Main Crime
During his time as the Director of the Public Security Bureau and deputy mayor, Peng Kang tried his best to execute the CCP’s policy of persecuting Falun Gong. He led the Public Security Bureau and National Security Bureau, sent local policemen to kidnap Falun Gong practitioners, illegally confiscated possessions, and illegally detained and persecuted Falun Gong practitioners. He was responsible for 11 Falun Gong practitioners being illegally sentenced to jail. Zhang Tianyu, Hu Yunhuai, and several other Falun Gong practitioners were persecuted to death. In 2010, national security policemen kidnapped Falun Gong practitioners and sent them to brainwashing classes in accordance with orders from the 610 office. When Peng Kang was the secretary of the Political and Legal Committee of Xichang city, at least 48 Falun Gong practitioners were kidnapped by national security policemen, at least 26 Falun Gong practitioners were illegally detained, and four Falun Gong practitioners were illegally sentenced. As Director of Public Security and Secretary of the Political and Legal Committee, Peng Kang is fully responsible.
When Peng Kang was Deputy Secretary of the Liangzhou Political and Legal Committee and director of the Comprehensive Management Office, he directly led the “Sharp Vision Project” (Video Surveillance System) in Xichang city and “Network Surveillance” in Liangzhou county. Since July 2019, several Falun Gong practitioners were kidnapped because of the “Sharp Vision Project” in Xichang city. Peng Kang should take full responsibility for this matter.
Select Persecution Cases Collected When Peng Kang Was in Xichang
1. Several Falun Gong practitioners were kidnapped in 2008 under the guise of “protecting Olympic safety”
On the afternoon of July 12, 2008, several policemen kidnapped 16 Falun Gong practitioners who went to Zhang Shaohui’s home for group reading and experience sharing. Most of them were in their 60s to 80s. Among them, Zhang Tianyu got very sick and was sent back home. Out of fear, she left Xichang city to avoid persecution. In September 2009, Zhang Tianyu passed away as a result of the persecution. Another Falun Gong practitioner, Wu Cailian refused to answer questions when she was illegally interrogated by national security policemen. Policemen beat her up, choked her using both hands, and yelled at her to answer questions. Zhang Shaohui was also beaten by policemen when she was illegally interrogated.
2. Hu Yunhuai was persecuted to death when she was in the detention center
Hu Yunhuai, a female Falun Gong practitioner, was 54 years old. On May 7, 2010, when she went to pick up her grandson, she was illegally arrested by policemen and detained. On September 20, she was illegally sentenced by the court of Xichang city. During her detention period, policemen took her dentures away by force. The food at the detention center was cold and hard to chew. Hu Yunhuai had a hard time eating and starved as a result. Since she was persecuted in multiple ways, her weight dropped from over 50 kilograms to under 35 kilograms. On October 21, Hu Yunhuai was persecuted to death in the detention center. On December 13, her body was cremated by the Public Security Department against her family’s wishes.[3]
3. Four local Falun Gong practitioners were sentenced heavily; lawyer claims it a rare occurrence nationwide
In September 2009, Gao Deyu, female, 72-year-old; He Zhengqiong, female, 47-year-old; Cheng Donglan, female, in her 60s; He Xianzhen, female, in her 60s, were arrested for telling people about the persecution. On September 14, 2010, they were sentenced by the court in Xichang city despite insufficient evidence. Gao Deyu was sentenced to 12 years; Cheng Donglan was sentenced to 10 years; He Xianzhen was sentenced to 10 years; He Zhengqiong was sentenced to 7 years. Their lawyer claimed that this rarely happens nationwide. When He Xianzhen was in court, she revealed that policemen beat her when they interrogated her, resulting in an inability to raise her arms and causing her constant pain. He Zhengqiong has been persecuted into insanity, and He Xianzhen has been persecuted to death.
4. Li Yingqiong and Zuo Yonghong were sentenced to seven years; two complete families were torn apart
On the early morning of July 25, 2008, Falun Gong practitioners Li Yingqiong and Zuo Yonghong were kidnapped by policemen simultaneously. In April 2009, Li Yingqiong and Zuo Yonghong were sentenced to seven years in prison. Li Yingqiong’s mother, who was almost 90 years old, could not endure this cruelty and passed away in grief and indignation. Zuo Yonghong’s husband, who had been suffering from an incurable disease, was sent to the hospital because of grief and fear.[4]
5. Practitioners were sentenced to five years in jail because of one DVD
Falun Gong practitioners Lu Yuancui and Xia Huiqiong attended a wedding on January 7, 2010. Because they gave another person a DVD about Falun Gong, they were kidnapped by local policemen and illegally detained. On September 10, 2010, both were illegally sentenced to five years in prison by the court of Xichang city.[5]
6. Peng Kang directly participated in kidnapping retired female teacher
On the morning of May 25, 2010, Falun Gong practitioner Song Pingxiu was kidnapped from her home and sent to a brainwashing class in Xiling town. The people who directly participated in her kidnapping include Peng Kang (the director of Public Security of Xichang city) and the policemen of the National Security Team of Xichang city. [6]
7. Multiple Falun Gong practitioners were kidnapped and persecuted in brainwashing class
On September 27, 2010, Falun Gong practitioner Zhang Yi was kidnapped by policemen of the National Security team while he was in his office. At the same time, policemen kidnapped Li Zhonghua, Guo Hongping, Guo Bin, Liao Ancai and XU Shaoqiong. All these Falun Gong practitioners were sent to a brainwashing class in Xiling district, Xichang city for persecution.
8. Non-Local Falun Gong practitioners Su Lijuan and Feng Juan were illegally sentenced heavily
On May 11, 2010, Falun Gong practitioners Su Lijuan, female, in her 40s, and Feng Juan, female, in her 30s, were kidnapped by National Security policemen in Xichang City because they sent Falun Gong text messages. On September 19, 2010, Su Lijuan was sentenced to six years in prison and Feng Juan to five years. Feng Juan was persecuted to death in February 2018.
9. Fan Yinzhi in Her 70s Was Illegally Sentenced to Seven Years
On May 17, 2013, Fan Yinzhi, 71 years old, was kidnapped along with ten other Falun Gong practitioners in their residential area. While he was in the detention center, Fan Yinzhi was tortured so much that a previously cured disease reoccurred. His health became critical. In October 2013, Fan Yinzhi was illegally sentenced to seven years in prison. Because of his health, he was allowed to stay outside jail.[7]
10. Twenty Falun Gong practitioners were kidnapped, three of whom were sentenced to three years
On January 28, 2015, right before Chinese New Year, more than 20 Falun Gong practitioners from Xichang City were reading and sharing experiences together. They were all kidnapped by policemen. Seven of them were illegally detained. Zhang Yi, Liao Ancai, and Guo Bin were sentenced to three years and fined 10,000 yuan. All three of them suffered cruel bodily tortures and mental persecution.[8]
11. Full use of internet to monitor and kidnap Falun Gong practitioners
“Sharp Vision Project” (Video Surveillance System) and “Network Surveillance,” both created in the name of comprehensive governance, were actually used to monitor everyday people. Since July 14, 2019, a series of kidnaps aimed at Falun Gong practitioners took place in Xichang City. The policemen relied on the “Sharp Vision Project” (Video Surveillance System) to kidnap them. Face recognition cameras were all over the streets and detected Falun Gong practitioners’ whereabouts. So far, Zhou Xianrong and Luo Minchun have been illegally detained at the detention center in Liangshan county. Xu Shaoqiong and Yu Hongying were illegally detained at the detention center in Xichang City. All four of them were illegally arrested.[9]
