WOIPFG: Additional Testimony Provided by Eyewitness of Organ Harvesting from Living Victim(s)

On December 12, 2009, the World Organization to Investigate the Persecution of Falun Gong (WOIPFG) released part of the testimony provided by an armed guard in Jinzhou City, Liaoning province, who had witnessed an organ extraction operation conducted on a live Falun Gong practitioner .To protect the safety of the witness, WOIPFG didn't disclose all the information obtained by the investigator. To mark 10 years since the international community learned about organ harvesting from Falun Gong practitioners in China, we are publishing more of the witness's testimony to help readers understand the persecution more clearly.[1]

The armed guard was an eyewitness to a surgery on April 9, 2002, in an operating room on the 15^th floor of the General Hospital of Shenyang Military Command, PLA. He observed two military doctors extract organ(s) from a female Falun Gong practitioner without administering any anesthesia. The Military Identification No. of one of the doctors is 0106069. The victim was a middle school teacher in her thirties. Before the doctors killed her, she had been subjected to a month of severe torture, molestation and rape.

Aside from exposing the graphic details the organ harvesting operation, the eyewitness disclosed additional information. He said that the Public Security Bureau of Jinzhou City had murdered numerous Falun Gong practitioners through various means of torture, and then claimed that the deaths were suicides or the result of accidents. Some Falun Gong practitioners had their brains removed after they were killed. Officials at all levels of China’s political and legal systems have instigated police officers and doctors to join the network for persecuting Falun Gong practitioners. Multiple armed police officers are required to guard the operating rooms where organ harvesting surgeries are performed. These officers appear to be protecting the military doctors, but are in fact acting as informants to guarantee that no one dares to expose the crimes. The guard who became a witness for WOIPFG suffered tremendous psychological stress and mental trauma after observing a live organ harvesting surgery. He decided to speak out to expose the atrocities that have been happening all over China for more than a decade.

The following is the verbatim text from the voice recording of the eyewitness’s testimony. The eyewitness is a police officer in mainland China.
Eyewitness: If I am still alive in the future, can you help me reprint the information provided here elsewhere?
Investigator: Okay, I promise you.
Eyewitness: If I’m dead, you can find others or ask about what I’ve … or you can write an article about what I have done. I am not trying to make a name for myself, I want more people like me to speak out, to have the courage to tell the truth.
Investigator: So that is your purpose, oh dear, you are a great man.
Eyewitness: I am not so great, I am a loathsome person.
Investigator: Oh.
Eyewitness: I helped them maintain their political control, and to that end, I bribed people with money, I drank alcohol, I drove under the influence, and I brutally beat these Falun Gong people. While I was working at the Public Security Bureau, I brutally extorted confessions from them using torture. I kicked those Falun Gong practitioners and I feel full of guilt.
Investigator: For a long time? You?
Eyewitness: I feel very guilty.
Investigator: Oh, you feel very guilty. Since when?
Eyewitness: Shortly after I left the military.
Investigator: Was it because you were deceived?
Eyewitness: Yes I was deceived. Now that I think about it, those Falun Gong practitioners, no matter how hard they were beaten, they only had to agree to two things. First, first, they had to sign a letter of guarantee that they will stop practicing Falun Gong. Second, they had to say one line of profanity, (about Falun Gong) that’s all. If they agreed to the two conditions, they were released. If not, they were sentenced to 10 years, 7 to 10 years. These two conditions, they could do with ease, but they would never yield. No matter how you beat them, they just wouldn’t do it.
Investigator: What did you think at the time? You thought that they…
Eyewitness: I thought, I thought that they were “tough like steel.” We say “tough like steel” in the Northeastern dialect, extremely determined. For the sake of their belief, for their faith, they could give up everything. It was very worthy of our respect. At the time, the deputy chief kicked his (a male practitioner's) face with his booted foot, and kept prodding him with an electrified stun gun. It was in the middle of winter, the “third nine days” (the third nine-day period is during the winter solstice). They were being splashed with icy-cold water. Their clothes were stripped off, female practitioners too, and then [they were] soaked with water. They only had to agree to the two easy conditions, but they simply refused to yield. [They were] sentenced to 7 years, 10 years, the longest was a life-sentence.
Investigator: And you were a witness to this.
Eyewitness: Yes, a firsthand witness.
Investigator: Ah, a firsthand witness. When was this? In the year 2000?
Eyewitness: I joined the military when I was only 17.
Investigator: Oh, it’s been 10 years since the persecution of Falun Gong started. Which year did you? So that means…
Eyewitness: 2002, I think it was 2002.
Investigator: The year 2002, and where in Northeast China?
Eyewitness: In Jinzhou city of Northeast China, Liaoning province. Jinzhou city.
Investigator: Oh, was it at Jinzhou’s detention center or the local police station?
Eyewitness: None other than the Public Security Bureau.
Investigator: At the Public Security Bureau?
Eyewitness: Yes, mostly at the Public Security Bureau…
Investigator: At the Jinzhou Public Security Bureau?
Eyewitness: Yes.

Investigator: You haven’t told me the date.
Eyewitness: April 9, 2002.

Investigator: April 9?
Eyewitness: Yes, the extraction began at 5PM on April 9, and lasted 3 hours. It had continued for one month already.

Investigator: What do you mean “continued for one month already?”

Eyewitness: The extortion of a confession through torture had continued for one month already.

Investigator: Did you extort confessions by torture from them only once, or many times?
Eyewitness: Many times. At the time, Wang Lijun, Wang Lijun is the sitting chief of the Chongqing Public Security Bureau, he gave the strict order that all of them must be exterminated.
Investigator: Oh. He’s in Chongqing, isn’t he the one who’s by the side of Bo Xilai?
Eyewitness: Yes, yes, he used to be here in Jinzhou.
Investigator: Okay, so, you witnessed firsthand, or, how many Falun Gong practitioners being persecuted would you say you witnessed firsthand?
Eyewitness: I witnessed, I wasn’t exposed to too many, about 20 to 30 people.
Investigator: 20 to 30 people. Die anyone die? Was anyone tortured to death?
Eyewitness: Of course, of course. During one week at the detention center three people were hanged. While they were in the detention house, people from the Public Security Bureau told people in the detention house, “Let the jailer and prisoners beat them brutally,” and three died in one week. This means, there were many others, many more. For example, later [they would say]… aiya (a common emphatic expression in Chinese, which is like a sigh), he committed suicide, they would say, it was an accident, accident.
Investigator: Do you still remember names?
Eyewitness: As for specific names, I can only remember one or two names.
Investigator: Oh, what are the names of the ones who died? Maybe we can find them on the Minghui website.
Eyewitness: Oh, in Jinzhou? The three who died in the Jinzhou Public Security Bureau, were hanged.
Investigator: Jinzhou Public Security Bureau, Jinzhou Detention Center at Nanshan Prison.
Eyewitness: Yes. And then, after the task was completed, everyone was rewarded with 5,000 RMB (~USD$770). And a lot of other things were given to us, for example, an electric frying pan, etc, all kinds of merchandise. The 5,000 RMB that I got, I didn’t spend a single cent, I donated all of it to print the “Nine Commentaries of CCP.” Basically, I donated it to them through the Minghui website. At that time, I had already come to my senses, I had seen too much already.
Investigator: You had already come to your senses when you received your money, so it didn’t take you very long [to come to your senses].
Eyewitness: It didn’t take me long, as a police officer, when you saw that no matter how you beat them, for the sake of their faith, their belief, even if it’s for the sake of a “cult,” even if they had elderly parents and young children at home, they refused [ to yield ]. It is very easy because we arrest murderers, and they confess as soon as we begin interrogating. But when the military doctors cut her stomach open, extracted her kidneys without using any anesthesia, she, didn’t even make a sound, she just sweated a lot, and even by then, she said “Falun Dafa is good.” (Falun Dafa is also called Falun Gong).
Investigator: You saw that firsthand?
Eyewitness: I can’t disclose any more information on this, I might expose my identity.
Investigator: So, the allegations against Sujiatun (Sujiatun concentration camp in Shenyang City, Liaoning Province) are real.
Eyewitness: Of course. At Sujiatun in Shenyang, all the prisoners who committed other crimes are brutally beaten. They [Falun Gong practitioners] are of course beaten as well. Sujiatun is the worst in Liaoning.
Investigator: Yes, they perform organ harvesting at that place.
Eyewitness: Yes, it’s the most evil place.
Investigator: So, not just at Sujiatun? Organ harvesting is also performed at detention centers?
Eyewitness: Those are all performed in secrecy. There will be only two or three guards on site, protecting the so-called “safety” of the military doctors, and then they would perform live organ harvesting. The organs were not all sold, some were stocked up. I don’t know what they were for.
Investigator: Of course they were to be sold, why would they want to keep those organs? Why would they want fresh organs?
Eyewitness: Corneas, kidneys, hearts… …, they even extracted brains, I don’t know for what purpose.
Investigator: How many times did you witness organ harvesting?
Eyewitness: As an eyewitness, only once.
Investigator: I reckon once was enough to frighten you.
Eyewitness: After the first time, they never asked me again.
Investigator: Why?
Eyewitness: I scolded them loudly and severely, “Are you still human beings, are you Kuomintang or Communist Party members?” Those were my exact words. And then, the Party, the director of the Political Office of the Public Security Bureau talked to me, and criticized me. [He] said you are not quite qualified to be a police officer of the Public Security Bureau. You should be sent to the grassroots level to get some experience. And then I went to…I left the public security bureau and entered the local government.
Investigator: Very coldblooded.
Eyewitness: The scalpel, the scalpel [was held] by the chest, when it cut into the victim, the blood gushed out, the blood gushed out instead of…
Investigator: Was the victim a man or a woman?
Eyewitness: A woman.
Investigator: Was she young?
Eyewitness: A little over 30 years old.
Investigator: Was she still shouting “Falun Dafa is good”?
Eyewitness: She was still shouting, still shouting that.
Investigator: Tell me how she said it.
Eyewitness: We had interrogated and brutally tortured her for a week already. Her body was covered in countless wounds and scars. We had shocked her with stun guns, stunned her. She had been out of her wits…out of her wits. She had lost her mind, basically. She had also been refusing food, so we had had to force feed her milk into her stomach. Whenever she refused, we had had to force feed her. You know when you pinch a person’s nose, the person has to instinctively open up the mouth and swallow. So that’s how we had kept her alive. She had lost 15 Jin (a unit of weight equal to half a kilogram) in 7 days. And then I wasn’t sure who–maybe some office at the Public Security Bureau of Liaoning province, anyway, it was a very secretive office–they sent two people. One was a military doctor from the General Hospital of Shenyang Military Command, PLA. One was a graduate of the Second Military Medical University. Basically, one was more elderly, the other one was young. Certainly, certainly, basically, she was sent to an operating room at a psychiatric hospital, and a set of procedures were performed on her. They did not administer any anesthesia to her. They held the scalpel by her chest. Their hands did not tremble at all. If it were me, I would have trembled for sure. I might have served in the armed police force, I carried a gun and I participated in military exercises with real ammo, and I’ve seen lots of dead bodies, but when I saw those military doctors, I had to give it to them. Their hands did not tremble at all. They just pulled up their masks and [the gurney] was pulled close. We each held a gun and stood to the side, guarding. They had already cut into her, she screamed, the woman screamed, and shouted “Falun Dafa is good”.
Investigator: When the scalpel cut into her chest, she shouted “Falun Dafa is good”?
Eyewitness: [She] screamed, and said “Falun Dafa is good”. [She] said, you can kill me. Basically, she meant you can kill me, but can you kill hundreds of millions of us, people who are being persecuted for believing in a true faith. At that moment, the doctors, the military doctors, hesitated. They shot me a glance, and then shot our senior official a glance, and the official nodded. He continued with the blood vessel…first was the extraction of the heart, and then the extraction of the kidneys. When the scissor cut into a blood vessel in the heart, she began convulsing, it was extremely terrifying. I can imitate her screams, but I am not good at it. Her screams were like something was tearing up, tearing up, and then, ah, ahhh….her mouth was gaping, her eyes popping, mouth gaping. Oh dear…I can’t go on talking about this.
Investigator: I understand. Do you know her name?
Eyewitness: Her name is…I can’t disclose that, I can’t tell you that, because there were only a few of us in that operating room.

Eyewitness: How about this, I will give her a code name, how about “Xue Mei Gui” (“Snow Rose”). Her name means a kind of flower, so we will call her “Xue Mei Gui”.
Investigator: We will call her “Xue Mei”, “Mei” as in “Mei Gui” (“Rose”).
Eyewitness: You could also use “Mei” as in “Mei Hua” (“Plum Blossom”).
Investigator: Okay, Xue Mei it is then.
Eyewitness: At the time, she was a teacher, a teacher at a middle school. I think her son should be 12 years old this year. Her husband is not someone with abilities or means, I think he’s a factory worker. Prior to her death, she had been through unspeakable molestation. A lot of the policemen are very sexually perverted. What they did to her, they used pliers, vaginal speculum. I don’t know where they got that equipment. These things I witnessed firsthand. I only regret that I did not take any photographs of what they did. The policemen sexually violated her. She was kind of good looking, kind of pretty. They raped her… they did so many such things [to her].
Investigator: You witnessed this at the Public Security Bureau you were working at…
Eyewitness: Back then I wasn’t working at the Public Security Bureau. We were at a training center. Basically, it was in the back of a hotel. We rented 10 rooms in a building, they did these things in that building.
Investigator: A black jail.
Eyewitness: That’s pretty much what it was.
Investigator: All Falun Gong practitioners were sent there.
Eyewitness: Yes.
Investigator: Before they were sentenced, they were held captive there.
Eyewitness: We often change locations at the last minute.

Eyewitness: I never hurt her myself, it’s just that I wasn’t able to save her…I was unable to save her. All the other policemen there were more senior to me in rank, I couldn’t save her.
Investigator: And you were still very young.
Eyewitness: I was only 22 years old.
Investigator: And you thought it was the Party who asked you to do this, you thought you were just fulfilling your duty.
Eyewitness: Yes. To be frank, I never liked the Party, not even from day one. I was just trying to earn my salary, and be promoted to a senior official in the future. I guess I was selfish.
Investigator: Today you shared the most precious part of your soul.
Eyewitness: I've only told you about these things. I rarely tell anybody about these things.
Investigator: It’s of course very dark, but you are a person with conscience, which is why you agreed to…
Eyewitness: I must say something to you practitioners, a few words of advice. Don’t plead with communist bastards, basically, don’t expect anything from them. You can’t afford to be that kind, you can’t afford to be so benevolent. The way I see it, you are too kind for your own good, you practitioners are too kind for your own good.
Investigator: We understand these things. The only way to disintegrate the most evil beings is through the greatest compassion and the greatest kindness.
Eyewitness: How can you act like that with the devil? Devils will never….because they are evil demons.
Eyewitness: Before, I never believed in those things. I never believed. But after what I’ve seen, I’m completely taken aback by their courage. No matter how much endurance a human being can have, you have to understand that when a sharp scalpel slowly cuts your chest open, you see the heart beating inside, the blood gushing out.
Eyewitness: There were other things that were even more sinister, basically…basically…I feel that I owe her, whenever I think back to that moment, I feel I owe her. I couldn’t save her.
Investigator: Because gods are compassionate, and in your heart, you wanted to save her, so in fact, at the time, she should have felt…
Eyewitness: At the time, my gun was loaded. I even had this thought, I had 10 bullets in my gun, and there were 5 people in that room. I wanted to shoot all of them.

We believe that most participants, involved in organ harvesting from living Falun Gong practitioners, were at first probably like the eyewitness in this report. Their participation in these crimes against humanity is the result of long-term indoctrination and coercion by the Chinese Communist Party. As these crimes against humanity are made ever clear to the international community and members of the Jiang faction are gradually being brought to justice through the “anti-corruption campaign,” WOIPFG sincerely hopes that all individuals involved in organ harvesting will cherish this time and grasp a final opportunity to atone for your sins: Expose what you have witnessed and been a party to, and stand on the side of justice at this critical moment in history.

WOIPFG is investigating all individuals responsible for and involved in the persecution of Falun Gong, and each shall be brought to justice.

The international community considers the persecution of Falun Gong a genocide campaign, and crimes against humanity. Like the Nazi regime's war crimes during the Holocaust, those who participate in the persecution will not be allowed impunity, for any reason.

The World Organization to Investigate the Persecution of Falun Gong (“WOIPFG”) was established on January 20, 2003. The mission of WOIPFG is to assist and coordinate with organizations that have a conscience and who want to help stop the persecution of Falun Gong in mainland China today.

(Note: The transfer of the high-ranking communist official Wang Lijun recalled by the witness differs from the official record. During the time the witness cited, Wang Lijun was reportedly participating in the "Panjin Crime Crackdown," according to state-run media reports. Though it was called the "Panjin Crime Crackdown," it was actually executed in Liaoning Province. It was a pilot crackdown overseen by the Ministry of Public Security.

Additionally, the two surgeons from the PLA who conducted the organ harvesting surgery were assigned by the State Public Security. Therefore, Wang Lijun may have been directly involved in issuing the command to execute Falun Gong practitioners and in planning these organ harvesting surgeries.

According to Wikipedia records, in early 2001, Wang Lijun arrived at the Panjin City secretly accompanied by hundreds of police, and cracked down on five crime organizations. He was assigned to the city by the Ministry of Public Security and the CPC Liaoning Provincial Committee. After the Panjin crime crackdown, in May 2003, Wang Lijun was transferred to become the deputy of Jinzhou City Public Security in Liaoning Province.[2])
