WOIPFG’s 2019 Comprehensive Investigation Results regarding the Chinese Communist Party’s Live Organ Harvesting of Falun Dafa Practitioners

Foreword

In 2019, World Organization to Investigate the Persecution of Falun Gong (WOIPFG) continued investigating hospitals, doctors, nurses and other medical professionals suspected of live organ harvesting from Falun Dafa (aka Falun Gong) practitioners in mainland China. A large quantity of evidence has been obtained, revealing more details of the shady “business” of live organ harvesting.

The main subjects of WOIPFG’s 2019 investigation are the 178-tertiary level-A hospitals with the qualification to perform organ transplantation. The emphasis was on the hospitals, which are suspected of carrying out large volumes of live organ harvesting, as well as highly suspicious work units and the people in charge.

So far, in mainland China, organ transplants (primarily liver and kidney transplants) have been carried out in all provinces, autonomous administrative regions and central government-controlled municipalities, except the Tibet Autonomous Region. Beijing, Tianjin, Shanghai, Hangzhou, Guangzhou and Zhengzhou are still the cities with the largest organ transplant volumes, while the organ transplant business in Hainan Province, Shenzhen, Urumqi and Kunming are expanding rapidly.

The hospitals continue to use the organs from so-called “voluntary brain-dead organ donors” to perform a massive number of organ transplant operations. However, the process of organ procurement is completely opaque with black box operations. All hospitals have claimed in unison that no organs were from prisoners or the judicial systems; their sole organ sources were hospital-based voluntary brain-dead donors; and organ wait times ranged from a couple of days to a couple of weeks or several months. Also, if a patient demands to select an organ or to have an early surgery, he or she would be required to have a face-to-face meeting with the director of the organ transplant center by registering with the latter’s outpatient clinic.

The Red Cross Society’s organ donation witness procedure has been rendered useless and is only a formality. The Red Cross Society has essentially done nothing in supervising organ donations. Even worse, they may have joined hands with the hospitals’organ Procurement Organizations (OPO) in illegally obtaining organs.

A variety of evidence from WOIPFG’s 2019 investigation indicates that the Chinese Communist Party has never ceased harvesting organs from living Falun Gong practitioners.

This report presents 200 recorded phone investigation conversations from more than 100 hospitals and organ transplant centers. The people investigated include hospital presidents, communist party committee secretaries, organ transplant department directors, chief surgeons, professors and organ transplant ward nurses. They are all participants and witnesses of the organ transplants from living Falun Gong practitioners.

The audio recordings and Translations of the 200 telephone investigations are organized chronologically for the convenience of the readers.

In order to better facilitate information sharing, we strive to present the contents in a terse and concise manner. We’ve made summaries of the 200 telephone investigation recordings, which are classified into nine categories and organized chronologically according to the time of investigation

 

1. Wait time

Wait times are usually one to two days, one to two weeks, or several months. Regarding wait times for transplant surgeries, the investigation subjects---presidents, directors, surgeons, and nurses usually replied: If you are lucky, you can have it done in one or two days, or one or two weeks. If you are unlucky, you may have to wait several months. Regarding wait times, we selected 52 cases from 200 telephone investigation calls. Large transplant volumes are mainly located in Bei (Beijing, Tianjin), Shang (Shanghai), and Guang (Guangzhou).

Based on 200 telephone investigation recordings, cities with the largest volumes of liver and kidney transplants are: Beijing You'an Hospital, Beijing Friendship Hospital, Beijing Chaoyang Hospital; Tianjin First Central Hospital; Zhejiang University First Affiliated Hospital, Shulan (Hangzhou) Hospital; The First Hospital, Second Hospital, and Third Hospital of the Sun Yat-sen  University, the Second Affiliated Hospital of Guangzhou Medical University; Kunming First People's Hospital; Wuhan Tongji Hospital, Wuhan Union Hospital, Wuhan University Zhongnan Hospital; Changsha Xiangya Second and Third Hospital; The First Affiliated Hospital of Zhengzhou University; The Affiliated Hospital of Xi'an Jiaotong University; West China Hospital of Sichuan University.

Although the surgeons and nurses of Shanghai Renji Hospital are tight-lipped, their volume of liver transplants has been ranked first in the country for many years, besides Tianjin First Central Hospital.

3. Organ sources

The origins of organs are unkown. Doctors and nurses became highly alert when they were asked about organ sources, and they all said that they didn’t know! Instead, they would ask you to go to the outpatient clinic to register to meet the director. The director’s reply to regarding organ sources: They are all from brain-dead donators, which were found by the hospital OPO. It is required to have a face to face meeting if you have any other questions.

Ancient Chinese tradition requires that the whole body be buried after death, and the official call for organ donations has been resisted by society. Therefore, voluntary donation from citizens exists in name only. “Most people are unwilling to donate now, and the number of people who are willing to donate become less and less,” said Li Guowei, a kidney transplant doctor at Xijing Hospital. This is the current circumstances of organ donation in China.

4. Organs from brain-dead donors

The Chinese medical community has not promulgated the "Regulation of Brain Death." After the CCP declared in 2015 that organs from death row prisoners would be suspended, voluntary donations after death became the only source of organ transplants. However, since then, all hospitals have publicly adopted their own "brain death standards" to obtain or even manufacture "brain-dead organs" for transplants.

5. Post-operation

Patients usually encounter rejections and various complications after liver and kidney transplants. “Surgery itself is risky. Not only the surgical risks, but also some later treatments are risky,” Dr. Zhu, Kidney Transplant, Xiangya Hospital said. In other words, organ transplants are not as successful and optimistic as the official boast. A kidney transplant surgeon at the Third Affiliated Hospital of Guangzhou Medical College (Guangzhou Medical Third Hospital) said: “After a kidney transplant, you must have follow-up visits for rest of the life.  You must pay the follow-up visit as long as you have the kidney. If the kidney fails, you have to have a second or third kidney transplant."

7. The costs

The prices of organs are clearly marked: kidneys start at 100,000 yuan, and livers start at 200,000 yuan. There is no upper limit for transplant costs and transplants can even cost millions in some cases. This clearly indicates that organs for transplants in China are not voluntarily donated by citizens, since donated organs can’t go on sale.

A doctor on duty for inpatient service of Lingnan Hospital of the Third Affiliated Hospital of Sun Yat-sen University (+86-20-82179622): The costs mainly depend on post-operative recovery. In the best scenario, transplant surgery costs 400,000 to 500,000 yuan. ... Because the patients need to take anti-rejection medicine, then infections follow! He may need to stay in the ICU for a long time after the surgery. It costs 10,000 yuan per day at ICU. After being discharged from the hospital, for example, the follow-up visit starts once a week, and gradually becomes once a month. How to predict the cost of life-long medication after a transplant surgery?

A doctor of Shulan (Hangzhou) Hospital: The reason for huge differences in costs is that some people are in good physical condition and recover quickly. Those who stay at the hospital slightly more than a month can be discharged. Then the costs are not that high. 9. Has the Military and Armed Police hospital stopped doing transplants?

October 24, 2019, a nurse at the Kidney Transplant Inpatience Service, Shaanxi Armed Police General Hospital: Now the state stipulates that military hospitals are not allowed to do transplants, and it was stopped last year. On the same day, a nurse from the liver transplant inpatient service at Xijing Hospital affiliated to the Fourth Military Medical University: We do not do liver transplants now! Currently only serving soldiers.

The transplant business at the CCP Military and Armed Police Hospitals had been carrying out until the end of 2019, and many hospitals still accept patients in their outpatient clinics for liver and kidney transplants.

There is another noteworthy phenomenon: People’s Liberation Army Hospital No.303 Guangxi was transformed from a military to a civilian’s hospital. But right after that, a new transplant business was established at the Second Affiliated Hospital of Guangxi Medical University and about 300 to 400 kidney transplants have been performed there since last year. “my entire team originally came from People's Liberation Army Hospital No. 303. Every doctor can perform surgery. We were back in business last year, and the outpatient clinic is not running yet. Our director---his name (Sun Xuyong) is known by many hospitals across the country, as long as there is a transplant business."

Till October 10th, Dr. Li from the Organ Transplant at the hospital No.303 was still soliciting business: “We can do liver and kidney transplants. We have more than one hundred beds. We perform three to four hundred kidney transplants every year. Kidney sources are relatively abundant.”

Summary: The surgery could only be performed at Xijing Hospital, and the surgeons there are all directors.  Xijing Hospital does more than 300 cases of kidney transplantation per year.
