Introduction
Some Chinese Communist Party (CCP) and government officials in Wuhan City, Hubei Province followed Jiang Zemin’s group in persecuting Falun Gong since July 20, 1999. They illegally detained Falun Gong practitioners, ransacked their homes, sent them to forced labor camps, and force-fed, tortured and brainwashed them, and forced them to do slave labors. Up until January 27, 2005, according to statistics on Clearwisdom.net, at least 21 Falun Gong practitioners died from torture in Wuhan City (see attachment). The orders to persecute Falun Gong practitioners are mainly issued by Wuhan City Chinese Communist Party Committee (CCP) and Wuhan City Government. The orders are distributed by the City CCP and various levels of government officials. They are then carried out by police departments, “610 Offices,” the judicial bureaus, and county and district governments.
According to a rough estimate, seven practitioners were tortured to death in brainwashing classes. About 100 practitioners are being detained at Dongxihu District Brainwashing Class, Jiufeng Brainwashing Class in Hongshan District, Hubei Province Law Education Center (official name for provincial brainwashing center, also called Miaoshan brainwashing class), Hewan Forced Labor Camp in Jianghan District, Wuhan City Women’s Prison, Etouwan Brainwashing Class in Qiaokou District, Yangyuan Brainwashing Class, Qingling Detention Center, Qingling Drug Rehabilitation Center Brainwashing Class, and Jianghan District Brainwashing Class. It is at these classes that Falun Gong practitioners are physically and mentally tormented. [2, 3, 4]
Wuhan City CCP and Government Officials Responsible for the Persecution of Falun Gong
Chen Xunqiu, male, 46 years old, from Yuanjiang, Hunan Province. Chen Xunqiu has been the secretary of CCP Wuhan City Committee and deputy secretary of CCP Hubei Provincial Committee since May 2003. He has been a member of the Standing Committee of the Hubei Province Party Committee since 1998. He has also held the positions of the secretary of the Hubei Provincial Party Leadership Group, head of the Hubei Province Department of Public Security, and secretary of the Hubei Provincial Political and Judiciary Committee. He was a representative at the fifteenth CCP National Congress. In June 2002, he was elected as a member of the CCP Eighth Standing Committee of Hubei Province. [5]
Chen Xunqiu should be taken full responsibility for planning, directing the persecution of Falun Gong in Wuhan City. He is directly responsible for the persecution of Falun Gong practitioners in detention center, custody centers, forced labor camps and prisons. On May 19, 2001, Chen Xunqiu and Cheng Kangyan, the deputy secretary of Wuhan City Party Committee, accompanied Liu Jing, deputy head of the Ministry of Public Security to inspect the “transformation” of Falun Gong practitioners in Wuhan City. [6] He attended an anti-Falun Gong meeting on December 23, 2003 that promoted the persecution citywide. [7]
Li Xiansheng, born in September 1954, from Yangquan, Shanxi Province. He is currently the deputy secretary of Wuhan City Party Committee and the Mayor of Wuhan City. From January 1998 to August 1999, he was a member of the Standing Committee of City Party Committee and deputy mayor. From August 1999 to April 2002, he was the secretary of Shiyan City Party Committee and head of Shiyan City Standing Committee of the People’s Congress; from April 2002 to August 2002, he was the deputy secretary of Wuhan City Party Committee, Mayor Pro Tem and secretary of the Party Leadership Group; in August 2002, he was appointed the deputy secretary of Wuhan City Party Committee, mayor of Wuhan City and secretary of Party Leadership Group. [8] On January 5, 2003, he emphasized the “importance” of persecuting Falun Gong at the Wuhan City People’s Congress Meeting. [9] On January 17, 2003, Falun Gong practitioner Lin Wenrong from Germany was sent to Xiajiadian Forced Labor Camp, also called Law Education Center, in Shiyan City. Li Xiansheng was the secretary of Shiyan City Party Committee at the time and he is responsible for the persecution of Lin Wenrong. [10] Li Xiansheng attended an anti-Falun Gong meeting on December 23, 2003. The purpose of the meeting was to promote the persecution of Falun Gong.[7]
Cheng Kangyan was born in October 1945. He was from Xiaogan, Hubei Province. He has been the deputy secretary of Wuhan City Party Committee, secretary of Wuhan City Political and Judiciary Committee and of the Wuhan City Police Department Party Committee. [11] He is the main person in charge of Wuhan City “610 Office.” [12] In late 2000, Cheng Kangyan attacked Falun Gong and its founder at a meeting held at Jianghan District Brainwashing Class, and he demanded that Falun Gong practitioners gave up their belief. He announced that determined practitioners would be sent to forced labor camps by the local police department [12]. On January 30, 2001, he hosted a meeting to slander and attack Falun Gong and asked government officials to actively cooperate in the severe and specialized “struggle” against Falun Gong. [13] On September 29, 2002 and October 27, 2002, Cheng Kangyan, Yin Zengtao, Zhang Daili, Duan Lunyi and others hosted a meeting to prevent and to attack Falun Gong, as well as a meeting to prevent Falun Gong practitioners from tapping into the TV system to broadcast truth clarification videos about the persecution. They made thorough arrangements accordingly. Cheng Kangyan went to seven districts to inspect the prevention of Falun Gong practitioners from tapping into TV systems. [14]
On November 13, 2002, Cheng Kangyan, the deputy secretary of Wuhan City Party Committee and Yang Shihong, the secretary of Wuhan City Political and Judiciary Committee, investigated the “transformation” of Falun Gong practitioners in Wuhan City forced labor system. [15] On April 29, Cheng Kangyan attended an anti-Falun Gong meeting, during which he gave a speech and introduced the “great achievements” made in “transforming” Falun Gong practitioners by the Wuhan City Party Committee. He also called for alumni of Peking University in Wuhan City to actively join the efforts of anti-Falun Gong and transforming Falun Gong practitioners. [16] On July 1, 2003, he instructed that Falun Gong practitioners were to be “helped” and “transformed.”[17] He attended an anti-Falun Gong meeting in the evening of December 23, 2003. The main theme of the meeting was to promote the persecution of Falun Gong. [7]
Yang Shihong, born in August 1954. He was a member of the Standing Committee of Wuhan City Party Committee in June 2001. Began from November 2001, he was the president of Wuhan City General Workers’ Union, secretary of Wuhan City Police Department Party Committee, and the secretary of Wuhan City Political and Judiciary Committee. During 2002 and 2003 when he was the secretary of Wuhan City Political and Judiciary Committee, [18] he arranged the task of preventing Falun Gong practitioners from tapping into the central TV optical cable system from provincial to city level [14]. On November 13, 2002, Cheng Kangyan, the deputy secretary of Wuhan City Party Committee and Yang Shihong, the secretary of Wuhan City Political and Judiciary Committee investigated the “transformation” of Falun Gong practitioners held in labor camps. [15] On July 1, 2003, he attended an anti-Falun Gong show and instructed that the transformation of Falun Gong practitioners is to be continued and the transformation assignment for the year of 2003 shall be completed. [17] Yang Shihong is currently on trial for embezzlement of public funding. [18]
Huang Guanchun has been the head of Wuhan City Police Department since November 2003. In July 2001, he was appointed the deputy mayor of Wuhan City; in February 2002, he was a member of the Standing Committee of Wuhan City Party Committee; in January 2003, he was the head of Wuhan City Party Committee secretariat; in July 2003, he was the secretary of Wuhan City Office Workers' Party Committee; and in September 2003, he was appointed the secretary of Wuhan City Police Department Party Committee. [19] He is responsible for the illegal arrest and brutal torture of Falun Gong practitioners, [20, 21] which sometimes has resulted in the deaths of Falun Gong practitioners. He attended an anti-Falun Gong meeting in the evening of December 23, 2003. The main theme of the meeting was to promote the persecution of Falun Gong. [7]
Yin Zengtao was born in Liling, Hunan Province in June 1945. He is the current deputy secretary of Wuhan City Party Committee. He used to be the deputy head and later the head of Wuhan City Party Committee Investigation Office, head of Wuhan City Party Committee secretariat, secretary of Jiangan District Party Committee, and a member of the Standing Committee of Wuhan City Party Committee, and deputy mayor. [22] He hosted meetings held on September 29, 2002 and October 27, 2002 during which he encouraged the struggle against Falun Gong and arranged the prevention of Falun Gong practitioners from tapping into the government TV system. [14] He attended an anti-Falun Gong meeting in the evening of December 23, 2003, the main theme of the meeting was to promote the persecution of Falun Gong. [7]
Zhang Daili, a member of the Standing Committee and head of the Propaganda Department of Wuhan City Party Committee. In 2001 when she was the secretary of Qiaokou District Party Committee, she persecuted Falun Gong practitioners on “important streets.” [23] She hosted meetings held on September 29, 2002 and October 27, 2002 during which she encouraged the struggle against Falun Gong and arranged the prevention of Falun Gong practitioners from tapping into the government TV system. [14] On March 8, 2003, she attended the meeting of “suppression of pornography and illegal publications” as the city leader. The main topic of the meeting was to block and confiscate Falun Gong materials. [24]
Duan Lunyi, wasdeputy mayor of Wuhan City from 1999 to 2003, and secretary of Jingzhou City Party Committee since February 2003. On September 13, 2001, during the meeting held by the city government on consolidating and regulating cultural market order, he emphasized strictly punishing printing of Falun Gong publications. [25] He hosted meetings held on September 29, 2002 and October 27, 2002 during which he encouraged struggle against Falun Gong and arranged for the prevention of Falun Gong practitioners from tapping into the government TV system. [14]
Liu Shunni was born in Macheng, Hubei Province in February 1964. During 2003 when she was the deputy mayor, [26] she attended a meeting as the city leader to discuss the suppression of pornography and illegal publications held on March 8, 2003. The main topic of the meeting was to block and confiscate the Falun Gong materials. [24] On January 16, 2004, after the provincial and national teleconference on the suppression of pornography and illegal publications, Liu Shunni claimed tha more than 300,000 Falun Gong materials were confiscated in Wuhan City. [30]
Zhang Hejie was the head of Wuhan City People’s Procuratorate in 2003. She said, in a work report during Wuhan City People’s Congress Meeting, that 132 Falun Gong practitioners were arrested or served with charges and that the Wuhan City People’s Procuratorate was firmly striking at Falun Gong and would continue to severely strike at Falun Gong. [28]
Wang Jun is the pro tem head of Qingshan District People’s Procuratorate in Wuhan City. In 2002, he made a report at a Qingshan District People’s Congress meeting. In his report, he confirmed that a group of Falun Gong practitioners were arrested and sued. He also stressed that the transformation of Falun Gong practitioners must be done well. [29]
Main Persons in Wuhan City “610 Office”
Deng Bin is the head of Wuhan City “610 Office,” head of secretariat of Wuhan City Political and Judiciary Committee. He hosted a law education class, which was actually a brainwashing class, during the time he was the head of Wuhan City “610 Office” in 2002. He actively participated in the “transformation” of Falun Gong practitioners. [30]
Qiang Hansheng is the deputy head of Wuhan City “610 Office” and head of Investigation Division of Wuhan City Police Department [31]
Huang Guotao is the head of Investigation and Research Division of Wuhan City “610 Office”. [31]
Chen Shiguo is the head of Comprehensive Division of Wuhan City “610 Office”. [32]
