Investigation report on Jinglong Guo (Beijing Communist Party Chairman) activities in persecuting Falun Gong practitioners
Guo Jingling Bio: Born July 1947 in the city of Nanjing, Jiangshu province, Guo served as the Tibet District Communist Party Chairman between 2000 and 2004. From December 2004 through November 2007, he served as Anhui province Communist Party Chairman. Between November 2007 and 2008, he was deputy Chairman of Beijing Community Party and the Mayor of Beijing. In 2012, he served as Beijing Communist Party Chairman. From 2012 to the present, he is a Politburo member and Beijing Communist Party Chairman.
The persecution of Falun Gong practitioners, which began in July 1999, was initiated and led by Jiang Zeming. Guo Jinglong followed closely in Jiang’s footsteps and as a result, the persecution of Falun Gong practitioners is especially severe in the areas where Guo holds high rank, such as Tibet District, Anhui Province and the city of Beijing. Among these, Beijing is where Guo put an extra effort into persecuting practitioners and is one of the worst in terms of severity.
During the time Guo served as Tibet District Communist Party Chairman, local Falun Gong practitioners were subjected to illegal kidnapping, sent to labor camps, tortured, sentenced to prison without trial, etc. Wang Xiulan, a clerk at a Tibetan bank and a Falun Gong practitioner, was threatened by the local authorities. She died on May 4th, 2002. Practitioner Yurong Hu, a Chinese teacher at Lasa Middle School was illegally sent to labor camp for 6 months. In January 2001, the Tibet District Court illegally sentenced her to 5 years in prison. During her 5 years in Lasa North Suburban Prison, she was forced to work overload, and was beaten and tortured.
During the time Guo served as Anhui Province Communist party Chairman, the entire law enforcement of the province actively promoted and carried out persecution policy. In November 2006, Guo attended a so-called “building a safe Anhui” conference. Guo gave a speech during the conference, slandering Falun Gong. His speech was broadcasted to the society via Anhui’s official media outlets, and the damage was severe. According to incomplete statistics, there were at least 13 Faun Gong practitioners persecuted to death in Anhui province during Guo’s tenure.
During the time Guo served in Beijing, he followed the persecution methods tightly in step with Jiang Zeming. Jiang’s policy towards Falun Gong practitioners is “ruin their reputation, block their financial support and destroy their physical bodies”. Guo’s local authority used illegal arrests, kidnapping, home search without warrants, detention, labor camp, prison term, torture, mental hospital confinement, forced brain washing, etc., as methods to persecute Falun Gong practitioners. Up to September 6th 2013, there were over 58,980 reports on the Minghui.org website regarding persecution of Falun Gong practitioners in Beijing. Over the past 15 years, 246 named Falun Gong practitioners were persecuted to death in Beijing. Guo has inescapable responsibility for the atrocities in Beijing from December 2007 to the present.
Guo also served as 2008 Beijing Olympic Game Organization Executive chairman from 2007-2008. During that time, Beijing authorities targeted Falun Gong practitioner severely under the guise of “Safety”, and arrests were widespread. There was a written policy by the Beijing “610 office” and Beijing Politics and Law Committee, that whoever was found practicing the Falun Gong exercises would be sent to labor camp; whoever was found carrying and hold Falun Gong material would get a prison term. Statistics show from December 2007 to March 2008, over 190 practitioners were arrested in Beijing accounting for 10% of arrests nationwide- a far higher percentage than other cities in China.
On January 28th 2008, musician couple Yu Zhou and Xu Na who both practiced Falun Gong were stopped and searched on their way home from a performance. They were both arrested after being identified as Falun Gong practitioners. Husband Yu Zhou was sent to Beijing Public Security Bureau Tongzhou branch, where he was persecuted to death within 10 days. His wife Xu Na was sent to Beijing Detention center.
Up to today, Beijing’s persecution situation is still severe under Guo’s authority. According to Minghui.org, there were at least 35 practitioners arrested in April 2015. The amount of arrests in Beijing is 16% of total arrests nationwide, the highest of all the cities in China. And among those arrested, 6 were sentenced to prison.
WOIPFG’s principles are: whoever has committed the crime is responsible for it, individuals are responsible for group organized crimes, instigating a crime is the same as directly committing a crime. Based on these principles, all the crimes conducted in the name of organizations, units, and systems will eventually be the responsibility of the individuals. All the responsible persons who have participated in the persecution of Falun Gong will be investigated thoroughly and brought to justice.
We hereby warn those who have participated in the persecution of Falun Gong: the persecution of Falun Gong is a crime of genocide and a crime against humanity. It is the same crime committed by the Nazi war criminals. Carrying out instructions can’t be used as an excuse for exemption; all the participants are responsible.
WOIPFG will continue to investigate the criminal conduct of all institutions, organizations, and individuals involved in the persecution of Falun Gong, to bring such investigations -no matter how long it takes, no matter how far and deep we have to search- to full closure, to exercise fundamental principles of humanity, and to restore and uphold justice in society.
