Investigative Report on the Persecution of Falun Gong by Meng Youzhu

December 2016 – Present: Secretary of Jinchang City’s Political and Legal Committee, and Director of the “610 Office.”
Notes: The Political and Legal Committee and the “610 Office” are the commanding organizations for the Chinese Communist Part, or CCP, that carry out persecuting Falun Gong. [1][2] Meng Youzhu committed serious crimes against Falun Gong practitioners during his term in the office. The following are only a few examples.
Major Crime
According to statistics from the Minghui website, Falun Gong practitioners in Jinchang City were persecuted most severely during the period when Meng Youzhu worked for Yongchang County Government. Many Falun Gong practitioners were kidnapped, harassed, and illegally sentenced to forced labor camps and prisons. Some were persecuted to death. Meng Youzhu is fully responsible for these crimes.
At about 5AM on March 7, 2002, under the direction of the Yongchang County Political and Legal Committee and the “610 Office,” the National Security Police of Yongchang County began illegally arresting local Falun Gong practitioners. 57 Falun Gong practitioners were arrested that day.[3]
On May 14, 2002, under the direction of the Yongchang County Committee, almost all police officers and some government officials in Yongchang County formed a large persecution team. They held a “public arrest and trail meeting” at Yongchang County Lighting Stadium. More than 20 Falun Gong practitioners were labeled with cards hanging from their necks and taken into the stadium by armed police. The Falun Gong practitioners were tied up with hands behind their backs and forced kneel in the center of the stadium, on display in front an audience of the city’s people. Then these practitioners, illegally labeled as criminals, were marched through the city by armed police for another display called “walk the streets and show the public.” Shortly after, 14 of the Falun Gong practitioners were sent off to First Labor Camp of Gansu Province.[4]
On September 18, 2002, under the command of the Yongchang County Party Committee and the “610 Office,” the Yongchang County Court illegally sentenced 13 Falun Gong practitioners to prison and labor camp terms. Eleven of the thirteen accounted for are: Zhang Yanrong, sentenced to 12 years. He was tortured to death on August 15, 2007,[5] Qin Dewu, sentenced to 12 years. Fan Yongcheng, sentenced to 12 years.[6] Hu Shangxue, sentenced to 12 years. Wang Zexing, sentenced to 10 years. He was tortured and persecuted to the point of mental illness. Yue Peifu, sentenced to 10 years, and tortured to death in October 2012.[7] Qin Jichang, sentenced to 10 years. Dai Dayi, sentenced to 8 years. Wang Zefang, sentenced to 8 years. Wang Yongfang, sentenced to 7 years. Yan Shengjie, sentenced to 3 years.
In addition, 18 more Falun Gong practitioners, such as Wang Zelan, are known to have been illegally sentenced to forced labor camps[8] under the Meng Youzhu’s direction of the Political and Legal Committee and the “610 Office.”
On December 28, 2005, Falun Gong practitioner Lei Zhanxiang was illegally arrested and sent to the Yongchang Detention Center while distributing truth clarifying materials, i.e. information explaining the true circumstances of the CCP’s persecution of Falun Gong. Upon order from the director of the Yongchang County Detention Center, Lei Zhanxiang was put on a torture device called a “bed board.” Her hands, feet, and entire body were tied the board. She could not move for two days and two nights. In April 2006, Lei Zhanxiang was sentenced to seven years in a prison.[9]
At the beginning of 2007, Yongchang County Committee held a special meeting on persecuting Falun Gong. They required that all civilian run enterprises in the county set up working groups, which were now to be led by the Secretary of the County Party Committee. The civilian members of the working groups were instructed to write and hang slanderous propaganda slogans to defame Falun Gong in the countryside; they also arranged night patrols to arrest Falun Gong practitioners spreading truth clarification materials at night. The civilian working groups were tasked with slandering and persecuting Falun Gong by spreading the propaganda of the CCP throughout the county. To expedite extermination of Falun Gong, Meng Youzhu wrote in a government work report that Falun Gong practitioners should be severely persecuted and threated to stop any promotion for the Chengguan Town Government of Yongchang County if “the Falun Gong issue could not be resolved” by the end of the year.[10]
On March 8, 2007, an 83-year-old Falun Gong practitioner, Zhao Guixiang, was illegally tried at Yongchang County Court. Zhao Guixiang was sentenced to three years in prison and then tortured to death on June 18, 2012.[11]
Falun Gong practitioner Mao Wei was a former engineer of Jinchuan Ni-Co Research and Design Institute. He was illegally arrested by the policemen from Jinchang City National Security Detachment on March 8, 2007. He was tortured by sleep deprivation for six consecutive days and nights. On November 27, 2007, he was sentenced to six years in prison at Yongchang County Court.[12]
Falun Gong practitioner Wang Zelan was persecuted to death in December 2008. From the time that the CCP began persecuting Falun Gong on July 20, 1999, many members of her family were severely tortured, including her husband Qin Jichang, her son Qin Dexin, her sister Wang Zefang, her brother-in-law Zhang Yanrong, her younger brother Wang Zexing, and her sister-in-law Wang Yongfang. They were either sentenced to prison or forced labor camp, tortured to death, or tortured and persecuted to the point of mental illness. Wang Zelan was illegally sentenced to two years in a forced labor camp before being tortured to death.[13]
Since May 2013, Meng Youzhu started to serve as the deputy mayor of Jinchang City and the Secretary of the Political and Legal Committee. He closely followed Jiang Zemin’s policy to persecute Falun Gong. On the evening of March 28, 2016, Tian Duojun, an elderly Falun Gong practitioner, was arrested by the police from Binhe Road Police Station for spreading truth clarifying materials. He was tortured and forced into a confession at the police station. His front teeth were broken by the police. After drinking water provided by the police, his central nervous system and organs began to fail. He passed away in extreme pain on December 10, 2016.[14] Another elderly Falun Gong practitioner, Shi Shenghe, was arrested by the police on February 4, 2017. In August 2018, she was illegally sentenced to 3 years and sent on probation for 3 years.
In the meantime, Meng Youzhu repeatedly slandered Falun Gong in his speeches, spread the propaganda of the CCP to deceive the public, and incited common people to hate Falun Gong thereby garnering public support for persecuting Falun Gong practitioners.
In March 2018, Meng Youzhu proposed at an anti-cult meeting of the leading Party and Government cadres of Jinchang City that, “all of our party members must recognize the true face of the cult organization. Every member of our party must become a leader of anti-cult activities.” More than 200 Party members listened to his speech. After the meeting, all attendees agreed that “as Party members and leading cadres, we have the political responsibility and leadership responsibility to comprehensively implement all anti-cult measures, take the lead in fighting the cult, and effectively improve the people’s understandings about the cult, build a defense line against the cult, and firmly control the thinking of common people about the cult. ”[15]
On July 19, 2018, at the People’s Cultural Square in Jinchang City, Meng Youzhu pointed out that “all levels and departments of the government should enhance the sense of responsibility for anti-cult work,” “severely crack down on the cult organization and protect the people from being hurt by the cult organization.”[16]
