Investigation Report on the Exposure of Shi Bingyi and Huang Jiefu by a Surgeon at the PLA Hospital

Organ transplants have developed most rapidly in the CCP's military hospitals since 1999. Zhang Yanling, Minister of Health of the PLA's General Logistics Department, told Xinhua in December 2008, "In 1978, there were only three hospitals in the army that could perform kidney transplants. Now 40 hospitals in the army can perform liver, kidney, heart, and lung transplants and combined multi-organ transplants, accounting for a quarter of the total transplants nation-wide.

The reality is far from that. It was disclosed at the time there were one hundred and fifty military hospitals, organ transplants were performed in many of them. According to the information reported by the Central Military Commission of the Chinese Communist Party, more than 85 percent of worldwide living organ transplants have been carried out in China since 2000; many organ transplant specialists have been promoted to generals. Because of possessing organ "resources," military and police hospitals became the main force in the organ harvesting of living Falun Gong practitioners.

The Organ Transplant Center at the Eighth Medical Center of the General Hospital of the PLA (formerly the No. 309 Hospital of the PLA) was established in April 2002, with Shi Bingyi as its director. By that time, the hospital had performed 2,130 kidney transplants and nearly 600 liver transplants.

Shi Bingyi has publicly stated that in 2005, nearly 10,000 kidney transplants and nearly 4,000 liver transplants were performed at the No. 309 Hospital. By 2006, nearly 20,000 liver and kidney transplants were performed.

On August 6, 2006, the China Organ Transplantation Network published a piece of news released from the organ transplant center of the No. 309 Hospital: Shi Bingyi personally did more than 1200 kidney transplants and 111 liver transplants. in 2015, it was found on the website of the No.309 Hospital that Shi Bingyi personally did more than 1580 liver transplants.

In 2006, the transplant center of the hospital was named the All-Army Organ Transplant Center by the Ministry of Health of the People's Liberation Army, and Shi Bingyi was the president.

During this period, the data center of the "Chinese Scientific Registry for Kidney Transplantation" (CSRKT, www.csrkt.org), which was launched by the Ministry of Health in 2008, was hosted by the hospital's All-Army Organ Transplant Center, headed by Shi Bingyi. This shows the dominant role in the field of organ transplant in military hospitals, as well as the strong impact of the No. 309 Hospital and Shi Bingyi.

Given Shi Bingyi's suspected crimes against humanity of organ harvesting from living Falun Gong practitioners, the World Organization to Investigate the Persecution of Falun Gong issued an investigative order against Shi Bingyi.

Facing increasingly international criticism, more and more countries and dignitaries around the world call for investigations into the organ harvesting of living Falun Gong practitioners and taking legal action against those responsible individuals. Although the live organ harvesting at CCP military and police hospitals has gone underground and massive destruction of human and physical evidence has been carried out, the crimes committed cannot be covered up, much less written off.

In this report, we publish below a telephone investigation recording that has been sealed for five years. The caller revealed the scandalous crimes of Shi Bingyi, and a leading military organ transplant figure Huang Jiefu, the chief leader of China's organ transplant community. To protect the informant, we delayed the release of this telephone investigation and obscured the information related to his identity.
