WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at the People’s Hospital of Wuxi City and Its Staff Members Suspected of Participation

Evidence shows that The People's Hospital of Wuxi City is suspected of long-term organ harvesting from living donors, including in the double lung transplant surgery for the first Covid-19 patient. Chen Jingyu, vice president of The People's Hospital of Wuxi City, said in an interview after completing the "world's first double-lung transplantation for a case of CCP pneumonia (COVID-19)" in February 2020, that lung transplantation is a routine operation, and one is done every two or three days. More than 1,000 cases of lung transplantation have been performed. [1] Lung transplantation at The People's Hospital of Wuxi City began in the third year after the CCP persecuted Falun Gong, that is, in 2002, the first lung transplant was performed. As of October 13, 2022, The Lung Transplantation Center of The People’s Hospital of Wuxi City, led by Professor Chen Jingyu, had completed over 1500 lung transplant surgeries.[2]
I. Hospital Overview
The People's Hospital of Wuxi City is the largest public hospital in the Wuxi area and a tertiary class A hospital, formed by the combination of the former Wuxi No.1 Hospital, Children's Hospital and Municipal No.5 Hospital in 2007. The hospital, with 1,800 beds, has medical, teaching, research, health care and rehabilitation programs. in July 2020, the hospital was officially incorporated into the management system of the directly affiliated hospital of Nanjing Medical University, becoming the first directly affiliated hospital of Nanjing Medical University outside of Nanjing. By the end of 2019, the hospital has 145 doctors, 734 masters, 7 doctoral supervisors, 83 master's supervisors, 650 health technicians with senior titles, etc.[3]
The hospital's lung transplant technology is in the leading position in China, and the National Commission of Public Health's Lung Transplant Quality Control Center, the Lung Transplant Data Center, the National Drug Clinical Trial Institute, and the first residency training bases are all located in the hospital. [4]
II. The hospital's Lung Transplant Operations Account for half of the total in China
As of October 2022, the Lung Transplantation Center of The People's Hospital of Wuxi City, under the leadership of academic leader Professor Chen Jingyu, has specialized in lung transplantation for 20 years, and has completed more than 1,500 cases of lung transplantation, accounting for half of the total number of lung transplant operations in the country, and has become the largest in Asia, and one of the world's top three lung transplant diagnosis and treatment centers. [5]
According to relevant information, the Lung Transplantation Center of the People's Hospital of Wuxi City, under the management of the lung transplant team headed by Professor Chen Jingyu, has become a key clinical discipline in Jiangsu Province, a lung transplant treatment center in Jiangsu Province, and a national lung transplant data registration management unit, and it has the key laboratory for human organ transplantation in Jiangsu Province.
The lung transplant team of the hospital has 3 chief physicians, 2 associate chief physicians, 1 with medical doctor’s degree, 7 with master’s degree, 1 doctoral supervisor and 3 master’s supervisors. There are 26 general hospital beds and 6 ICU beds. At present, the total number of surgeries accounts for more than half of the national total, and the annual volume of surgeries is 50 plus cases, and it has become the top 8 lung transplantation centers in the world. In 2010, it’s lung transplantation won the second prize of Chinese Medical Science and Technology Award and the third prize of Science and Technology Progress Award in Jiangsu Province.
Data show that the hospital's Lung Transplantation Center has always led the way in lung transplantation in China, having hosted six conferences for national continuing education programs for national heart and lung transplantation and providing guidance to more than 30 tertiary hospitals across China in recent years, in Beijing, Guangzhou, Hangzhou, Fuzhou and Wuhan, in their lung transplantation[6]. Chen Jingyu has led the team to complete more than 1,000 lung transplant surgeries. [7]
In 2021, Wuxi City established the Jiangsu Lung Transplant Center, Wuxi Organ Transplant Rehabilitation Hospital, and Wuxi Organ Transplant Research Institute, and the Municipal People's Hospital became the only unit in the province with the qualifications for transplantation of the three major organs (lung, liver, and kidney).[8]
In February 2022, Chen Jingyu said that during the 20 years of clinical lung transplantation work, he performed more than 1,500 lung transplants, and in 2021 he performed more than 200 lung transplants.[9]
In December 2022, Chen Jingyu, who is known as "NO.1 in lung transplantation in China" and is currently the vice president of the Second Affiliated Hospital of Zhejiang University School of Medicine, posted on her Sina Weibo, showing off her "achievement" in lung transplantation, saying that he performed two double lung transplants a day, and completed 213 lung transplants in 2021. On December 13, 2022, Chen Jingyu also provided a picture, which is the organ receipt confirmation letter from the transplant center, showing that the lung source comes from the distribution system of the national network distribution system. He also said that "today is the 147th case of lung transplantation in our hospital in 2022".[10]On January 8, 2023, the team in Wuxi completed the first double-lung transplant surgery for a patient with respiratory failure caused by emphysema, who had previously recovered from the COVID-19 infection.[11]

III. The hospital has a strong lung transplant team
From the first lung transplant operation in 2002 to 2021, the Lung Transplant Center of The People's Hospital of Wuxi City has established three teams, capable of performing three operations at the same time and completing six lung transplants within 24 hours. With the establishment of the Lung Transplantation Department of the China-Japan Hospital, Chen Jingyu will lead a team at the China-Japan Hospital.[12]
In 2022, the lung transplant team of The People's Hospital of Wuxi City can perform 4 lung transplants at the same time, setting a record of completing 6 lung transplants within 24 hours. It has assited more than 30 tertiary hospitals in China in developing lung transplantation technology. The Lung Transplantation Data Management Center of the National Health Commission, the National Quality Control Center for Lung Transplantation, the Executive Chairman Unit of the China Lung Transplantation Alliance, the Leader Unit of the Lung Transplantation Group of the Chinese Organ Transplantation Society, and the Jiangsu Provincial Lung Transplantation Center have all settled in The People's Hospital of Wuxi City.[13]
On November 7, 2019, Zheng Mingfeng, director of the Department of Thoracic Surgery of The People's Hospital of Wuxi City, told the reporter of "Yangtze Evening News" that the development of thoracic surgery focuses on the training of talent echelons. At present, in addition to four doctors in the Department of Thoracic Surgery who can independently perform lung transplantation and guide operations all over the country, there are also three talented doctors who can be fully responsible for the operations, and the construction of a talent echelon has achieved initial results.[14]
IV. The large numbers of surgery show sufficient source of organs
The hospital's lung transplant team can perform 4 lung transplants at the same time, and once set a record of completing 6 lung transplants within 24 hours.
From the third day of the Lunar New Year on February 3, 2022 to the early morning of February 4, the Wuxi and Zhejiang Second lung transplant teams led by Chen Jingyu completed a total of 4 lung transplant operations.[15]
In the past 6 years, the lung transplant team of The People's Hospital of Wuxi City has completed more than 100 lung transplants every year, ranking first in Asia and top three in the world. The lung transplant team of The People's Hospital of Wuxi City can perform 4 lung transplants at the same time, and once completed 6 lung transplants within 24 hours.[16]
According to mainland China’s media reports, Chen Jingyu is the director of the lung transplantation departments of The People's Hospital of Wuxi City and China-Japan Friendship Hospital, the only such case in China. On April 15, 2021, within one day, Director Chen Jingyu led the lung transplant team of the China-Japan Hospital, which was established less than two months ago, to successfully complete two difficult lung transplant operations, which is the first time in Beijing. Two days before coming to China-Japan Hospital on April 14, 2021, Chen Jingyu had just completed 4 lung transplants within 24 hours, 3 of which were in The People's Hospital of Wuxi City, and then rushed to Hefei to have one done. After completing two surgeries at the China-Japan Hospital on the 15th, he rushed to Kunming on the 17th to perform an emergency double lung transplant. On the 19th, Chen Jingyu appeared again at the China-Japan Hospital and completed a transplant operation.[17]
In 2020, "the most done in one day, 5 double lung transplants were performed within 20 hours. "[18]
V. First Double Lung Transplant in Covid-19 Pneumonia Case Suspected to Be Live Organ Harvesting
Based on the records of WOIPFG's investigation of Chen Jingyu, Vice President of the People's Hospital of Wuxi City, and in the context of the evidence of the massive organ harvesting of living Falun Gong practitioners by the Chinese Communist Party for more than a decade and the establishment of organ donor banks for living people in various places, the source of the donor used in the double lung transplantation of the Covid-19 pneumonia case by Chen Jingyu's team is suspected to be live organ harvesting.
The donor lungs were obtained in less than 5 days, unlikely from citizen donations, and suspected to have come from a living organ donor bank
The lung transplants at Wuxi People's Hospital of Nanjing Medical University, both of which were highly publicized by the Communist Party media on February 29 and March 1, 2020, took less than 5 days to obtain both lungs.
1) Brief Description of the Case
According to The Beijing Youth Daily, a 59-year-old male developed Covid-19 pneumonia on January 23, was extubated on February 7, received ECMO on February 22, was transferred to the Infectious Disease Hospital of Wuxi City on February 24 and scheduled to have a lung transplant. On February 29, the team headed by Chen Jingyu, vice president of the People's Hospital of Wixi City affiliated with Nanjing Medical University, completed a double lung transplant. [19]
It took less than 5 days to obtain both lungs, from the diagnosis of Covid-19 pneumonia to hospital rescue, to nucleic acid test for viral negativity conversion, to the decision on lung transplantation, to searching for donor lungs, organ excision and transfer, to systematic testing before transplantation, mating, other preparations before surgery, etc., and finally to receiving the double lung transplantation.
This is only the time needed for transplant surgery for the recipient patient. Also, not to be overlooked is the search for the donor, screening, tissue matching, etc., which takes more time. Therefore, in this case, the preparation of both recipient and donor organs was completed in less than 5 days, which was not possible with normal donor organs, which means that the organs came from a known available donor, the data was tested and ready beforehand, and the operation was only determined by the selection of the recipient patient.
2) Introduction to Organ Transplantation Matching Rates
Under normal circumstances, the matching rate for large allogeneic organ transplants is very low, with the International Kidney Association's data showing a 6.5% matching rate for leukocyte histocompatibility antigen (HLA) between non-relatives. In other words, to find a kidney organ with the right match for a particular patient to complete a kidney transplant, instead of looking for it in the normal population, one must find 15 people who have just died (finishing cutting out the heart and lungs within 6 minutes of blood supply cut off), or brain dead donors (donor who can provide the organ at that time), from which it is possible to get a suitable organ. This is very hard to come by, which is why in many advanced countries (e.g., the United States), patients wait for organs (i.e., positive matches) and the waiting time is typically as long as 2-3 years.
3) A Brief Comparison of Organ Donation in China and the United States
In mainland China, however, after the persecution of Falun Gong in July 1999, there were organs waiting for patients (i.e., reverse matching), and the waiting time was as short as 1-2 weeks or even a few hours. That is, they stockpiled enough living human organ donors whose organs could be taken at any time.
On March 24, 2012, Xinhua News Network reported that former U.S. Vice President Dick Cheney had been on the heart transplant list for nearly two years (20 months) before he received a donor organ and completed the surgery.
In the United States there are 120 million people registered to donate organs, and in 2016, only 15,951 people donated organs (an annual donation rate of 1.34 per 10,000.) For a major organ transplant such as liver or kidney, one needs to wait for 2 to 3 years on average.
On May 5, 2018, Huang Jiefu, chairman of China Human Organ Donation and Transplantation Committee, introduced "Give to Receive" as China's first online organ donation volunteer registration system, and the number of volunteers registered online exceeded 300,000, meaning that 300,000 people have indicated their intention to donate organs[20]. Huang Jiefu claimed that "China has 4,080 cases of donated organs in 2016 [21]"(an annual donation ratio of 136/10,000, more than 100 times that of the United States), and that "in 2017, China has 5,148 cases of donated organs (an annual donation ratio of 171.6/10,000) and completed 16,000 large organ donations. [22]" The average wait for organ transplantation in China is between 2 and 4 weeks, the fastest being 4 hours, and emergency liver transplantation within 72 hours accounts for 26.6%.[23]
According to international figures, the normal mortality rate of donor registrants is 7/1000, and only 1 % to 2 % of registered deceased persons end up being eligible to provide organs for transplantation due to illness, unhealthy lifestyles, age, and the time lag between death and organ harvesting.
If the above reasoning is used to analyze the 300,000 Chinese organ donors, the result is: "In 2016, 7/1,000 of these 300,000 people passed away, roughly that’s 2,100 people. Of these, 1-2% could provide organs for transplantation, which equates to only 21-42 organ donors[24]. However, the CCP claims that "In 2016 it reached 4,080 cases." [25] "In 2017, China has 5,148 cases of donated organs".[26] This suggests that the CCP's organs come from other sources.
Normal citizen donations are random and cannot be planned. Unless there is a rather huge number of special incarcerated people ready to be killed for their organs, it would be impossible to meet such a huge number of emergency transplants and that ultra-short wait for organ acquisition.
Therefore, it is unlikely that this case of ultra-short wait for donor lung acquisition came from a citizen donation and is suspected to have come from a living human organ donor bank.
VI. The 100 cases of lung excision in Wuxi City is suspected of killing living people, Chen Jingyu is a participant and one of the authors of the relevant papers.
Chen Jingyu, known as the first Chinese Lung Transplant surgeon, and Wang Zhenxing, Zheng Mingfeng, Ye Shugao, Liu Feng, Chen Ruo, Lu Rongguo, and Wei Dong wrote the paper "100 cases of lung transplant donor lung acquisition: the effect of cold ischemia time >6 h and lung decompensation on prognosis. " [27]The paper documented the circumstances of the alleged killing of 100 people by live organ harvesting.

The analysis of the above case:
1) The donor is not a voluntary one.
Time of the 100 cases of experimental lung excision described in the paper: September 2002 to January 2011
The pilot organ donation in Wuxi City: It started only in July 2011, and had a total of only 29 donations by 2017.
2) The donor is not a death row inmate.
The location of these 100 lung removals: the operating room of the Lung Transplantation Center of the People's Hospital of Wuxi City.
In China, executions of death row inmates are strictly regulated and are carried out according to the time and place decided by the Supreme Court of the Communist Party of China, and the executions must be carried out in the presence of the court, the prosecutor's office, and other relevant personnel, so the removal of organs from death row inmates cannot be carried out in the operating room. Therefore, it is not possible for the donor to be a death row inmate.
According to the above analysis, it is unlikely that the organs described in this report came from donated organs or organs from death row inmates, but most likely they came from organs of Falun Gong practitioners or other people in the secret "Chinese Communist Party's organ bank for living donors", and thus live organ harvesting is highly suspected.
VII. The hospital has an abundance of organ donors and provides emergency transplants with suspicious organ sources.
On August 13, 2015, Chen Jingyu, vice president of the People's Hospital of Wuxi City and the CCP’s No.1 surgeon in lung transplants, publicly stated, "I had thought that there would be fewer lung donor sources as donors from death row inmates have been canceled this year, but now there’s one lung transplant every three days and we are even busier than last year.” [28]

On November 13, 2022, Chen Jingyu, the vice president of the hospital, posted on his Sina Weibo, “This week is a busy week for me. On Monday I was attending the clinic in Wuxi, and the following day, Tuesday, I was transplanted myself, I didn’t realize that I performed 9 lung transplants in various places within 6 days, and lung transplantation has become a routine general chest surgery. In 2021, I performed 213 lung transplants on my own, and I don’t know how many I will do this year?”[29]
VIII. Organ transplants in this hospital are generally emergency transplants
On November 13, 2022, Chen Jingyu, the vice president of the hospital, posted on his Sina Weibo, saying that "organ transplants are usually emergency operations".[30]
According to the "Yangtze Evening News" report, Zheng Mingfeng, director of the thoracic surgery department of the hospital, told reporters: On November 7, 2019, the X6 ward completed 7 general chest surgeries and two transplants. Zheng Mingfeng said that the X6 ward is the center of lung cancer and lung transplantation operations. Every doctor in it is a selfless hero. More than 2,000 cases of general chest surgery and more than 100 cases of lung transplantation are performed a year. What often happens is, general chest operations are done in the day and emergency lung transplants at night.[31]
According to mainland China’s media reports, on April 17, 2021, Chen Jingyu went to Kunming to perform an emergency double lung transplant.[32]
In addition, the hospital's chief hepatobiliary surgeon, Dr. Cai Bing, was the first in Wuxi to carry out emergency liver transplantation and the first in the province to carry out high-technology projects such as combined hepatopancreatic islet cell transplantation[33]. The so-called emergency liver transplantation is an emergency liver replacement surgery performed on patients with acute heavy liver disease whose survival time does not exceed 72 hours. Emergency liver transplantation is very rare abroad because of the difficulty of emergency matching and long donor waiting time.
