Ladies and gentlemen, with great sadness and indignation, I’m reporting a shocking piece of news to you.
WOIPFG received a report that on April 28, 2019, Zhang Xiuqin, a Falun Gong practitioner from Harbin City, had her organs harvested alive at the Department of Infectious Diseases at the People’s Liberation Army (PLA) Integrated Logistic Support and Security Forces No. 962 Hospital (formerly the PLA No. 211 Hospital). While the hospital authorities were cleaning up the remains of live organ harvesting victims, Zhang Xiuqin woke up and was discovered by a doctor with a conscience. On her deathbed, Zhang told this doctor about her harrowing ordeal of being tortured and having her organ harvested alive by the Chinese Communist Party (CCP).
Zhang Xiuqin, a 46-year-old woman originally from Laizhou, Shandong Province, was a Falun Gong practitioner who started practicing Falun Dafa in 1998. After the CCP began persecuting Falun Gong on July 20, 1999, Zhang’s home was repeatedly raided, and she was illegally kidnapped multiple times by the CCP for speaking the truth about Falun Gong. And she was also sentenced to two years of forced labor and 3.5 years of imprisonment, dismissed from her job, and forcibly displaced.
At the end of 2018, she was kidnapped again and subjected to a long period of torture with various methods, even including rape. Half a year later, her abdomen was cut open, with one of her kidneys harvested alive. They also opened up her chest and stomach to examine all of her other major internal organs. And these organs were not removed only because they were severely damaged and no longer usable for organ transplantation. And the surgeons didn’t even close the multiple incisions made on her body with basic sutures. Moreover, the odds are that all of these were being carried out without anesthetics!
Under such circumstances, this tender woman, who had been persecuted by the CCP for many years, endured such a monstrous calamity in order to defend the faith of Truthfulness, Compassion and Forbearance. She spent the last moments of her life still telling people about the wonderfulness of Truthfulness, Compassion and Forbearance and exposing the truth about the CCP’s live organ harvesting of Falun Gong practitioners. On her deathbed, she thought of the safety of others and the future of humanity, and she didn’t even leave a word for herself or to her family! What strong willpower, great compassion and moral courage it must have taken for her to complete the entire process!
This is the first case, in which a victim of the CCP’s crime of live organ harvesting against Falun Gong practitioners reported her experience of being organ harvested alive. It is just one example of the CCP’s mass extermination campaign of Falun Gong practitioners by live organ harvesting. Then, what is the actual situation?
Nearly two decades of WOIPFG’s systematic investigations have confirmed that since the end of 1999, live organ harvesting, which was ordered by Jiang Zemin, led by the CCP and carried out by China’s entire state machine, has been a nationwide genocide and crime against humanity. It has lasted for 24 years and is still ongoing! How horrifying the real situation must be!
The evidence for the CCP’s genocidal crime of mass live organ harvesting against Falun Gong practitioners is ironclad and irrefutable! As of June 2020, WOIPFG had released 730 pieces of recorded audio evidence and more than 2,000 pieces of data evidence pertaining to the CCP’s crime of live organ harvesting. Among them, there were 58 pieces of direct evidence for this crime, including:
Evidence obtained from five standing committee members of the CCP Central Politburo, a vice chairman of the Central Military Commission, a Politburo member, a defense minister, and a former head of the health division of the PLA’s General Logistics Department. Many people testified that Jiang Zemin, the former CCP leader, ordered the live organ harvesting of Falun Gong practitioners. CCP Central Political Bureau Standing Committee member Li Changchun clearly stated that Zhou Yongkang was specifically in charge of the live organ harvesting. CCP Central Politburo Standing Committee member Zhang Gaoli promised Jiang Zemin’s “secretary” over the phone that he would stop the investigation of Jiang’s crime for ordering the live organ harvesting of millions of Falun Gong practitioners. An eyewitness at a live organ harvesting site at the Shenyang Military Region General Hospital testified about the entire process of the live organ harvesting operation of a Falun Gong practitioner. Lu Shuheng, a Chinese American, reported the participation of one of his family members in the gruesome live organ harvesting of Falun Gong practitioners at the Shanghai Armed Police Hospital, which was carried out without anesthesia. Ushio Sugawara, a Japanese economic commentator, reported that he had witnessed the Liver Transplantation Department of the Beijing Armed Police General Hospital strapping a Falun Gong practitioner in his 20s, whose tendons on all his hands and feet had previously been severed, to a bed as preparation for the live harvesting of his liver. Chen Qiang, a contact person for organ source for the PLA No. 307 Hospital, specifically emphasized that they were a one-stop operation to traffick the organs of Falun Gong practitioners by officials, the police and the prisons, and that they could also provide materials on the identity of the Falun Gong practitioner “donors”. Li Guowei, a kidney transplant surgeon at Xijing Hospital Affiliated to the Air Force Medical University, explicitly admitted that he could provide organs from Falun Gong practitioners and even claimed, “As long as you are daring enough...as long as you dare to take a look, I can bring you to his bedside and let you have a look, that is, to let you see with your own eyes that this person is in his 20s.” Zhu Jiabin, director of the General Department of the “610 Office” in Mudanjiang City, Heilongjiang Province, admitted in high profile that they had harvested the organs of Falun Gong practitioner Gao Yixi while he was still alive and sold his organs afterwards. There are also investigative telephone recordings of 45 presidents, department directors and doctors from 41 organ transplant hospitals (centers) and of some murderous organ harvesters’ admissions.
Furthermore, WOIPFG has investigated 891 organ transplant hospitals (transplant centers) and 9,519 transplant doctors in mainland China, as well as conducted multiple rounds of searches and analyses of hundreds of thousands of media reports, medical papers, archived hospital web pages and databases of organ transplant hospitals.
The CCP has capitalized on the live harvesting of Falun Gong practitioners’ organs to establish a live organ harvesting and transplant industry, thus creating a massive and gory industry chain that is even more lucrative than drug and arms trafficking. When the organs of Falun Gong practitioners cannot satisfy their infinitely expanding greed, they will inevitably extend their murderous hands to the entire society. Therefore, everyone is in danger!
The live organ harvesting has brought to our society the total collapse of our moral bottom line and the judicial system. The live organ harvesting of Falun Gong practitioners is not only a physical genocidal extermination, but also the destruction of the moral bottom line of our society. It has made people turn a blind eye to this type of evil and even become its accomplices, thus leading humanity to destruction.
The CCP is the devil that causes calamity to mankind!
We call upon all governments, organizations and righteous people around the world to act immediately to fully investigate and punish the CCP’s crimes against humanity. There’s no time to waste! This is to save humanity’s last moral bottom line! The contest between good and evil has made every individual, organization and state government face a choice of conscience. At this critical historical juncture, learning the truth, eliminating the evil CCP and choosing righteousness over evil is to choose a bright future for oneself and his or her country.
We warn all those involved in the persecution of Falun Gong: The CCP is disintegrating, and the day, on which the CCP will be held accountable for all its crimes, is around the corner. The persecution of Falun Gong is a crime of genocide and a crime against humanity. And the perpetrators will face the most serious trials and severe punishments in the history of mankind! From the decision makers at the top to the executors at the bottom, any excuse to enforce an order cannot be used as a reason for exemption, and all participants must assume personal liability and moral responsibility. Confessing one’s crimes, exposing the CCP’s evils and striving for redemption by performing merits is the only way out!
As always, WOIPFG will continue to investigate the criminal conduct of all institutions, organizations, and individuals involved in the persecution of Falun Gong; to bring such investigations, no matter how long it takes, no matter how far and deep we have to search, to full closure; to exercise fundamental principles of humanity; and to restore and uphold justice in society. This is our promise to the Almighty, and we shall never give up.
Examples of Direct Audio Evidence of the CCP’s Live Organ Harvesting of Falun Gong Practitioners
1. On September 30, 2014, Bai Shuzhong, former head of the health division of the PLA’s General Logistics Department, directly stated that Jiang Zemin ordered the live organ harvesting of Falun Gong practitioners.

2. On December 12, 2009, an armed policeman in Jinzhou City, Liaoning Province, who worked as a guard at the site of the live organ harvesting of a Falun Gong practitioner, reported to WOIPFG the whole process that he had witnessed. He exposed this shocking and brutal crime!

3. On April 17, 2012, Central Political Bureau Standing Committee member Li Changchun clearly stated that Zhou Yongkang was specifically in charge of the live organ harvesting.

4. The CCP Central Political Standing Committee’s member Zhang Gaoli promised to stop the investigation into Jiang Zemin’s responsibility for ordering the live organ harvesting of millions of Falun Gong practitioners.
On June 24, 2015, a WOIPFG investigator posing as Jiang Zemin’s secretary, collected investigative evidence from the CCP Central Political Bureau Standing Committee member and vice premier Zhang Gaoli, who was visiting Kazakhstan.[4] On the matter of Falun Gong practitioners accusing Jiang Zemin of ordering the harvesting of organs from millions of Falun Gong practitioners, Zhang Gaoli did not raise any objection. Instead, he positively promised, “I will surely…stop the investigation into this matter during Political Bureau discussions.”

5. In September 2016, Lu Shuheng, a California-based Chinese American originally from Shanghai, reported that his sister-in-law’s elder sister (director of the Gynecology and Obstetrics Department at Shanghai Putuo Hospital and later president of Shanghai Wanping Hospital) had personally performed live organ harvesting operations on Falun Gong practitioners. Also, at the Shanghai Armed Police Hospital, the organs of living Falun Gong practitioners were harvested without anesthesia. Since the operations were so gruesome, his sister-in-law’s sister became very frightened and suffered from nightmares as a result.[6]
6. On July 25, 2022, Japanese economic commentator Ushio Sugawara reported to WOIPFG that a doctor at the Armed Police General Hospital took him to see a Falun Gong practitioner in his 20s, who was about to have his liver removed alive, and he was tied to a bed with tendons cut in both his hands and feet.[9] For more information, please watch the video testimony of Sugawara.[10]

On April 10, 2007, Chen Qiang, a contact person for organ source for the PLA No. 307 Hospital, specifically emphasized that they were a one-stop operation to traffick the organs of Falun Gong practitioners by officials, the police and the prisons, and that they could also provide materials on the identity of the Falun Gong practitioner “donors”.

8. On May 22, 2006, a policeman at the CCP’s Jinzhou City People’s Intermediate Criminal Court clearly stated that they could provide Falun Gong practitioners’ organs, depending on the price offered.

9. On June 21, 2016, Zhu Jiabin, director of the General Department of the “610 Office” in Mudanjiang City, Heilongjiang Province, admitted in high profile that they had harvested the organs of Falun Gong practitioner Gao Yixi while he was still alive and sold his organs afterwards.

10. From October 19 to December 2, 2018, WOIPFG investigated 17 presidents and directors from 13 hospitals suspected of harvesting organs from living Falun Gong practitioners. The investigator, posing as a “deputy director of the Office for Maintaining Stability at the Sichuan Provincial Political and Legal Affairs Commission” called to arrange an organ transplant surgery for his relative. Among these 17 individuals, 10 people admitted that they were using organs from Falun Gong practitioners, and six others didn’t deny it.
These 17 telephone investigations concern 13 hospitals, which are located in three central government directly controlled municipalities and the major cities of eight provinces, including Beijing, Tianjin, Shanghai, Yantai, Zhengzhou, Hangzhou, Changsha, Nanjing, Guangzhou and Guilin.
All 17 individuals guaranteed the investigator to be able to schedule a surgery within a week or two, without exception. Some of the phone investigations were carried out in the studio of the New Tang Television Station (NTDTV), while the entire investigation process was videotaped. At the same time, there were also several current affairs commentators, who had been focusing on the issue of live organ harvesting for a long period of time, witnessing the investigation process on site.[13]

11. From December 26, 2019 to January 15, 2020, WOIPFG conducted an investigation on Li Guowei, a kidney transplant surgeon at Xijing Hospital Affiliated to the Air Force Medical University (formerly the Fourth Military Medical University). Li Guowei acknowledged straightforwardly that he could provide organs from Falun Gong practitioners. He even claimed, “As long as you are daring enough, then at that time (i.e. when a Falun Gong practitioner donor becomes available)...as long as you dare to take a look, I can bring you to his bedside and let you have a look, that is, to let you see with your own eyes that this person is in his 20s.”

12. We also have direct evidence of 45 president, directors and chief surgeons of 41 organ transplant hospitals (transplant centers) explicitly admitting or testifying to the use of Falun Gong practitioners’ organs for transplants. Please read the report for details.[16]
