators that Liu Zhenwen, who previously operated on Fu Biao, is very famous. He was specially hired from the Beijing General Hospital of the Armed Police Force and has been an expert in the 302 Hospital for many years. In the transplant circle, he is a "big boss, very powerful!"

Ⅵ. List of persons primarily responsible
JFJZ-DW001 Liu Zhenwen, male.
Profile: Director of the Second Center of Hepatobiliary Surgery/Liver Transplantation Research Center of the PLA No. 302 Hospital, chief surgeon, currently a member of the Beijing Organ Transplantation Professional Committee and a member of the PLA Organ Transplantation Professional Committee.
In 1989, he started to work in the general surgery department of the First Central Hospital of Tianjin, and was able to perform all kinds of general surgery independently. In 1998, he started to specialize in liver transplantation, and in 2001, he became the deputy director of Tianjin Organ Transplantation Center, and in 2002, he was transferred to the General Hospital of the Armed Police, where he established the Liver Transplantation Center of the General Hospital of the Armed Police and served as the director of the Center. In 2005, he was transferred to become the director of the Department of Hepatobiliary Surgery at the PLA No. 302 Hospital and established the Liver Transplantation Center.
He has extensive experience in the perioperative treatment of liver transplantation and has independently performed more than 1,000 liver transplants and assisted 34 hospitals in Beijing and 17 provinces and cities across China in liver transplantation. He has devoted himself to the clinical and scientific research of liver transplantation in China for more than ten years, and has assisted in the development of liver transplantation in many hospitals in Beijing and various provinces and cities in China in the past six years.[16]
JFJZ-DW002 Wang Hongbo, male.
Profile: Deputy Chief Surgeon, Department of Hepatobiliary Surgery, the PLA No. 302 Hospital. Deputy Director of Surgery, Liver Transplantation Research Center. He is now a young member of the PLA Organ Transplantation Professional Committee.
He graduated from the Medical Department of the Third Military Medical University in 1997 and is engaged in clinical work and related research in hepatobiliary surgery and liver transplantation.
He specializes in liver transplantation for end-stage liver disease.[17]
