WOIPFG Releases of Medical Personnel in Hospitals Belonged to Chinese People's Armed Police Forces - Sec.12
Medical personnel from military and armed police force hospitals involved in organ harvesting from living Falun Gong practitioners include but are not limited to: doctors specializing in organ extraction and transplantation, nurses, and anesthetists. Fundamental medical ethics and international regulations on organ transplant maintain that these medical personnel, prior to presenting credible and reliable evidence that could repudiate the aforementioned allegations, are seen as either suspects or material witnesses of crimes of genocide and murder. WOIPFG is conducting a comprehensive investigation and evidence collection on medical personnel from Chinese military and armed police force hospitals involved in organ seizure and transplantation, and releases the following list of medical personnel from Hospitals Belonged to Chinese People's Armed Police Forces that under investigation.

Overview: This is a “Class Three Grade A” general hospital[485], which was accredited to conduct liver transplantation and kidney transplantation by the Ministry of Health of the PRC on May 23, 2007[486]. The Institute of Liver Transplantation (later called “Institute of Organ Transplantation”) localized in it was officially established upon approval from Logistics Department in the Headquarters of Chinese People’s Armed Forces in April 2002, and had conducted over 2, 000 cases of liver transplantation and over 1,000 cases of kidney transplantation, among which were over 150 cases of living-related donor liver transplantation, over 200 cases of living-related donor kidney transplantation, over 20 cases of combined liver-kidney transplantations, and 8 cases of combined pancreas-kidney transplantations[487]. The hospital reported, 200 to 300 cases of liver transplantation were conducted each year[488]; its Department of Urology started conducting clinical kidney transplantation since 1992 and has performed hundreds of cases in earlier stage, including 123 cases conducted during October 1991 to December 2003[489]. According to China Liver Transplant Registry (CLTR) report, as of the end of 2010, Tianjin First Central Hospital and the Armed Police General Hospital transplant teams, led by Zhongyang Shen, have performed a total of 6, 270 cases of liver transplantation[490]. This institute had furtherly carried out more than 117 cases of liver transplantation, more than 300 cases of kidney transplantation up to March 2012, even with the number of at least 400 for liver transplantation, at least 300 for kidney transplantation, at least 20 for combined liver-kidney transplantation, and 8 for pancreas-kidney transplantation added in the record up to May 2014. |

Overview: This is a “Class Three Grade A” hospital[491], which was accredited to conduct kidney transplantation by the National Health and Family Planning Commission of the PRC on August 1, 2013[492]. The Hospital’s Department of Nephrology incorporates Kidney Transplantation, Urology, Nephrology, Blood Purification Center and Tissue Matching Laboratory. Kidney transplantation spearheads the development this Department, which actively carries out transplant procedures[493]. And the Department, led by Hui Li, have conducted annually over 200 cases of kidney transplantation, of which Hui Li has personally presided as chief operating physician in over 150 cases, listed as the largest number among the cases conducted by all hospitals of the Chinese People’s Armed Police Forces, being within Top 20 among all major hospitals nationwide[494]. |

Several cases of kidney transplantation and liver transplantation were conducted (as reported recently)[505]. Overview: This is the only “Class Two Grade A” hospital under the jurisdiction of Beijing Prison Administration Bureau. Its Department of Ophthalmology was stated as a featured unit with skills even meeting criteria of performing corneal transplantation, an operation normally conducted by “Class Three” hospitals[507]. The Hospital originally was named Beijing Binhe Hospital, which changed into Beijing Boren Hospital in March 2004. In April 2005 Beijing Commission Office for Public Sector Reform approved that the Hospital’s name be further changed into Central Hospital of Beijing Prison Administration Bureau, shown along with the plate of Beijing Xinkang Prison as under its jurisdiction[508]. The Hospital was not accredited to conduct organ transplantation due to not passing the qualification review by the Ministry of Health of the PRC in 2007. |
