Between 2011 and 2017, as Director of the 610 Office in Liaoning Province, Hong Liu specialized in the persecution of Falun Gong Practitioners. He is responsible for the persecution, torture, disabling, and death of many Falun Gong practitioners in Liaoning Province. Mr. Liu was arrested on March 1, 2001 and sent to Fushun Detention Center. He was transferred to Shenyang First Prison in June 2003. During his nine years of detention, Mr. Liu suffered brutal torture, sometimes to the point of passing out. He developed severe tuberculosis and diabetes in detention. [1] |

Arrested on April 20, 2004. Mr. Li was sentenced to 14 years in prison. During his sentence, Mr. Li was starved until he was emaciated, denied family visits, and tortured with electric batons. He spent a large portion of his time in solitary confinement. In 2012, he was taken to a secret place for “transformation” where he was brutally tortured. For more than a month, he was forced to sit on a small bench in the “stew the eagle” position, tied to rings in the ground with sharp stones placed under his body and hands and legs force apart. Arrested on July 26, 2009, Mr. Guo was sentenced to four years in prison. In 2010, he was transferred to Shenyang First Prison.
