Investigative Report on the Persecution of Falun Gong by Zhao Hongbo

Zhao Hongbo was born in September 1975 and is a member of Chinese Communist Party (CCP). She started to work for the police in 1996 and also worked for the First Detention Center of Anshan City, Liaoning Province for a period of time. After the Anshan City Women’s Detention Center was established, she became the director of the Detention Center.
Anshan City Women’s Detention Center accepts a large number of female detainees from nearby areas, such as Haicheng, Tai’an and Xiuyan. Some of these detainees are female Falun Gong practitioners.
Zhao Hongbo received many awards from the CCP. She received the Municipal Government Award and the Top Ten Outstanding Supervisory Police of Liaoning Province Award in 2009. In 2010, she obtained the Anshan Excellent Youth Award, and the "Public Star" award of the Anshan City Police Department. In 2011, she was one of the top ten female police officers in Liaoning Province, among other provincial awards. [1][2]
After being appointed as the director of the Anshan City Women’s Detention Center, Zhao Hongbo followed Jiang Zemin’s persecution policy against Falun Gong practitioners strictly. She tortured Falun Gong practitioners mentally and physically, including beatings, forcing them to sit on a bench for a long time, stripping their clothes, insulting them and force-feeding them. Her direct acts of persecution caused the death of Falun Gong practitioner, Yu Baofang.
Crimes at the First Detention Center in Anshan City, Liaoning Province
Falun Gong practitioner He Xiaoqiu was from Fuxin City, Liaoning Province. She was illegally arrested by the police on March 19, 2002, and illegally detained in the First Detention Center of Anshan City. Because she refused to surrender her belief, she was often beaten by Zhao Hongbo and Wang Chen. Zhao Hongbo ordered the inmates to insult He every day. Moreover, Zhao Hongbo even took He into a male cell and told the the male prisoners to insult her. [3]
Crimes at the Women’s Detention Center in Anshan City
Case 1: Falun Gong practitioner Yu Baofang persecuted to death
Around 8 P.M. on the evening of July 4, 2017, Falun Gong practitioners Ms. Yu Baofang and Mr. Wang Dianguo (a married couple) were illegally arrested by the police. During the arrest, the police did not show any IDs or search warrants. After arriving at the Yongle Police Station, they were tortured during their interrogation. In the evening of July 5th, Mr. Wang was delivered to the Second Detention Center, and Ms. Yu was detained at the the Anshan City Women’s Detention Center. Their son Wang Yu and his aunt were sent to the Anshan City Detention Center. On July 17, only less than two weeks after being detained, Ms. Yu Baofang was persecuted to death in the Anshan City Women's Detention Center.[4]
Case 2: Tortures against Falun Gong practitioner Sun Min
Falun Gong practitioner Ms. Sun Min was originally a middle school teacher in Anshan City, Liaoning Province. On June 28, 2016, while Ms. Sun Min was walking out of her home, she was illegally arrested by the police and her home was ransacked. She was later detained in the Anshan City Women's Detention Center.
On July 12, 2016, Ms. Sun Min started a hunger strike to resist the persecution. Zhao Hongbo, director of the Anshan City Women's Detention Center, ordered the guards to force-feed Ms. Sun Min. The guards cuffed her hands and legs onto the ground so that she could not move at all and force-fed her. Under the orders of Zhao Hongbo and some other police officers, some inmates, including Li Nan, Zhang Huili, and Song Fuli, added stool and urine into the food force-fed to Ms. Sun Min. They pinched Ms. Sun Min’s nose and fed her the dirty food several times a day. When Ms. Sun’s lawyer found that she was covered with scars and bruises, he found Zhao Hongbo and questioned her. Zhao claimed that Ms. Sun Min’s bruises were caused by her low platelet count. Due to the long-term detention and persecution of the detention center, Ms. Sun Min’s weight was reduced from 55 kilograms to only 35-40 kilograms. [5][6]
Case 3: The persecution against Falun Gong practitioner Liu Suhuan
Falun Gong practitioner Ms. Liu Suhuan from Anshan City was 66 years old. On the afternoon of November 13, 2015, Ms. Liu Suhuan was kidnapped by the police while distributing Falun Gong materials to the public. She was then illegally detained in the Anshan City Women's Detention Center. In the detention center, she was persecuted for a long time and became very weak.
One of her legs became paralyzed. The family of Ms. Liu found Zhao Hongbo and requested medical treatment outside of the detention center. Zhao Hongbo rejected the request and said that "[Ms. Liu] cannot be released even with a broken leg." On September 19, 2016, Zhao Hongbo sent Ms. Liu Suhuan, who had a paralyzed leg and was unable to take care of herself, to the Liaoning Provincial Women's Prison for further persecution. [7]
Case 4: The persecution against Falun Gong practitioner Xing Dan
Falun Gong practitioner Ms. Xing Dan, was born in 1971. On July 21, 2014, Ms. Xing was kidnapped by the police for no stated reason at home and delivered to the Anshan City Women's Detention Center. In September 2014, Ms. Xing Dan was persecuted at the detention center to the point of developing a serious heart problem. In order to resist the persecution, Ms. Xing Dan started a hunger strike and was force-fed by the workers of the detention center.
On May 26, 2015, Zhao Hongbo tried to send Ms. Xing Dan to the Liaoning Provincial Women's Prison. The prison refused to accept her because she didn’t pass theor medical examination. On June 2, Zhao Hongbo forcibly delivered Ms. Xing Dan to Liaoning Women's Prison. After that, the workers of the prison hospital confirmed that several of Ms. Xing’s organs could have failures any time and could even cause death.
