Notice to Investigate Zhang Gaoli, Li Xiansheng, Tong Zhiwu, Zhu Haowen, and Zhang Chenliang in their involvement in the persecution of Falun Gong
From August 28 to August 29, 2014, CCP will send a delegation of 750 members to attend the 2014 China Investment Forum and meetings among the state and local leaders of China and middle & eastern European countries in Czech. In this delegation, there are five CCP officials who are suspected of committing the Crime of Genocide and Crimes against Humanity due to active participation in the persecution of Falun Gong. They are Zhang Gaoli (member of CCP Politburo Standing Committee), Li Xiansheng (Deputy Secretary of Hainan provincial CCP Committee), Tong Zhiwu (Deputy Director of the Standing Committee of Liaoning Provincial People’s Congress), Zhu Haowen (Secretary-General of Heibei provincial government), and Zhang Chenliang (Secretary of Wuan municipal CCP Committee of Hebei province).
Since July 1999 when Jiang Zemin set off the persecution of Falun Gong, Zhang Gaoli closely followed Jiang's genocidal policy against Falun Gong, which is to “ruin their reputation, bankrupt them financially, and eliminate them physically.” Zhang Gaoli carried out the persecution in Guangdong province, Shenzhen (1998-2001), Shandong province (2001-2007), and Tianjin (2008-2012), causing tens of thousands of Falun Gong practitioners in these areas to be illegally kidnapped, detained, and sentenced. Massive number of Falun Gong practitioners are tortured, resulting in injury, disability and death. Zhang is suspected of committing the Crime of Genocide, the Crime of Torture and Crimes against Humanity. Zhang Gaoli is already under investigation by WOIPFG (www.upholdjustice.org/node/256).
Li Xiansheng, currently the Deputy Secretary of Hainan provincial CCP Committee, served as the Deputy Secretary of Wuhan municipal CCP Committee and the mayor of Wuhan city of Hubei province from April 2002 to December 2007. During that time, numerous Falun Gong practitioners were illegally arrested, sent to forced labor camps, sentenced and brainwashed. Furthermore, 81 Falun Gong practitioners were persecuted to death. For example, Falun Gong practitioner Huang Ming (female) was arrested by the police of Wuhan Public Security Bureau, Qiaokou Branch around 10pm on April 1, 2004. She was badly beaten and was unable to walk; 15 days later, she died at the age of 32.
Tong Zhiwu, currently the Deputy Director of the Standing Committee of Liaoning Provincial People’s Congress, served as the Secretary of Jinzhou municipal CCP Committee of Liaoning province from March 2003 to January 2008. During that time, Tong actively carried out CCP’s persecution policy against Falun Gong. During Tong Zhiwu’s 5-year term in Jinzhou, at least 51 Falun Gong practitioners were persecuted to death. Jinzhou Falun Gong practitioner Zang Jinlu (female) was illegally arrested and detained. While in detention, she went on hunger strike for 25 days. Her body was extremely weak. During her medical parole, she was frequently harassed by local police and was forced to leave her home. She died at the age of 37 on November 3, 2003.
Zhu Haowen, currently the Secretary-General of Heibei provincial government, served as the member of Shi Jiazhuang municipal CCP Standing Committee, Deputy Mayor (April 2005-January 2008), Deputy Secretary of Qin Huangdao municipal CCP committee, Acting Mayor (January 2008-March 2008), and Mayor (March 2008-March 2013). During Zhu's less than 3-year term of being the Deputy Mayor of Shi Jiazhuang, at least 73 Falun Gong practitioners in Shi Jiazhuang area were persecuted to death, making Shi Jiazhang one of the areas with the most severe persecution against Falun Gong. As the Deputy Mayor, Zhu Haowen has inescapable responsibilities.
Zhang Chenliang, currently the Secretary of Wuan municipal CCP Committee of Hebei province, served as the Deputy County Head of Cheng’An County in Hebei province (August 2002-March 2005), County Head (March 2005-January 2009), and Secretary of the County CCP Committee (January 2009-August 2011). During his terms in these positions, at least 6 Falun Gong practitioners in Cheng’An County were persecuted to death. Wang Shujun, a Falun Gong practitioner from Wang Pengliu village of Lin Libao Township, Cheng’An County, was kidnapped to a “brainwash center” by Handan city 610 Office. Shortly after returning home, Wang Shujun died at the age of 37.
WOIPFG will continue to investigate the criminal conduct of all institutions, organizations, and individuals involved in the persecution of Falun Gong, to bring such investigations, no matter how long it tak es, no matter how far and deep we have to search, to full closure, to exercise fundamental principles of humanity, and to restore and uphold justice in society.
