Jiang Qiqiong is a member of the Communist Party of China. From 2000 to 2007, Jiang Qiqiong was appointed as senior staff member at the Shanghai Women's Labor Camp and the deputy captain of the 5th Team (“Falun Gong Special Discipline Team”).
In June 2007, she became a member of the Shanghai “610 Office,” the illegal commanding organization established by the Chinese Communist Party for persecuting Falun Gong practitioners, and a member of the “Shanghai Anti-Cult Association.” The China Anti-Cult Association is the main accomplice and implementer of Jiang Zemin’s crime of mass extermination of Falun Gong practitioners. It was established on November 13, 2000. Thereafter, the association quickly established corresponding organizations in all provinces, cities, and even enterprises and schools across the country. It incites people from all walks of life to participate in activities designed to the persecute and transform Falun Gong practitioners.
In 2008, Jiang Qiqiong served as Director of the Legal Education Center of the Shanghai “610 Office” and Principal of Shanghai Brainwashing Class. In recent years, she established the “Jiang Qiqiong Model Worker Studio”[2] which specializes in persecuting Falun Gong. Since 2015, she has trained and educated members of the “610 Office” from all over Shanghai, from Zhejiang province, and from other provinces.
She is currently the deputy director of the Propaganda and Education Division of the Shanghai “610 Office.”[3]
The CCP’s persecution of Falun Gong is a persecution of faith. It strives to force Falun Gong practitioners to abandon their beliefs. The CCP calls this process “educational transformation”, but in actuality, it is “brainwashing.” The following is Jiang Qiqiong's active implementation of the CCP's persecution, which takes transforming Falun Gong practitioners as its main goal. For her duties in these roles, she has been awarded the “National Labor Reeducation System Individual Expert” award by the Labor Re-education Bureau of the Ministry of Justice in 1999, the “Shanghai Model Worker” award in 2000,[4] the “Shanghai Advanced Female Model Worker” award in 2001, the “National Advanced Worker” award in 2005,[5] and the “Labor Reeducation Police Education Transformation Expert” award by the Labor Reeducation Bureau’s Ministry of Justice in 2005. In addition, she has been awarded the title of “Individual Education Expert” by the Labor Reeducation Bureau many times. These awards are evidence that Jiang Qiqiong actively persecuted Falun Gong practitioners.[6]
Major Crimes
Since the inception of Jiang Zemin’s persecution of Falun Gong on July 20, 1999, Jiang Qiqiong has done her utmost to participate in the persecution of Falun Gong practitioners and became both a tormentor and a facilitator. She spent a lot of time researching the countermeasures and means for persecuting Falun Gong practitioners. Nearly every persecution and torture method suffered by the hundreds of Falun Gong practitioners in the brainwashing centers was formulated by Jiang Qiqiong herself.
- Persecution Facts in the Shanghai Women’s Labor Camp
Shanghai Women's Labor Camp (also known as Shanghai Qingsong Women's Labor Camp) was the first base in Shanghai to enforce the persecution and brainwashing of Falun Dafa practitioners.[7] From 2000 to 2007, Jiang Qiqiong was appointed as senior staff of the Shanghai Women's Labor Camp, and deputy captain of the 5th Team (“Falun Gong Special Discipline Team”).[8] In the early years of the persecution, Jiang Qiqiong often visited labor camps and prisons located in Beijing, as well as in north China and other areas where the persecution of Falun Gong practitioners is severe. When she returned from these visits, she intensified the persecution of Falun Gong practitioners and threatened to revoke the release of practitioners, and even sentence the practitioners if there was no transformation. Jiang Qiqiong often said, “Do you not realize? If you don't give up your practice, you will not have a good end! Your reputation will be ruined, you will be monitored 24 hours a day; you’ll be economically ruined, you won’t be able to find a job because no one will hire you, and your previous employer also won’t keep you; you’ll be expelled! Those who are retired won’t get their retirement wages! They will be physically eliminated, and resolutely and completely repressed for their stubbornness!”[9]
Beginning in 2000, Jiang Qiqiong spent a lot of time studying the methods for persecuting Falun Gong practitioners and wrote papers such as “Falun Gong Practitioners' Psychological Analysis and Corrective Countermeasures and Reflections” and went on to submit the paper in a competition of the CCP's labor camp system. She also fabricated Falun Gong scriptures in order to deceive Falun Gong practitioners. Jiang Qiqiong often visits the website Minghui.com to read the scriptures written by Falun Dafa founder Mr. Li Hongzhi, as well as the cultivation sharing articles of Falun Gong practitioners. She then uses this information to intentionally and deliberately distort and slander the scriptures.[10]
Jiang Qiqiong also used “Psychological Tackling Tactics” and even physical torture to force Falun Gong practitioners to abandon their cultivation practice. No matter their age, practitioners are forced to participate in slave labor for 15 to 16 hours every day. Many practitioners suffer great physical and mental distress in this way, and some are even persecuted to death. According to incomplete statistics, during Jiang Qiqiong’s tenure, Ma Guilin, Pan Suofeng and Li Limao were all persecuted to death, Chen Wenying and Li Xiaoying were persecuted to the point of developing mental disorders, and many Falun Gong practitioners suffered intense and cruel forms of torture.
Falun Gong practitioner Ma Guilin, female, 61 years old, was kidnapped by the police for sharing the truth about Falun Gong with people. She was sent to the labor camp for a term of 1.5 years prior to New Year's Day in 2001. While in the labor camp, she was persecuted for more than eight months, which finally lead to a critical illness. She was examined by a doctor and found to have late stage liver cancer. Later, fearing that she would die in the camp, they let her go home, but still arranged for a neighborhood committee and police officers to harass her at home. In the early morning of December 1, 2002, Ma Guilin passed away due to her failing health.[11]
Falun Gong practitioner Ms. Pan Suofeng, 42 years old, was kidnapped in November 2000 while distributing truth materials, and was illegally detained for fifteen months at the Shanghai Women's Labor Camp. During this illegal detention, her symptoms of stomach disease that had disappeared since practicing Falun Gong, recurred and became quite serious. The labor camp knew that Pan had cancer but refused to release her. In the end, Pan Suofeng died on July 20, 2006.[12]
Falun Gong practitioner Chen Wenying, female, 40 years old, was transferred to a labor camp for a term of 1.5 years following her petition to Beijing in July 2000. Chen Wenying was forced to write a statement renouncing her practice of Falun Gong every day while in the labor camp. She was subjected to corporal punishment if she refused. Her most common punishment was standing in the corner of a wall, where she would be handcuffed for seven days in a row, and sometimes more. During her punishment, she was fed by others, and her handcuffs would not be removed, even if she needed to use the bathroom. The labor camp refused to allow Chen Wenying's family members to see her for four months. In the end, Chen Wenying was rendered unconscious and mentally incapacitated.[13]
Falun Gong practitioner Li Xiaoying was kidnapped by the police after they broke into her house in April 2001. She was then illegally sent to labor camp for two years. During her time in the labor camp, Li Xiaoying was kept jailed in a small space, and was hung up and severely beaten for fifteen days in a row. This torture did not stop even when she needed to use the bathroom. Under the instigation of camp wardens, the prisoners beat her and stuck her throat while she slept at night. She was forced to do slave labor and was punished by being forced standing for long periods of time, late into the night. The wardens also forcibly fed her an unknown drug which left her mentally incapacitated.[14]
Falun Gong practitioner Guan Longmei was brutally persecuted by Jiang Qiqiong and others during her detention in labor camps in 2001. She was hung from a window during her time there in late November. The wardens instructed drug addicts to open the window and expose her to the cold wind. In order to prevent her from speaking out, they stuffed her mouth with stinky socks and rags. She was then bound to a bed for more than twenty days and forced to watch various videos and read books which slandered Falun Dafa. She was then made to write her thoughts in a report. Guan Longmei was also forced to sit or stand for extended periods of time, in addition to being subjected to slave labor.[15]
2. Facts of Persecution at the “Shanghai Legal Education School” (Brainwashing Class)
The “Shanghai Legal Education School” is directly operated by the Shanghai Politics and Law Committee and the “610 Office.” It is the collective base for brainwashing classes of Falun Gong practitioners. The Shanghai “610 Office” makes use of the name “legal education” to openly and arbitrarily kidnap, detain, brainwash, and transform local Falun Gong practitioners. It postpones the release of practitioners who have been illegally detained, up until the time of their sentence expiration, in labor camps and prisons if they have not yet been transformed.
Since 2008, when Jiang Qiqiong was appointed director of the “610 Office” (Prevention Office) Legal Education Center in Shanghai and made principal of the Shanghai Brainwashing Class, nearly every persecution and torture method suffered by Falun Gong practitioners in the brainwashing classes was formulated by Jiang Qiqiong herself. Falun Gong practitioners are criticized and threatened all day, every day. In this environment, people are not afforded any human dignity, and are forced to make painful choices between their freedom and their faith. 14
Some Falun Gong practitioners have been persecuted to the point of being mentally incapacitated, and some have suffered serious deterioration in their health. For example, in August 2012, Yu Jingyan was kidnapped and forced into the brainwashing class. She was released at the end of the year, however, immediately upon her release, symptoms of a cerebral thrombosis developed. She was treated in the hospital for half a month, but in the end, her body was left partially paralyzed. [16]In October 2012, Zhou Xianwen was diagnosed with heart disease following twenty-four days of persecution in the brainwashing class, In April 2010, after eighty-seven days of mental torture in the brainwashing class, Wang Yijin suffered a heart attack and was sent to Qingpu Central Hospital for emergency treatment.[17]
Zhang Shuqin is a Falun Gong practitioner from Xuhui District. At the end of 2011, the Shanghai “610 Office” instructed the Shanghai legal education school (brainwashing class), Jiang Qiqiong and others to go to Zhang Shuqin’s place of employment, where they forced her to attend the brainwashing class twice a week, for more than a month. Her body and mind suffered greatly, and deteriorated significantly, as a result.[18]
In October 2012, Wu Liyou, a Falun Gong practitioner from Hongkou District was kidnapped and taken to the Shanghai Brainwashing Class for persecution. In order to force Wu Liyou to abandon his cultivation and change his faith, his food was mixed with harmful drugs, causing his memory to slowly decline. Members of the “610 Office” often looked for Wu Liyou in order to “have a talk” with him and found that he still had righteous thoughts of cultivation, so they increased the dosage of drugs in his food. When Wu Liyou returned home one month later, he was disorientated because of the poisonous drugs, his memory was severely diminished, and there were red dots covering his body, which were very uncomfortable and itchy.[19]
By the end of 2012, the Shanghai Brainwashing Class had illegally detained and persecuted more than 470 Falun Gong practitioners.[20]
3. Facts of Persecution after Serving as a Member of the “610 Office”
In June 2007, after Jiang Qiqiong was appointed as a member of the “610 Office” in Shanghai, she became more active in the persecution. During the October 1st festival period in 2007, she and other “610” members in Shanghai went to the homes of those practitioners who had been persecuted in the labor camps, to conduct so-called “return visits.” The main purpose was to investigate the ideological activities of practitioners and determine whether or not they still insisted on cultivation. The ultimate goal was to collect “evidence” and control the “state of mind” of Falun Gong practitioners in Shanghai, in an effort to further persecute Falun Gong practitioners.
To further the transformation and brainwashing of Falun Gong practitioners, Jiang Qiqiong specifically created the “Xiao Jiang Studio.” In the name of “psychological counseling” and “psychological coaching,” she used hypocrisy and lies to confuse and deceive practitioners, extending the crime of forcible brainwashing to communities and families, hence causing Falun Gong practitioners, who had once had a normal and harmonious life, to suffer unprovoked harassment and forcible renouncing of their faith.[21]
In May 2015, Jiang Qiqiong was named director of the Shanghai Legal and Education Center of the Prevention Office (“610 Office”). She went to Wuxi City, Jiangsu Province to “give lectures.” She instilled her vicious theory of transformation and methods of persecution into the local “610” members and members of the local community, harming even more people.[22]
