Summary of Evidence
1.November 2000 – November 2003[2]
In November 2000, the Reeducation-through-Labor Center of Suihua City in Heilongjiang Province founded the Second Division with a designated task to persecute Falun Gong practitioners. YANG was appointed as the political director. During his tenure, YANG employed severe methods to torture Falun Gong practitioners detained there. Select examples are as follows:
In November 2002, during a “Critical Battle” launched to force Falun Gong practitioners to renounce their beliefs, over the course of ten days, YANG and other policemen, namely Zhonghai GAO, Xiaodong FAN, Lingjun ZENG, and Jian JI etc., tortured approximately 20 practitioners, including Yingkun PAN, Shuwen Li, Zhongliang REN, and others. The methods used included severe beating, electric shocking, hanging practitioners up on handcuffs, and sitting on the “Tiger Bench,”[3] among others.
In March-April 2003, during the implementation of “Operation Spring Thunder,” a campaign launched by China’s Central Reeducation-through-Labor System to mass-convert Falun Gong practitioners, YANG and others used various torture methods to persecute Falun Gong practitioners. The severe methods they used on Falun Gong practitioners included injecting sedatives, electric shocking, sitting on the “Tiger Bench,” forced pulling of teeth that are otherwise perfectly healthy, force-feeding human feces, and others. Yang also instructed six non-practitioner inmates, including Rong WANG, Chunli MA, and others, to beat Shufan ZHENG, a practitioner, incessantly until ZHENG was severely wounded.
Mr. Huailing GUO, a 60-year-old practitioner, was a resident of Taiyuan Village, Fengle Township, Jixian County in Heilongjiang Province. He was taken away from home by police of Fengle Township in March 2002 and detained in the Reeducation-through-Labor Center of Suihua City in Helongjiang Province during June-July 2002. In that time, he was brutally beaten by police of the Second Division. GUO was continuously tortured when he was moved to the third subdivision of the Second Division until he died on July 18, 2003. Mr. Zaixiang LIU was a Falun Gong practitioner from Qitaihe City. He was tortured while detained in the Second Division and died in October 2003. [5] [6]
While torturing Falun Gong practitioners, YANG shamelessly and openly declared “death is the only destiny if you don’t transform or denounce Falun Gong” and “there is an order from above – any method may be used to achieve the goal of transformation, and any deaths would be considered suicide.” 2
According to a report by CCTV, “Since he became in charge of the transformation work, YANG Bo, the political director of the Transformation and Education Division of the Reeducation-through-Labor Center of Suihua City, has used his spare time teaching himself psychology, pedagogy, and religious studies, etc. He has taken over 100,000 words of notes and put them to practice at work. In three years, he transformed over 100 Falun Gong followers.” The persecution of Falun Gong is the persecution of one’s belief; therefore transformation is at the core of the persecution. All practitioners who were tortured and even killed were those who refused to be transformed. [7]
2. September 2004 to present: Deputy Chief of Domestic Security, Division of Heilongjiang Provincial Public Security Department
Because of his performance in persecuting Falun Gong, YANG Bo was transferred to Heilongjiang Provincial Public Security Department and appointed as the Deputy Chief of Domestic Security Division, leading the persecution of Falun Gong practitioners in the whole province. YANG has since been involved in multiple incidences of mass arrests and persecutions of Falun Gong practitioners in Heilongjiang Province. Select cases are as follows:
On November 13, 2011, over 100 special force police were dispatched by Heilongjiang Provincial Public Security Department and Harbin Municipal Public Security Department. They traveled to Shaungcheng city, broke into the residence of a Falun Gong practitioner, and arrested 56 fellow practitioners who were there attending a cultivation experience sharing meeting. Thirty-six of them were illegally sent for Reeducation-through-Labor, and seven were illegally sentenced. Changjiang KANG, Baoqing YUE, Xiaoyan JIANG, and Xiaoping TIAN were sentenced for 14 years, Yanjie LUO was sentenced for 13 years, and Xin GE was sentenced for 11 years. [8] [9]
On the night of March 29, 2013, YANG participated in the mass arrest of Falun Gong practitioners, jointly executed by the police from Heilongjiang Provincial Public Security Department, Harbin Municipal Public Security Department, and Public Security Department of Yilan, Fangzheng, and Tonghe counties. Over 60 practitioners were arrested in this attack, 14 of whom were illegally sentenced – Shuqing FEI (64 years old) was sentenced for 13 years, while Zhikui MO and Huijuan Zhang were sentenced for 12 years. 2 [10]
On December 2, 2015, Seven Falun Gong practitioners in Dongning County were illegally arrested and detained. YANG was the officer in charge of this case. [11]
On October 28, 2015, Falun Gong practitioners who had been tortured in Qinglongshan Brainwashing School in Jiansanjiang, a branch of Heilongjiang Provincial Agricultural Reclamation Bureau, jointly filed a lawsuit against Qinglongshan Brainwashing School in Jiansanjiang and its management as well as JIANG Zemin, former Secretary General of CCP and the chief architect of the crackdown of Falun Gong. The 610 Office under the Heilongjiang Provincial Politics and Law Committee and Heilongjiang Provincial Public Security Department jointly set up the so-called “10.28 Task Force,” and issued a secret order to prosecute all practitioners involved and give them severe punishments. YANG and others were appointed as the “Experts of the Task Force” and led the interrogation and psychological torture of the practitioners arrested in this case. [12]
On July 16, 2015, 12 Falun Gong practitioners including Chuantong SUN, Zhongchen XIU, Qingyun SHEN, and Zhaohua MENG were illegally arrested. YANG was the supervisor of this case. [13]
Jing CHEN, a Falun Gong practitioner from Jiamusi City of Heilongjiang was illegally arrested. Under YANG’s instructions, CHEN was interrogated over 30 times and tortured for confessions. YANG also incited hatred and provoked dissension among CHEN’s family. In the end, CHEN was illegally sentenced for five years by the Suburban Court of Jiamusi City. [14]
On March 21, 2017, 15 Falun Gong practitioners including Shunjiang LI, Fuping GAO, Fuhai ZHANG, and Yong TIAN were illegally arrested. Eleven of them were illegally sentenced. YANG came to supervise the show trial outside the court. [15]
On March 22, 2017, under the instructions of YANG Bo, Chengfeng Branch of Daqing Municipal Public Security Department illegally arrested Mingmei HAO, a Falun Gong practitioner. YANG and others bypassed the legal procedures and interrogated Ms. Hao illegally and manipulated the court to illegally sentence her for four years. [16]
On November 9, 2018, under YANG’s and others’ scheming and command, more than 100 Falun Gong practitioners from every district of Harbin City and Daqing City of Heilongjiang Province were illegally arrested. As of April 2019, one practitioner has been illegally sentenced for nine years, and several others are in the process of being prosecuted. [17]、[18]
