WOIPFG: Statement on 53 Chinese Surgeons Suspected of Crimes Against Humanity Attending the Transplantation Society’s Congress in Hong Kong
On August18, the biennial International Congress of The Transplantation Society (TTS) will be held in Hong Kong. At this Congress, 53 physicians from the communist regime of the People’s Republic of China (hereafter referred to as “CCP”), including Huang Jiefu and Zheng Shusen, will be expected to attend and speak. These physicians are prime suspects in the crimes of harvesting organs from living Falun Gong practitioners, which have been classified as international legal experts as crimes of genocide. [1] For years, these physicians have been under extensive investigation by the World Organization to Investigate the Persecution of Falun Gong (hereafter referred to as “WOIPFG”).
After 10 years of investigation, WOIPFG has been able to verify that, since July 1999, led by former head of the CCP Jiang Zemin, the CCP, while employing the entire state apparatus (including Party organs, administrative organs, the military, the judicial and legal systems, and medical facilities, among others), launched a nationwide genocide against Falun Gong. One of the means of eliminating the Falun Gong population was by harvesting organs from them. This is a state-sanctioned crime that, according to our investigation, was ordered directly by Jiang Zemin. This crime is nothing less than genocide and a crime against humanity. For more information, please see:

Based on extensive evidence, as of July 10, 2016, WOIPFG’s investigation indicates that as many as 865 hospitals and more than 9,500 organ transplant surgeons in Mainland China, including the 53 CCP surgeons attending the International Congress and their medical organizations, are allegedly involved in the crimes of organ harvesting and are suspects of the crime of genocide.
The following are a few attendees of the 26th International Congress of The Transplantation Society that have been under the investigation of WOIPFG:
Huang Jiefu
Former Vice Minister of the CCP’s Ministry of Health, Chairman of China Organ Donation Committee.
In the year 2012, Huang Jiefu personally operated more than 500 liver transplantation surgeries, among which, in only one case did the organ come from donation. On the afternoon of September 28, 2005, Huang Jiefu demonstrated autologous liver transplantation (meaning that the diseased liver is removed from the body, operated upon, and then replaced) at the First Affiliated Hospital of Xinjiang Medical University. For this operation, 4 organ donors were prepared to provide backup livers to Huang’s surgery if necessary. WOIPFG’s analysis indicates that 3 out of these 4 donors could only have been living human beings.
Zheng Shusen
President of the First Affiliated Hospital of College of Medicine, Zhejiang University; Vice President of the Zhejiang branch of “China Anti-cult Association”. He is one of the persons in charge of the organization specifically setting up with the aim of persecuting Falun Gong practitioners, and at the same time, he is in charge of an organ transplant organization with aplenty of organ donor sources and an organ transplant surgeon.
As of 2012, Zheng Shusen “had operated 1,080 cases of liver transplant, as well as multiple-organ joint transplant operations, including 25 cases of combined liver-kidney transplants…”
While a practicing surgeon, Zheng Shusen also holds the position of chairman of the Zhejiang branch of “China Anti-cult Association”. “China Anti-cult Association” (CACA) is a nominal Civil Society Organization (CSO) but a de facto government affiliated institution. Members of CACA are Communist Party members and/or government officials, who also hold titles for either religious or science and technology institutions. The sole nature of all activities of CACA is such that: with the patronage of the government and state-sponsored media, members of CACA, in their capacity as religious leaders or experts on the various disciplines of science and technology, publicly justify the CCP’s persecution of Falun Gong to both domestic and international society, study and implement measures on persecuting Falun Gong for the Chinese regime and concoct anti-Falun Gong theories. Furthermore, CACA has directly taken part in persecuting Falun Gong practitioners, including the so-called “transforming” Falun Gong practitioners. In fact, CACA was established for the purpose of persecuting Falun Gong, and is in essence a special assignment organization under the nominal banner of “anti-cult”. Much as CACA claims to be an “anti-cult” organization, the activities of CACA actually constitute those of a cult association. In particular, Zhang Yue, the director of CACA, was the former Chief of the 26th Public Security Bureau in Beijing (and in charge of the Public Security Bureau’s “610 Office”). He has recently been brought to trial. Zheng Shusen is one of the prime suspects of organ harvesting from living Falun Gong practitioners. (A list is attached of other Congress attendees that have been under investigation for alleged transplant offenses)
WOIPFG has addressed elsewhere in its research the vast numbers of transplants that have been performed by hospitals across China, and the fact that the Chinese regime has no explanation for the abundant source of organs used to supply them.
According to WOIPFG’s investigation:
There are 96 organ transplant centers, each performing 2,000 -3,000cases of organ transplants per year;
There are 50 regional liver and kidney transplant centers, each performing 400 cases per year;
There are 153 small and medium sized organ transplant centers, performing at least 3,000 cases of organ transplant surgeries;
There are also 408 organ transplant centers of large military and regional hospitals (mainly the Class A tertiary hospitals) without qualifications to carry out organ transplants, including 56 military and armed police hospitals and 352 regional Class A tertiary hospitals, which have been denied designations to perform organ transplant surgeries.
Thus, we urge the Executive Committee The Transplantation Society:
Considering the fact these53 mainland Chinese surgeons, led by Huang Jiefu, have been harvesting the organs from a large number of prisoners of conscience every year, they are murderers guilty of crimes equivalent to those of Nazi war criminals.It is entirely wrong for such people to be addressing an august conference—allowing them to do so is equivalent to assisting their deeds inside China, and eroding the moral prestige of your own organization.
Therefore, we recommend:
1. Withdraw their right to participatein and speak at the Congress.
2. TTS should re-examine and conduct a scientific investigation on the truth about organ transplants in mainland China.
3. We call the attention of the other TTS members, who are participating in the Congress, to be alert
If you participate with these suspects of crimes against humanity in the same congress and in the same venue, and you unintentionally pay public tribute to them, that would be a great shame. We recommend that you reject the CCP’s medical personnel’s participation in the International Congress and take advantage of this opportunity to raise questions to the CCP officials and their representatives participating in this Congress about the atrocity of live organ harvesting.
4. We also sincerely appeal to the people of Hong Kong to let us stand together to defend human dignity
In February of this year, Huang Jiefu proposed in Macau to incorporate Hong Kong and Macau into the mainland China’s organ donation management system. To avoid Hong Kongbeingfurther tarnished,and to avoid the citizens of Hong Kong being victimized by the CCP in the future, we earnestly ask you to join us to stop them from allowing these mainland Chinese doctors to preach their results and tell their lies to the people of Hong Kong.
WOIPFG’s principals are: whoever has committed the crime is responsible for it, individuals are responsible for group organized crimes, instigating a crime is the same as directly committing a crime. Based on these principals, all the crimes conducted in the name of organizations, units and systems will eventually be the responsibility of the individuals. All the responsible persons, who have participated in the persecution of Falun Gong, will be investigated completely and brought to justice.
We warn those who have participated in the persecution of Falun Gong: the persecution of Falun Gong is a genocidal crime, a crimeagainst humanity. Carrying out instructions cannot be used as an excuse for exemption; all the participants are responsible personally. Surrender, confession, abandoning evil for righteousness, reporting evil conduct, and making an effort to reconcile for guilt is the only right course of action.
Formed on January 20, 2003, the World Organization to Investigate the Persecution of Falun Gong (abbreviated as WOIPFG) aims at assisting and coordinating with the force of justice and criminal investigatory organizations in the international society to completely investigate all the criminal activities and organizations, associations and individuals relating to the persecution of Falun Gong; to bring such investigations, no matter how long it takes, no matter how far and deep we have to search, to full closure, to help the victims send the criminals to the court and to exercise fundamental principles of humanity, to severely punish the murders and to awaken the world.
