Investigative Report on the Rape Case of Graduate Student Wei Xingyan from Chongqing University

In May 2003, graduate student Wei Xingyan from Chongqing University was reported to have been raped publicly by police while she was illegally detained in a detention center in Chongqing City. The World Organization to Investigate the Persecution of Falun Gong (WOIPFG) launched an investigation through various channels. The following facts are verified to be true: Police in Baihelin Detention Center of Shapingba District raped the graduate student, Wei Xingyan from Chongqing University, publicly. She was sent to the hospital for treatment because of the injuries to her trachea and the esophagus caused by the vicious force-feeding in the detention center. Chongqing University tried to conceal Wei’s profile and her major in order to cooperate with the “610 Office” of Shapingba District, the police branch of Shapingba District, and the Baihelin Detention Center in covering up this criminal case. Wei Xingyan’s whereabouts are currently unknown.

1. Personal Profile of Wei Xingyan

Wei Xingyan, from Sichuan Province, is a 28-year-old female graduate student at Chongqing University. Her major is “High voltage power transmission and simulation technology.” The code of her major is 080800-12. Her director is Xi Daokui.

The father of Wei Xingyan, Wei Minglun, is a worker in Jiuzhoucun Brewery of Pi County, Sichuan Province. The mother of Wei Xingyan, Li Xiaoying, from Shuanghe Town of Zichong County, Neijiang City, Sichuan Province, currently works in Zengzhao Shoe Factory of Heshan City, Guangdong Province. While Wei Xingyuan was being treated in Chongqing City’s Xinan Hospital, it was once arranged for Li Xiaoying to see her daughter in the hospital.

Wei graduated in 1997 from Xinan Politics and Law University with a bachelor’s degree. Her first job was with the Xinqiu Law Firm of Sichuan Province. From 1999 to 2001, she worked at Xuji Corporation in Xuchang City, Henan Province. While there, she studied about electric power on her own and was able to pass the graduate entrance exam for Chongqing University, where she majored in “high voltage power transmission and simulation technology.” She planned to return to work at Xuji Corporation upon graduating.

2. Investigation of the Rape Case of Wei Xingyan

Wei Xingyuan was arrested on May 11, 2003, and was interrogated continuously in the “610 Office” of Shapingba District. The reason for her arrest was that she was suspected of releasing balloons with Falun Gong banners attached to them at the campus of Chongqing University, in honor of World Falun Dafa Day. 

On the evening of May 13, the police in the detention center ordered two female inmates to strip off all of Wei’s clothes. She cried out, “You have no right to treat me this way!” Then, a uniformed policeman entered, pushed Wei Xingyan to the ground, and raped her in front of the two other inmates. After the assault, Wei Xingyan started a hunger strike to protest. The detention center force-fed her viciously and injured her trachea and esophagus, which left her unable to speak and put her life in peril.

On May 22, on the verge of death, Wei Xingyan was sent to Xinan Hospital in Chongqing City. Many plain-clothes “610 Office” agents guarded and monitored her day and night, and even questioned, followed, and arrested those who came to visit her.

3. The Investigation of the Shapingba District “610 Office” of Chongqing City and the Baihelin Detention Center Regarding Wei Xingyan

The related personnel at the Baihelin Detention Center of Shapingba District, Chongqing City, acknowledged that Wei Xingyan was sent to the detention center by the Shapingba District police branch and the district “610 Office” in mid May 2003 because of her practicing Falun Gong. A male police officer in the detention center admitted that Wei Xingyan had been forced-fed in the detention center and later was taken away by the Shapingba police branch.

Currently all the police in the detention center who were involved in the rape case directly or knew the truth have been transferred to Yongchuan Prison. Most of the police from the Shapingba District “610 Office” who were involved in Wei Xingyan’s arrest have been transferred to other areas as well.

When being questioned on Wei Xingyan’s case, the staff at the Shapingba District “610 Office” refused to answer the questions directly. On the third time questioned, they denied their identity entirely, claiming it was “the crematory.”

4. The Investigation of Chongqing University and Xinan Politics and Law University Regarding Wei Xingyan

The Chongqing University General Office claimed there was no such a major as “High voltage power transmission and simulation technology.” On June 3, 2003, the Security Department and the Electrical Engineering College of Chongqing University published a notice on the university website that claimed there was no such major as “High voltage power transmission and simulation technology” in the Electrical Engineering College (see the website page below).



On June 6, 2003, the majors in the department of “High Power and Isolation Technology” in the Electrical Engineering College were deleted from the university website. However, on the same day, from the downloaded page on the research directions for a master’s degree, the major “High voltage power transmission and simulation technology” in the Electrical Engineering College was listed among others (see the following webpage).


 

The General Office of Chongqing University denied there was a graduate student called Wei Xingyan. However, when investigators asked people in the Chongqing University graduate school and in the dormitory building, they said that the authorities informed them not to get involved in the investigation of Wei Xingyan. The person in charge of the university’s party committee office did not deny the existence of Wei Xingyan and her suffering of “rape and force-fed.” A staff member in the Security Department of Xinan Politics and Law University told the investigator, “Wei Xingyan is a student in Chongqing University.”

During the investigation of June 10, 2003, when being asked, all people in Chongqing University gave the same answer that the investigator should contact Yuan XX in the Electrical Engineering College. When Yuang XX was called, Yuang claimed the phone was tapped and monitored. He denied that there had been such an incident in the college and kept asking the investigator’s name and phone number.

At the same time, from other sources, investigators came to realize that Chongqing City government, the “610 Office” of Shapingba District, and Chongqing University concealed the profile of Wei Xingyan as well as the major she studied. They claimed that Wei’s family had taken her home. However, it was confirmed later that Wei Xingyan was not at home. It is highly possible that Wei Xingyan had been transferred and suffered further persecution.

The “610 Office” officially informed Chongqing University to give one answer regarding the case of Wei Xingyan: “No such student called Wei Xingyan; no such major called ‘High voltage power transmission and simulation technology.’” People in the university were informed “no more talking or questioning about Wei Xingyan’s case.” Anyone who was interested in the news about Wei Xingyan became the target of the “610 Office” and police. At the time of this report, at least ten people have been arrested both inside and outside the university.

The female students in the same dormitory with Wei Xingyan and even on the same floor of the same half side were transferred and were unknown. Those dormitories were empty. The classes for the major Wei Xingyan worked toward were cancelled.

5. Investigation of Xinan Hospital Regarding Wei Xingyan

Four sections in the hospital showed concern for Wei Xingyan and helped to collect the information. However, the General Surgical Section that had treated Wei Xingyan refused further investigation.

6. Chongqing University Further Persecuted Innocent Students and Teachers

According to the source, after Wei Xingyan’s case was exposed, the “610 Office” of Shapingba District set up a special team to investigate how the news about Wei Xingyan leaked out. They set a deadline to solve the case within one week from August 1. On the morning of August 1, a white extended Iveco truck with a black foreign enterprise license plate arrived at the campus of Chongqing University. It was equipped with a complete set of modern wireless communication equipment and was used to monitor the communications at the campus. On the evening of August 3, more than ten students and teachers were arrested by the district “610 Office.” They were all Falun Gong practitioners and two or three of them were professors.
The major responsible personnel at Chongqing University are the director of the Security Department and two other staff members, Wang XX and Mei XX.

7. Persecution of Falun Gong Practitioners at Chongqing University Over the Past Four Years

It was reported that Chongqing University Professors Zhang Yougao, Gu Jiushou, and Ceng Tong had been detained in Xishanping Forced Labor Camp in Chongqing City with other over-60-year-old practitioners Jiang Anming, Han Junhe, Wang Zhengrong, Yan Xinpei, and Xiao Zeju. Police in the forced labor camp instigated prisoners to torture those practitioners viciously.

The undergraduate students and graduate students from Chongqing University, including Wu Jie, Zhang Zhihu, Mei Guinan, Mi Xiaozheng, Yang Chengbao, and Lu Zheng, suffered different forms of persecution. Some were detained and some were forced to leave the school. Chongqing Unversity teacher Gao Zhongying was detained in the Female Forced Labor Camp in Chongqing City, located at No. 21-1, Wujiang Rd., Jiangbei District, Chongqing City. More than 600 female practitioners have been detained in the labor camp. It has been reconstructed and equipped with a complete monitoring system to monitor Falun Gong practitioners. According to people released from there, Falun Gong practitioners have suffered all kinds of tortures and physical punishments.

8. Conclusion

Upon gathering all the investigations from different sources, it clearly indicates that the graduate student from Chongqing University, Wei Xingyan, has been indeed detained in Baihelin Detention Center. From the investigations of the related personnel in the detention center, from the facts such as denying identification, contradictory answers, avoiding to answer the rape case and telling lies, it is certain that Wei Xingyan has been raped publicly by police.

Chongqing University, its graduate school, and its security department did not seek justice for its female student and investigate the truth. Instead, they denied the existence of the student and her major, and even modified the website to cover their lies and further cover up the rape case. The university cooperated with the “610 Office” to monitor, threaten, and transfer the students and teachers. Furthermore, more than ten students and teachers who assisted the investigation of the case were arrested and detained.

WOIPFG will continue to investigate all criminals and suspects involved in this case. We call on all individuals who have information related to this case and all people of Chongqing City to provide us with leads to the criminals in order to release Wei Xingyan and other people detained, to bring the criminals to  justice and to expose the truth.

Notes

According to a press release on February 20, 2004, from Reporters Without Borders, five Falun Gong practitioners were accused, on February 19, of posting news about the police abuse of a student during her imprisonment1. Minghui Net verified on February 21 that the female student Wei Xingyan was raped and brutalized by the police2. The five Internet users were sentenced by the Court No. 1 in western Chongqing to prison terms ranging from 5 to 14 years. Lu Zengqi by indictment is the online author, and Yan Qiuyan is said to have helped Lu publish the news. Both have been sentenced to 10 years in prison. The report also said that Li Jian was sentenced to 13 years for publishing an article on the Falun Gong website. Chen Shumin, the head of Lu’s company, was sentenced to 12 years in prison. Yin Yan received a 5-year sentence, but the court did not provide evidence to support its verdict.

Reporters Without Borders, headquartered in Paris, condemned the Sichuan authorities in its statement for imprisoning the five Falun Gong practitioners. This international news freedom organization also appealed for the release of 22 Falun Gong practitioners imprisoned for posting articles on the Internet, saying, “The crackdown on members of this spiritual movement is completely unjustified.”
