The Open Letter to the Officials of Chinese Embassies and Consulates Regarding the Incident of Mr. Chen Yonglin Leaving CCP

As the "Special International Tribunal to Process the Cases of Persecution on Falun Gong by the CCP" is about to be established and a worldwide trial of the CCP is about to commence, a historic incident happened. Mr. Chen Yonglin, First Secretary and Consul for Political Affairs at the Chinese Consulate in Sydney, Australia made his appearance and spoke at a June 4 Commemoration Rally held at Martin Place in Sydney to mark the 16th anniversary of the June 4, 1989 Tiananmen Square Massacre and expressed his decision to leave the CCP. He told the media, "My job was to carry out the Chinese government's policies: to monitor and persecute democracy activists and Falun Gong practitioners in Australia, including hiring people to collect information on Falun Gong practitioners' activities." Mr. Chen continued, "The CCP has a 16-word [Chinese] policy regarding Falun Gong in Sydney: directly oppose and negate all of the practitioners' efforts; aggressively attack; win the support (of the Australian government), and win the sympathy (of the Australian public)." Right now, security officials from the Chinese consulate are looking for him.

According to an investigation by WOIPFG, the Chinese government has divided their infiltration, propaganda and collection of information abroad into several parts. The first part is utilizing consular level officials, embassy level officials and attaches through various means to spread hate propaganda produced in Mainland China. They infiltrate Chinese communities, buy the community leaders and promote persecution policies. This is just a part of an overseas Chinese diplomat's daily job. These individuals collect personal information on Falun Gong practitioners abroad and create blacklists. They use "money diplomacy" on a large scale to persuade community groups and companies to turn against Falun Gong; they interfere with the media regarding Falun Gong practitioners' involvement -- in short, they use Chinese taxpayers' money to persecute and incite hatred of Falun Gong. The Ministry of Foreign Affairs of PRC is responsible for this type of work. The First, Second and Third Secretaries of a Chinese consulate are responsible for collecting information. WOIPFG has recorded the criminal activities of the Chinese consular and embassy officials for the past six years. The head perpetrators will be individually prosecuted after the "Special International Tribunal to Process the Cases of Persecution on Falun Gong by the CCP" is founded. 

The second portion of the Chinese government's activities comes from the embassies' military officers. The highest-ranking Chinese spies are from the Second Information Division of the  Headquarters of the General Staff of the People's Liberation Army. Almost all the military officers in the Chinese embassies are deployed by this Second Division. Sometimes they come from the Third Division. These military officers are the public heads of overseas Chinese spies, and they also collect information on Falun Gong.

The Ministry of State Security (MSS) has its own network of spies abroad. Some MSS officials work in Chinese State-owned companies and in Friendship Associations in Western Countries. They report directly to the MSS in Mainland China.

The Ministry of Public Security (MPS) originally did not take part in espionage abroad, but some their information officials and special agents are located in foreign countries. In the past few years, the 26th Bureau of the MPS began to activate and re-group some overseas information officers and special agents to collect information on Falun Gong practitioners and participated in sabotage towards Falun Gong.

WOIPFG hereby announces that we welcome Chen Yonglin's renouncement of his membership in the CCP and his declaration of his opposition to the CCP's persecution policy against Falun Gong. We also solemnly warn Fu Ying, China's ambassador to Australia, Qiu Shaofang, the Chinese Consul-General in Sydney and other Chinese officials in Australia, to take personal responsibility to ensure Chen Yonglin and his family's safety. At the same time we also call on Chinese consular and embassy officials, as the CCP is about to collapse and will be brought to justice, to stop assisting the Chinese totalitarian regime in committing crimes and to stop participating in the persecution of Falun Gong overseas. Because you know the facts about Falun Gong, to take part in the persecution is your own choice. We will continue closely monitoring the Chinese embassy in the US, the Chinese general consulates in New York, Chicago, Houston, Los Angeles, San Francisco, as well as embassies in France, Germany, Singapore, Indonesia and other regions and countries and the incidents they created. Those embassies and consulates have been actively involved in the persecution of Falun Gong for the past 6 years.

This is an important turning point in history and not much time and opportunity remain for people to make a choice. For the future of your family and yourself, we hope you can make a wise decision, leave the CCP and mend your ways. Only you can make the choice that will determine your future.
