Since February 2010, Lv Feng has served as the executive Deputy Director of the Public Security Bureau in Siping City, Jilin Province and as Deputy Secretary of the Communist Chinese Party. Since June 2011, he has served as the Director of the Siping Municipal Public Security Bureau, a member of the party group of Siping’s Municipal Government, the Secretary of the party committee, the Deputy Mayor of Siping's Municipal Government, the Director of Changchun's Municipal Public Security Bureau, and as Party Secretary.
In October 2014, Lv Feng was appointed Director of the Criminal Investigation Branch of Jilin Province’s Public Security Bureau (deputy director level). In March 2016, Lv Feng was appointed a member of the Party Committee of Jilin Province’s Public Security Department. In April 2016, he served as the deputy director of Jilin Province’s Public Security Department and a member of the party committee.
Since December 2016, Lv Feng has served as the Deputy Director of Jilin Province’s Public Security Department, as a committee member of the party group, as the Deputy Mayor of Changchun’s Municipal Government, as a member of the party group, as the Director of Changchun’s Municipal Public Security Bureau, as the party secretary, and as the inspector general.[1]
Lv Feng oversees the Changchun Municipal Public Security Bureau and the Municipal Judicial Bureau (including Yingcheng Prison and the Municipal Labor Camp). He is responsible for contacting the Municipal Party Committee, the Municipal Intermediate People's Court, the Municipal Procuratorate, and the Municipal National Security Bureau.
Major Crimes
During his tenure, Lv Feng followed Jiang Zemin policies to persecute Falun Gong. He was the main planner, controller, commander, and promoter of the persecution of Falun Gong in Siping City and Changchun City. In his five years as the deputy director of the Jilin Provincial Public Security Department, three years as the deputy mayor of Changchun City, and three years as the public security chief, he commanded the public security officers to use police ambush tactics, tracking, stalking, mobile phone monitoring, network monitoring, illegal search and seizure, face recognition software, and other means to kidnap, imprison, sentence, persecute, and kill Falun Gong practitioners, while illegally confiscating their possessions. According to Minghui.com, the complete statistics are still being investigated but currently are as follows:
From June to December 2017, at least three Falun Gong practitioners in Changchun were killed and 32 were illegally tried in court and sentenced. 151 people were abducted; 25 of them were illegally arrested, and 230 were harassed.[2]
From January to June 2018, at least 24 Falun Gong practitioners in Changchun were illegally tried and sentenced to jail. 126 were abducted (8 of them were illegally arrested and 15 were illegally detained), 2 were forcibly displaced, and 21 were harassed.
From June to December 2018, the Changchun Municipal Public Security Bureau, the Political and Legal Committee, and the “610 Office” (an illegal organization that persecutes Falun Gong) manipulated some public security officers to participate in the persecution, resulting in 35 people being illegally tried and sentenced. Falun Gong practitioner Jiang Xiulian and another 15 people were illegally detained. At least 139 people, including Falun Gong practitioner Zheng Yidong, were kidnapped and 32 Falun Gong practitioners including Cong Yuhua were harassed. Among them, four elderly people over 75 years old, Li Qingxia (75), Song Zhaoheng (76), Liu Shuyan (76) and Xu Jingchao (85) from Yushu City (Changchun City) were kidnapped, illegally tried, and illegally sentenced for clarifying the truth on the street.
From January to March 2019, Falun Gong practitioner Zhang Yujie and 9 other people were illegally tried and sentenced. Song Zhaoheng was persecuted to death. 31 people, including Zhong Jianhua, were kidnapped, and among them, Liu Fengbao and six other people (14 more people by 2018) were illegally arrested and 12 people were harassed.
When Lv Feng was the deputy director of the Jilin Provincial Public Security Department in 2016, at least 24 Falun Gong practitioners, including Wang Shuying, were illegally sentenced or endured illegal trials. 25 people such as Chen Wei were illegally arrested or detained for long periods of time, 276 people, including Guo Yanxiang, were kidnapped, and 10 other people, including Yu Dezhen, were repeatedly harassed.[3]
Death by Persecution Cases
Case 1: On May 26, 2012, Liang Xiaoguang was kidnapped by the Siping Sunshine Police Station. The Tiexi Branch of the Siping City Public Security Bureau and the police station illegally gained access to his home without consent and conducted a search and seizure on his personal items. Liang Xiaoguang was kidnapped and taken to the Siping City Detention Center. The detention center did not allow family members to visit or bring daily necessities to Liang Xiaoguang. At 4PM on November 23, 2012, the detention center informed his family that Liang Xiaoguang had died of lung adenocarcinoma and had been cremated.[4],[5]
Case 2: On June 16, 2017, Yu Guixiang, a Falun Gong practitioner from Jiutai City, Changchun, was kidnapped by the police and illegally detained in the Jiutai Majiagang detention center. On the evening of June 20, Yu Guixiang was persecuted to death in the detention center at the age of 65.[6]
Case 3: On August 27, 2018, Song Zhaoheng, a 76 year old Falun Gong practitioner from Yushu City, Changchun, and Falun Gong practitioner Liu Shuyan were kidnapped by the National Security Police while clarifying the truth about Falun Gong on the street. They were illegally interrogated and detained at the Yushu detention center. On November 16, 2018, Song Zhaoheng was illegally tried in court. On January 14, 2019, Song Zhaoheng’s case was reviewed and he was sentenced. He was persecuted to death that afternoon.[7],[8]
Case 4: Since the beginning of 2019, Changchun Qinghe Street police station has repeatedly abducted Falun Gong practitioner Zhang Yuanyuan and illegally searched her home. Because Zhang’s blood pressure was too high, the detention center refused to keep her several times, but the police officers still did not give up, continuously harassing her and extorting money from her husband. They extorted 5,000-yuan RMB as a “security deposit” from her husband. Later, they kidnapped her and sent her directly to the procuratorate. The procuratorate gave Zhang a “Notice of Extension of Examination and Prosecution Period (Replica).” The police threatened her and told her that during the 15-day period, she was not allowed to go out. She needed to be immediately compliant if the police knocked on the door. If she didn’t open it, the police would to detain her. On July 1, Zhang Yuanyuan was kidnapped and taken to court by the police. When her son picked her up in the afternoon, she could not speak anymore. She died afterward in the emergency room. [9]
Case 5: Zhang Jingquan and his wife Liu Jinru, Falun Gong practitioners from Lishu County, Changchun, were kidnapped and burglarized by the local national security police in June 2016. The police stole nearly 190,000-yuan cash from the couple. On that day, his wife Liu was severely injured by the police. Her body was beaten bloody, and three of her Achilles tendons and one nerve was torn. On the evening of October 22, 2018, she was persecuted to death. Zhang Jingquan was secretly sentenced to 8 years and 6 months in prison and was abducted and taken to Gongzhuling Prison in April 2017. He was never contacted about his wife’s death.[10],[11]
Case 6: Wang Qijia, a Falun Gong practitioner from Changchun City, was kidnapped, and his possessions were illegally searched and seized by the police on March 9, 2016. He was detained for 10 days and his son, Wang Ge, was sentenced to three years and six months in Gongzhulin Prison. After Wang Qijia was released from the detention center, he was constantly harassed, monitored, and intimidated by police officers and community members. His body and mind were greatly affected and he was persecuted to death at the age of 71 on November 22, 2017.[12],[13]
Illegal Arrest Cases
Case 1: On June 5, 2011, Feng Kui (aka Feng Kuiwen), Song Xiuwei, Song’s wife, and two other Falun Gong practitioners were distributing Falun Gong materials to people at the market in Siping, Gongling City when they were kidnapped by dozens of undercover police men. Fen Kui was chased by the policemen. After being forced into a dead end, the police threatened to shoot him in the head. Feng Kui was stunned after being hit. His ears, face and neck were all covered by blood. Since then, Feng Kui has been held in the detention center, mostly in solitary confinement. His wife, Song Xiuwei, and the other two Falun Gong Practitioners were also abducted. The police controlled, tracked, and intimidated Feng Kui’s family. On November 21, 2011, the court sentenced Feng Kui to life imprisonment for intentional homicide. Song Xiuwei was sentenced to five years in prison. The other two Falun Gong practitioners were sentenced to five years and three years inprison respectively.[14]
On January 14, 2012, the Changchun City CCP mouthpiece media “City Evening News” falsely reported that when the police arrested him, Feng Kui stabbed two public security personnel and one bystander.[15]
Case 2: On September 13, 2017, Li Guojun, a Falun Gong practitioner from Songyuan City, was kidnapped and beaten while looking for a job at Changchun City. His eye bone was fractured. In order to cover up the beatings, the police illegally arrested Li Guojun. When Li Guojun’s wife, Wang Shuhua, and his sister Wang Shufen went to the police station to bring him back, they were illegally detained for two days. After Wang Shufen was released, Wang Shuhua was illegally arrested and sentenced to nine years. She was sent to prison on June 4, 2018 and continues to be persecuted to this day.[16]
