Investigative Report on the Persecution of Falun Gong by Su Denglin

2009 – Present: Deputy County Chief of Dianjiang County, Secretary of the Political and Legal Affairs Commission, Executive Deputy County Chief and Deputy Party Committee Secretary of Dianjiang County in Chongqing City[1]

Note: The Political and Legal Affairs Commission and the 610 Office are the commanding and executive agencies of the CCP's persecution of Falun Gong.

 

Major crimes

During his tenure in Beibei District and Dianjiang County in Chongqing City, Su Denglin actively followed former Chinese Communist Party (CCP) leader Jiang Zemin’s policy of persecuting Falun Gong, namely, to “Ruin their reputations, bankrupt them financially, and destroy them physically.” He has caused great harm to the people of Beibei District and Dianjiang County.[2] Su Denglin assumes primary responsibility for persecuting Falun Gong practitioners to disability and death in his jurisdiction during his tenure.

From July 2001 to November 2004, Su Denglin served successively as Deputy Director of the 610 Office, Deputy Secretary of the Political and Legal Affairs Commission, and Director of the Comprehensive Management Office of Beibei District, Chongqing City. During his tenure, Su Denglin incited local organizations, factories and other businesses to report known Falun Gong practitioners to the authorities, which would lead to abduction and persecution. He ordered officials from the public security bureau, as well as the prosecutive, legislative, and judiciary divisions, to harass and persecute Falun Gong practitioners. There were 34 occurrences when Falun Gong practitioners’ homes were searched, and property was confiscated. They were abducted, taken to police stations, persecuted 47 times; kidnapped, taken to detention centers, and persecuted 53 times; kidnapped and taken to labor camps where they were persecuted 12 times; and sent to brainwashing centers for persecution 11 times. They were illegally sentenced 14 times. Five Falun Gong practitioners, Chen Xiaoxia[3], Zhou Xuanhua,[4] Gao Zehuai, Zhou Xinglan, and Wang Yuanxiu were persecuted to death. One person was persecuted to the point of insanity.[5]

 

I. Comprehensive Persecution of Falun Gong practitioners

In February 2001, Ms. Tang Shirong, a Falun Gong practitioner in the Shapingba District of Chongqing City, was abducted by police for talking to people about the persecution of Falun Gong and sent to Beibei Detention Center. She was persecuted there for half a year. She was forced to do slave labor every day and was fed rotten food. Owing to poor sanitation conditions in the cell, she and her cellmates developed very itchy scabies all over their bodies. Later, she was kidnapped and taken to a labor education camp for two years.[6]

On February 23, 2001, Falun Gong practitioner Mr. Zhang Jun was tricked into meeting with his company’s CCP committee secretary. From there, he was abducted by the police and interrogated while handcuffed to window bars in the police station. A group of policemen beat Zhang Jun’s face and eyes with a newspaper; Zhang was immediately brought to tears from the pain. He was pushed into a small cage-like room less than one square meter at night. The next day, Zhang Jun was taken to Beibei Detention Center where he was forced to do slave labor such as folding paper bags. If substandard bags were made, he would be forced to swallow a mixed glue paste. One year later, the Beibei District Court sentenced Mr. Zhang Jun to five years in prison. In March 2003, he was abducted and persecuted in Chongqing Yongchuan Prison. His employer immediately fired him.[7]

On September 29, 2001, the new director of the 610 Office of Shuitu Town of Beibei District, Chongqing City led some people to abduct four female Falun Gong practitioners, including Sun Xiaoli, Li Jinfang, and Yin Chengqiong from their homes and send them to a brainwashing class for persecution. The brainwashing class locked the rooms where Falun Gong practitioners were held with iron gates. Each Falun Gong practitioner was forced to move and sleep in locked rooms and was monitored 24 hours a day. On October 24, 2001, the director of the 610 Office closed the only window in the brainwashing class. Falun Gong practitioner Huang Zhongqing expressed his frustrations and was struck in the neck by the brainwashing class’s director, which caused Huang's neck to become so swollen that he was unable to eat.[8]

On September 29, 2001, in order to persecute 60-year-old female Falun Gong practitioner Ms. Tang Tianzhen, the head of the 610 Office said to Ms. Tang’s family and her employer that she had to take part in a company activity for a few days. In reality, Tang Tianzhen’s employer sent her to a brainwashing class at a nursing home. Tang Tianzhen was illegally detained there for 8 months.[9]

 

II. Cases of deaths caused by persecution

Case 1: Falun Gong practitioner Gao Zehuai was persecuted to death

Gao Zehuai, female, 51-years-old, was abducted and illegally detained in Chongqing Maojiashan Labor Camp in 2000. She was forced to stand for long periods of time, not allowed to sleep, had to run for long periods of time, and not allowed to drink water. After returning home in October 2001, she was still under surveillance and harassed. She died in 2002.[10]

Case 2: Falun Gong practitioner Zhou Xinglan was persecuted to death

Zhou Xinglan, female, 50-years-old. Since the CCP began its persecution of Falun Gong on July 20, 1999, 610 Office personnel often came to her home to forcibly brainwash her. She was unwilling to compromise and give up her faith. As a result, she was regularly beaten and scolded and not allowed to read Falun Gong books and practice the exercises. Zhou Xinglan was persecuted to death in June 2002.[11]

Case 3: Falun Gong practitioner Wang Yuanxiu was persecuted to death

Wang Yuanxiu, female, 54-years-old, was abducted by police while Falun Gong practitioners gathered to read the practice’s teachings on July 10, 2002. She was detained for 15 days then was sent home. After that, she was harassed by personnel of the local Political and Legal Affairs Committee, the 610 Office and police officers for a long period of time. She lived in prolonged fear and suffered great physical and mental injuries. She died in April 2006.[12]

 

III. Cases of mental disorder caused by persecution and persecution at psychiatric hospitals

Case 1: Li Jifeng was persecuted to insanity

Li Jifeng, female, 50-years-old, went to Beijing to petition the CCP to stop the persecution twice after it began in 1999. She was persecuted to insanity at a re-education through labor camp. In May 2003, Li Jifeng was abducted again by the police and persecuted in a brainwashing class. During that time, she was beaten and kicked by her captors and received hundreds of slaps. They beat her hands with a plastic bottle filled with water and hung her on the window with her arms and legs spread far from each other. Using these methods, they tried to force her to give up practicing Falun Gong. Failing to achieve their goal, the police sent Li Jifeng to Beibei Detoxification and Detention Center for continued persecution. She was sentenced to eight years prison in December 2004. She was illegally detained at the Yongchuan Women's Prison and was tortured with a variety of tools to the point she was skinny and unconscious.[13]

Case 2: Huang Xia was kidnapped and persecuted at a mental hospital

Falun Gong practitioner Huang Xia, female, was forcibly sent to a psychiatric hospital for persecution from January to July 2002. After being injected with unknown drugs, she often lost consciousness.[14]

Case 3: Wu Hongmei was sent to a psychiatric hospital for persecution twice

Wu Hongmei, female, 33-years-old. She went to Beijing six times to petition for an end to the persecution of Falun gong and was abducted by the police. She was badly beaten and illegally detained at Beiquan Mental Hospital in Beibei District. In the psychiatric hospital, she was forcibly given medicine and injected with drugs that destroy the central nervous system. In December 2003, Wu Hongmei was released. After returning home, local police officers still frequently harassed her. Wu Hongmei fled her home to escape persecution.[15]

IV. Torture and heavy sentence

Case 1: Yuan Zhiqiang was illegally sentenced to re-education through labor

Yuan Zhiqiang, male, 54-years-old, was illegally sentenced to re-education through labor between 2000 and 2002 and was granted medical treatment outside the labor camp in April 2002. He was abducted in May 2003 and illegally detained in a detention center for more than a year. He was severely persecuted and developed a lung infection. The 610 Office ordered the court to sentence him to nine years in prison. In 2004, he was transferred to a prison in Chongqing City where he continued to suffer persecution.[16]

Case 2: Liu Fanqin was persecuted and disabled

Liu Fanqin, female, was illegally searched home and abducted to a secret location and tortured on June 21, 2003 after she exposed the rape case of graduate student and Falun Gong practitioner Wei Xingyan by police in a detention center. After being continuously shackled for more than 30 hours, she had severe pain and lost consciousness multiple times. Her upper limbs were disabled as a result. Then she was detained at the Dadukou detention center. In March 2004, Liu Fanqin was sentenced to nine years in prison. She was illegally transferred to Yongchuan Women's Prison on August 4, 2005 where her persecution would continue.[17]

Case 3: Persecution of Falun Gong Practitioner Zhang Peijin of Beibei District, Chongqing City

Zhang Peijin, male, in his 40s, was illegally sentenced to re-education through labor for two years from August 31, 2000 to 2002. He was abducted again on August 19, 2004 and sentenced to eight years in prison on December 18, 2004. Since Zhang Peijin resolutely resisted persecution in the detention center, he was force fed; the torture brought him to the brink of death. He was then released for medical treatment. More than ten days later, the police suddenly broke into Zhang Peijin's house to arrest him. At the same time, they announced that Zhang was sentenced to eight years in prison and Zhang Peijin's family was not allowed to appeal. He was illegally detained in Yongchuan Prison.[18]

 

V. Persecution in Dianjiang County, Chongqing City

From January 2012 to January 2016, Su Denglin served as a Standing Member of CCP Committee of Dianjiang County in Chongqing City, the Deputy Secretary of the CCP Committee of the county, the Executive Deputy Head of the county government, and the Secretary of the Political and Legal Affairs Committee. He continued to implement Jiang Zemin's persecution of Falun Gong and forced the Dianjiang County government, the personnel of prosecutive, legislative, and judiciary divisions to harass and mutilate Falun Gong practitioners in his jurisdiction.

On October 14, 2014, Cheng Defu, a 67-year-old Falun Gong practitioner, was abducted by police who illegally broke into his house. His home was forcibly searched and photographed. Then Cheng Defu was detained at Dianjiang County Detention Center. On November 13, the same year, he was taken to a brainwashing class in Chongqing City for persecution for 21 days.[19]
